ANNUAL POVERTY INDICATOR SURVEY

The five provinces in the region also participated in the 2019 Annual Poverty Indicators Survey
(APIS 2019) which aims to gather and generate information on non-income-based poverty
indicators necessary in monitoring the poverty situation in the region. The indicators inferred
from the survey will also be used as inputs in the formulation and development of the
Multidimensional Poverty Index (MPI). Withal, the APIS 2019 also includes questions on Water,
Sanitation and Hygiene (WaSH) which will serve as basis in monitoring Sustainable
Development Goal 6 which is to ensure availability and sustainable management of water and
sanitation for all, and some questions on the respondent’s Access to Government Service. As a
rider to the July 2019 LFS, the APIS 2019 employ, for the first time through the use of tablet, its
Computer Aided Personal Interview system in data collection.

Like any other regular household based survey of the PSA, the APIS 2019 followed the same
stringent survey protocols that include conduct of trainings, supervision and data validation /
verification. As conduit of various surveys in the region, the regional office through the SOCD
was in close coordination with the five provinces before, during and after the whole month
operation of the rd

the SOCD, the 2nd Level
Training (2LT) and the
3rd Level Training (3LT)
was conducted jointly,
and was participated
by the officials (CSS’s) and employees (PFP’s) of the provincial offices together with their
Statistical Researchers (SRs) except for SR’s from Batanes. This was done to ensure uniformity
in understanding of the concepts, definitions and other survey procedures necessary in coming
up with reliable information. To accord the same treatment, the Regional Focal Person from
SOCD joined the 3LT of Batanes and subsequently helped the province in the conduct of
supervision during enumeration.
