BAC Letter To DQT
On behalf of the committee, I would like to extend our deepest regrets and
sincerest apologies for the misconduct committed by the representative of
another bidder by changing the recorded time-in (9:00 AM) to (9:03 AM) to
reflect the true time in the office clock. The behavior was uncalled for and
completely unprofessional.
However, such awkward and embarrassing situation was not within our
immediate control because BAC as a committee, by itself, is distinct and
separate from the DAR office. The supervision over the Security Guard is not
within our jurisdiction. Moreover, we have no personal and direct knowledge
thereto on the day it was committed. Had it not been for your timely visit
and dialogue with us, we would not be informed.
If there was any good that came out of this unfortunate experience, it is that
we were reminded that the dropping of the Bid Documents shall be
monitored, supervised and controlled exclusively by the Bids and Awards
Committee through the BAC Secretariat. Hence, we are now having separate
Log Book for the Dropping of Bid Documents and other official activities the
BAC may undertake.
