PURIFICACION R. ARRIOLA WHEREAS, on 12 March 2020, the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) per Resolution No. 11, series of 2020, raised the COVID-19 threat to the highest alert level, Code Red Sublevel 2, due to the evidence of sustained community transmission of the disease. Concomitantly, Fresident Rodrigo Roa Duterte issued Proclamation No. 922, Series of 2020, declaring a State of Public Heath Emergency all throughout the Philippines and thereafter, placed the entire Island of Luzon, under enhanced community Quarantine. The LGUs outside of Luzon have imposed localized community Quarantine in their areas of jurisdiction consistent with the parameters of the Pertinent IATF Resolution until 30 April 2020 when the President issued Executive Order No. 112, Series 2020 specifically identifying the LGUs under the enhanced and community quarantine; WHEREAS, Republic Act (R.A.) No. 11469, otherwise known as the “Bayanihan to Heal As One Act’, directed the provision of unified interventions from the whole-of- government including provision of safety nets to curtail the impact of health and economic emergencies to all vulnerable sectors which include children of formative years; WHEREAS, Section 4 (v) sub-item (8) of R.A. No.11469 has identified the SFP as one of the priority programs necessary or beneficial in order to address COVID-19 emergency; WHEREAS, noting the limitation in the purchasing power of most families, SFP implementation during the implementation of community quarantine shall assist in addressing the issue of hunger and food security among Filipino children and Prevent regression of the current nutritional status of the beneficiaries. WHEREAS, DSWD Memorandum Circulars 04 and 12, series of 2020, sanctioned the amended scheme of implementation of SFP during the community quarantine Period as stringent social distancing measures prohibit the conduct of assemblies ormass gatherings which include feeding of children in the CDs and SNPs. WHEREAS, local government units (LGUs), as partners of the DSWD in the expeditious delivery of the social amelioration program, shall also assist in the £ implementation of SFP; WHEREAS, the modality for the LGU implementation will be based upon the 4g iitective of DSWD Central Office provided in the Memorandum Circular No. 3 as NOW, THEREFORE, for and in consideration of the foregoing premises, hereinafter set forth, the parties hereto agree to undertake the program under the following terms and conditions: ION R.
