Project management is application of knowledge, skills, tools, and techniques to project activities
to achieve project requirements. With any project, there are limitations and risks that need to be
taken into account and addressed to ensure the project’s ultimate success. The three primary
constraints that project managers should be familiar with are time, quality and cost. These are
frequently known as the triple constraints or the project management triangle. Each constraint is
connected to the other two; so, for example, increasing the scope of the project will likely require
more time and money, while speeding up the timeline for the project may cut costs, but also
diminish the scope.

The triple constraints of project management:

Time constraint: The time constraint refers to the project’s schedule for completion,
including the deadlines for each phase of the project, as well as the date for rollout of the final
deliverable.
Cost constraint: The cost of the project, often dubbed the project’s budget, comprises all of
the financial resources needed to complete the project on time.
Quality: How will fitness for purpose of the deliverables and management processes be
assured?

Time & Cost constraint

A project’s budget includes both fixed and variable costs, including materials, permits, labor and
the financial impact of team members working on the project. A few of the ways to estimate the
cost of a project include:
Historical data: Looking at what similar projects cost in the recent past
Resources: Estimating the rate of cost for goods and labor.
Parametric: Comparing historical data with updated, relevant variables
Vendor bid: Averaging the total charge of several solid vendor bids
To complete a project, all these constraints need to be overcome. Before starting a project these
constraints need to be taken in to consideration execute them properly to achieve ultimate goals.
In recent years Bangladesh has launched various mega projects. The construction of Padma
Bridge is one of them. The Padma Bridge is a multipurpose road-rail bridge across the Padma
River to be constructed in Bangladesh. When completed it will be the largest bridge in
Bangladesh and the first fixed river crossing for road traffic. It will connect Louhajong,
Munshiganj to Shariatpur and Madaripur, linking the south-west of the country, to northern and
eastern regions.

reduction, enhancement of regional development from installation of public utilities
(electric power-line, gas pipeline, telecom line), promotion of international trades
between neighboring countries.

Padma Bridge is expected to generate substantial impacts, not only in terms of transport but also
in the more extensive areas of the national and regional economy, meaning increases in
production, employment, income and ultimately poverty reduction will be realized. The
construction of the Padma Bridge is expected to push up the growth rate of national GDP by
1.2%., raise factor income as value added by 1.4% and provide a total of 743,000 man-years of
new employment opportunities. However, these impacts will require 4-5 years to be realized
considering the construction period of the Bridge and the time lag of investment and induced
effects. The impact of the trans-border connection through the Padma “corridor” will further
enhance the nationwide benefits as a whole.
If we compare the project management constraints to present situation of constructing the Padma
bridge, we can clearly see the project team could not meet the time frame or cost which were
thought to be exact at the beginning of the construction. River erosion and the ongoing
coronavirus pandemic have made work on the long-awaited Padma bridge uncertain for an
indefinite period. The project office predicts that the June 2021 deadline for completion of the
country's longest bridge will not be possible to meet. According to a progress report, the Padma
Multipurpose Bridge Project (PMBP) lagged behind the monthly scheduled work since January
by 3.0-4.0 per cent. Until July 2020, it recorded progress in main bridge work by 87.5 per cent
and river training work by 74 per cent. The project office has overcome its initial crisis centering
Covid-19 with the arrival of the Chinese workers under the main bridge and river training by
April and May. But official sources said 35 per cent of the foreign staff in both main bridge and
river training contracts are yet to join, thus making the progress affected. The contractor also lost
camps, storage foundations, beams, steel structures, bolts, warehouse laboratories, cranes and
generators in the erosion. Earlier on July 31, the collapse of southeast bank of Mawa damaged
the construction yard of the project and washed away roadway slabs, railway stringers,
temporary roads, camps, storage foundations, beams, steel structures, bolts, warehouse
laboratories, cranes and the generator.A ccording to the project office, 125 pieces of main bridge
roadway slabs were lost which need to be fabricated again and this work is expected to cause
about six-month delay to the construction period.Total 48 groups of railway stringers, each group
has four stringers weighing 1,314.4 tonnes, UB beams of 1,185 tonnes weight, 2,000 pieces of
small UB beam of maintenance gantry weighing 585 tonnes, connection components of railway
stringers of 129.4 tonnes and 15,360 sets of high strength bolts, one set of 30-tonne gantry crane
and 190-metre gantry crane track foundation were lost in the erosion.About 179 cubic metre of
storage foundation of roadway slabs, 557 cubic metre of storage foundation of railway stringer
and 3,048 cubic metre temporary roads in the storage yard were also lost. Ninety per cent of
what used to be the camp of Sinohydro had collapsed and the remaining houses were in a volatile
condition and are not usable. sAlso, one set of 500KW generator and one supplementary
generator room and some warehouse laboratories were lost to the erosion.The total project cost is
Tk 30,193.39 crore while till July, 77.57 per cent of the total amount, or Tk 23,423.67 crore was
spent.
Quality of the project:
Given the paramount impact the project will have on the lives of millions of people,the
Government of Bangladesh and other development partners to ensure that the highest quality
standards are maintained from start to finish of the bridge. The Government of Bangladesh
developed Governance and Accountability Action Plan that aims at integrating good governance
in project design, enhancing supervision to guarantee quality and ensuring oversight and
transparency for greater accountability to the people of Bangladesh. To enhance the quality of
this project, many times design of the beam and this bridge has been changed.

To enhance transparency, the project will adhere fully to Bangladesh’s Right to Information
Act, and implement a multifaceted communications strategy, including information sharing
through the project website, newsletters and radio and television.

Accountability will be strengthened through third party monitoring by an independent panel of


experts, community-based ‘accountability meetings’ to review the social and resettlement action
plans and appointment of an independent Project Integrity Advisor reporting directly to the
Prime Minister.

The main objective of this assignment is to justify the primary challenge of project management
is to achieve all of the project goals and objectives while honoring the preconceived constraints. I
agree with this term. To ensure project quality all this inspection need to be done. Though the
project is delayed but for the better output it should be taken as consideration. But should not be
delayed further more time as the project budget will increase with time. So, to make the project
as a successful one all the procedures should be hurried up to complete the project with allocated
budget in between the estimated time.
