In 2019, all provinces in the region conducted the four rounds of the Labor Force Survey (LFS) to
determine the demographic and socio-economic characteristics of the Cagayan Valley’s
population. It also captures information on the levels of employment and unemployment in the
region from sample households lifted from the 2013 New Master Sample for household-based
surveys of the PSA. As conduit in the implementation of this survey, the regional office through
the Statistical Operation and Coordination Division (SOCD), led the survey operation, and, was
heavily involved in the three levels of training, supervision, data certification and collation of
the narrative and financial reports.

Along the training process, the Regional


Focal Person (RFP) represented the region
during the conduct of the Task Force
Training (TFT) and consequently served as
the lead trainer during the 2 nd Level
Training (2LT) conducted in the region.
The 2LT was attended by the Chief
Statistical Specialist of the provinces
together with their respective Provincial
Focal Person (PFP) who served as trainers
in the 3rd Level Training conducted in the
provinces. To ensure proper guidance and
adherence to survey protocols is

observed, technical staff from


the SOCD were deployed to
augment the trainers in the
provinces during the conduct of
the 3LT.

Forthwith, the regional office led by the Regional

provinces was conducted accordingly. Verily, technical
staffs from the SOCD were also deployed in the
different provinces to conduct supervision specifically
in observing the conduct of interview, conduct of re-
interview and verification of vacant buildings and / or
vacant households, among others. The supervision was
usually done during the 1st five days of the
enumeration to guide Statistical Researchers and for
errors and inconsistencies committed including issues
met during the early stage are corrected and resolved.

Subsequently, for every survey period, the regional office through the SOCD administered
Certification Pass (Data Validation) of the data files submitted by the provincial offices. The
validation process includes data consistency check, ID validation and completeness check to
ensure a clean data file was submitted to the subject matter division in the Central Office. The
region’s task concluded upon submission of the collated narrative and financial report
concerning the conduct of the activity.

In furtherance of its mandate to disseminate its


products and services, the regional office through its
SOCD also prepared and submitted four Special
Releases in 2019 delving on quarterly employment
rate in the region including labor force population,
labor force participation rate, unemployment and
underemployment status in Cagayan Valley.
