CHAPTER II

REVIEW OF RELATED LITERATURE


Mbagwu, Ozioko and Ogueri (2017) revealed that the dearth of ICT infrastructure affect its low
application teaching and learning. They also stated that the LIS educators do not actually apply in
their teaching the ICT infrastructure if the available ICT related courses because of large class size,
erratic power supply, inadequate infrastructure etc. that can rely affects LIS professionals because they
came out not having enough ICT skill knowledge. They also recommended that the increase in the
number and acquisition of more different types of ICT training infrastructure, awareness creation on
the importance of application of ICT infrastructure, standardization of the types and number of
training facilities and ensuring their actual implementation in teaching and learning in library school
programme in Nigeria by LIS professional bodies. They also recommends source sharing to curb
inadequacies of this infrastructure among others. Their study concludes that when these are
implemented library schools will not only compete favourably with other information related fields
but live up to their expectations of producing librarians who will use the ICT tools to offer the type of
services required and needed by information seekers in our contemporary society.
Similar to the research of Mbagwu et al. (2017), the study conducted by Akinfolarin and Rufai
(2014) with the title “Extent Of Information And Communication Technology (ICT) Utilization For
Students Learning In Tertiary Institutions In Ondo State, Nigeria” found out that facilities like
computer systems, email accounts, projectors, Public Address System (P.A.S), E-Library, printers for
print out of learning materials by students and Social-Media Platforms are available for students
learning in Ondo State tertiary institutions, ICT facilities like internet, computer training centre for
students on campus and stored lecture notes on CD-ROM are not available to students for learning,
computer training classes and projectors for academic activities are not accessed by students on
campus, female students have the highest level of utilization of ICT facilities compared to male
students in Ondo State tertiary institutions.
Finally, to support the idea presented the researcher’s of the two studies above, Mohammad,
Alemen and Nour-Mohammad (2011) revealed that the findings using information and communication
technology is effective in increasing educational motivation, improving questioning skill, improving
research spirit and raising school marks. They stated that it is generally effective on third grade high
school students educational improvement to great extent. Research findings indicate that using of
information and communication technology has been effective to a high extent on increase in
educational motivation, enhancement of question-skill, enforcement of research spirit, increase in
curricular scores and in total on educational improvement of third grade secondary school students.
And this effectiveness has been the same among girl and boy students by different averages and ages
and fields. But its technical school students and high school students.
