Introduction

The Navy's arsenal Port Said is one of the oldest shipyards in the region with
its vast experience in the field of construction and repair of naval units of
various kinds, such as different types of ships and commercial dredgers, tugs,
cranes floating and was established in 1869 and with the opening of the
channel for navigation and is characterized by its strategic location unique in
the northern entrance of the Suez Canal which gives it a great advantage to
attract many of the vessels transiting the Suez Canal for reform She holds a
certificate of conformity with international standard ISO 9001-2008 in the
field of ship repair and valid until 2014 international standard OSHAS 18001
- 2007 and valid until 2014, it has been classified naval arsenal Port Said
largest arsenal the possibilities available according to assess the Industrial
development Authority of the Ministry of industry to study to assess the
Shipbuilding industry in the Arab Republic of Egypt.

The processes listed below include many of the major activities that occur
during shipbuilding and ship repair. Each of the "process" links provides a
description of the process and associated hazards.

l Dry Docking and Launching.

l Fabricating and Repairing Large Structural Components.

l Handling Large Materials.

l Outfitting (also called "fitting out").


l Painting.

l Surface Preparation and Descaling.

l Tank Cleaning.

On Tuesday 18/10/2016 we went to the arsenal Port Said Marine where we


were interviewed by the engineer Mr. Abdel Aziz , who guided us in a tour
inside the factory.

Navy arsenal in Portsaid consists of :

1/ workshop for production and Repairing of iron

2/ Electricity Workshop
3/ Repair workshop of machines

4/ Metal workshop

5/ Foundry

Ø  Walk through survey showed:

1. Environment:

- Ventilation: natural ventilation present , and there are Hoods For suction on
air furnaces in the foundry

- Lightening: natural and artificial

- Area free from odours

- Noise level not acceptable ( 90_95 db with ear muffs)

- Walking and working surfaces not clear from obstruction There are many
obstructions and Trolleys

- Housekeeping: the machines properly arranged to some extent

- Floating docks have been modified to reduce risk

In general the environment is very very risky

2. Emergency procedures:

- There are many alarming signs in all factory areas

- There are fire extinguishers

3. Safety signs and symbols:

- Present in all factory areas

- There is also written procedures for emergency situations

- safety clothes and ear muffs


4. Electrical safety:

- The machines are properly maintained

- Electrical panels properly secured and contain safety signs

- There are Closed Electric high pressure rooms with alarming signs

5. General facilities:

- Washing and bathroom facilities

- The restaurant for eating and drinking ( but impeded in the Hazards)

6. Personal protective equipments:

- Available for all workers

- Consists of: Safety shoes

- Safety helmets

- Safety gloves and sleeves

- Ear muffs

Ø  Anticipated Hazards in the work area

1. Silica :

In the foundry where they are in close contact with it ( first they mix
Silica with water then pass the mixture in a magnetic field (( To remove
other metals)) then pass the purely wet Silica in the oven more than 1500
c, then when it becomes liquid they pour it into special molds)

2. Accidents due to unsafe/incorrect operations of machines:


l inadequate guarding of machines

l inadequate training about safe work practice

3. Musculoskeletal disorders: incorrect manual handling procedures.

4. Exposure to high noise level .

5. Falling from high levels .

6. Asbestos which used in painting of ships .

7. many obstructions in work area .

8. Explosions of oven (( there are 3 types, oven by electric power, oven


by coal, and oiled fired oven, ))

9. Vibration .

10. Gases such as Lead the most important one, Antimon, copper,
Alomonium.

Ø  Recommendations to control occupational hazards:

1. Avoid hazardous , physically demanding and repetitive manual handling


operations
2. Assess the risk of injury from manual handling that cannot be avoided
and reduce the risk of injury.
3. Mechanise handling or eliminate the need for manual handling
4. Improve design, layout and house keeping of the working environment.
5. ensure that control measures e.g., local exhaust ventilation are properly
used and maintained
6. Air sampling can be performed to compare exposure levels with legal
limits
7. where personal protective equipments used, ensure it is sufficient for its
purpose, properly worn, inspected and replaced at appropriate intervals
8. ensure employees are adequately trained and instructed about the health risks
and how to minimize them by taking the necessary precautions
9. encourage employees to take part positively in health surveillance
programmes
10. ensure all reasonably practicable measures are taken to reduce noise
levels
11. limit direct contact with Silica as possible
12. Follow all instructions signs
