A NARRATIVE REPORT

INTRODUCTION
The primary objective of the NSTP Law (R.A 9163) is to promote the role of the youth in nation-
building. It aims to encourage the youth to become civic and/or Military Leaders and Volunteers whom
could be called upon by the nation in case their services are need.
The NSTP aims to promote and integrate values education, transformational leadership, spirit of
patriotism and nationalism and sustainable social mobilization for youth development, community
building and national security.
NSTP-CWTP helped enhanced the female implementers’ ability to communicate, ability to listen
and interpersonal relationship. It also made them very much aware of the importance of health education
and applies in their daily life good values.
In the Year 1991, the Implementing Rules and Regulations of Republic Act 7077 modified
the: Basic ROTC Course to Expand ROTC Program as mandated. The modification is composed of
military subject in the first year and any of the following components: MTS, CWTS, and LES in the
second year curriculum. On March 18, 2001.
A dead body was found wrapped in a carpet and floating in the Pasig River, the face was
wrapped in packing tape and the hands and face were bounded. The body was identified as Mark
Welson Chua, 19 years old. Engineering students at University of Santo Tomas (UST). Reportedly a
victim of Illegal ROTC practices lead to a massive protest of the college students and concerned
parents against the ROTC program. Since then, Expanded ROTC program morphed into National
Service Training Program (ROTC).
A new and latest amendment was brought for creating the Republic Act 913 also known as
National Service Training Program. Signed into Law in January 23, 2002. Implemented in SY 2002-
2003. Comprises of three program components: CWTS, LTS, and ROTC.
Republic Act No. 9163, January 23, 2002. The act shall be known as the…. National Service
Training Program (NSTP) Act of 2001 an act establishing the NSTP for tertiary level students,
amending for the purpose of the RA 7077 and PD 1706 for other purposes. NSTP is designed to develop
and enhance consciousness and defense preparedness among the Filipino youth by developing the
ethics of Service, nationalism, and patriotism while undergoing training in any of its three program
components.
Constitutional Basis of NSTP Art 2, 1987 Philippine Constitution. Section 4, the prime duty
of the government is to serve and protect the people. The Government may call upon the people to
defend the state and in the fulfilment there of, all citizens may be required, under conditions provided by
the Law, to render personal, military or civil service. Section 5, the maintenance of peace and order, the
protection of life, liberty, and property, and promotion of the general welfare are essential for the
enjoyment by all the people of the blessings of democracy. Section 13, the state recognizes the vital role
of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual
and social well-being. It shall inculcate in the youth patriotism and nationalism and encourage their
involvement in public a civic affairs.
Thus, 0LPC as a sharer in the life mission of the local church commits to;
-Provide equal opportunity and access to quality education integrating Gospel and Filipino cultural
values responsive and relevant to the needs of the times.
-Create in the school community an atmosphere and opportunities for individual transformation that
lead to Christian community living.
-Reach out the people enriching their faith-life experience needed in building a just and humane
society.
When a student enrolls at our lady of the pillar college – cauayan and its accepted. A contract is
established whereby he submits himself and agrees to comply with the rules and regulations of the
institutions, upon his enrollment. He assumes all the responsibilities appertaining to his status as a
student. Specifically, towards the administration. Faculty and the student.
On one hand, personal discipline keeps the proper balance between freedom of action needed for
self -development self-restrain and necessary in accepting external rules for the safeguard of the rights
and responsibilities of others. On the other hand, social discipline requires that the rights and
responsibilities of the administrations faculty and student are respected.
Our lady of the pillar college- cauayan adheres to the principle of in-loco- parentis. The
administration, faculty, members and duty authorized school official of Our Lady of the Pillar College.
Shall have the right and responsibility to make apprehension and or refer and any of the code discipline to
the proper school officers of the law for appropriate action.
I. Conduct in the school
Every student must value and exercise self-discipline to earn respect for his own person. He is
called upon to respect his fellow student, personnel, faculty members and administrators.
To know how to conduct himself in the campus, he should secure a copy of the OLPC Code of
discipline and be knowledgeable of its contents. This code of discipline should therefore be used for his
constant reference.
He should conduct and present himself and decent manner, abiding by the generally accepted
norms or good behavior at all times, he should observe courtesy and decorum in dealing with fellow
students, personnel, faculty members and administrations.
He shall be responsible to know, understand comply with the contents of memoranda, circulars
and announcements, letters, notices, activities and the like, affecting him as may be regularly posted
and/or disseminated by the school authorities.
Lastly, every student should observe all rules and regulations of the institution: violations of
which shall be dealt with accordingly. Violations and their corresponding sanctions are as follows.
A. IN THE SCHOOL CAMPUS
MINOR OFFENSE:
1. Not wearing prescribed uniform

School, or promoting and/or instigating ill-will among and between students’ personnel, faculty
members and administrators.
17. Possession and/or distribution, dissemination of immoral and indecent pictures, posters,
slides, negatives or similar materials, writing, possessing, distributing immoral literature in walls,
papers, computers and bulletin boards.
18. Painting or writing on any school property such as books, laboratory, facilities, chairs, tables
and others, including walls of buildings/classrooms, comfort rooms and school fences, bulletin boards,
classroom black boards.
19. Exhibiting indecent acts and provocative behavior such as passionate kissing, necking,
petting and similar act inside the school campus.
20. Stealing, muleting, gambling in any form extoring money and or property, making
unauthorized collections or solicitation of money or property from any students, personnel, faculty
member and administrator.
21. Giving money, gift or token of any kind, or giving a treat to a faculty member concerned or
school employee, personnel or official, and/or any person acting for and his behalf, in order to obtain
any kind of favor or benefit such as, n=but not limited to exemption from attending class, lecture,
examination, recitation, test, quiz, or similar activity or leniency; or non-submission or non-performance
of any requirement of the subject or for graduation like but not limited to non-submission of project,
experiment, report or any other requirements as prescribed by the CHED.
22. Carrying and/or using any deadly weapon; such as, but not limited to handgun, paltik,
balisong, pen knife, ice pick or carrying explosives of any kind.
23. Mutilating or tearing off any library book, magazine, newspaper defacing or damaging of
tables, chairs, walls, writing, sticking on or pasting any material on walls, tables, chairs, or other school
properties
24. Bringing in to the school campus and/or imbibing or dispensing liquor or any intoxicating
beverage and coming under the influence of the same.
25. Using, pushing, possessing, trafficking in, dispensing administering prohibited and or
regulated drugs and all its derivatives in the school premises.
26. Forging, tampering, altering, misrepresenting, misusing school documents or records
allowing to cause to be forged, altered, misrepresented or to be misused, school documents or records
allowing to cause to be forged, altered, misrepresenting or to be misused, school documentations or
records. Submitting and/or writing fake or forged credentials, excuse letters or certification to the
school; furnishing letters or certification to the connection with official documents or markings;
publishing, circulating or disseminating false information about the school administration, faculty
members, personnel and students.
27. Instigating, participating or leading in boycott or disruption of classes, impeding, obstructing,
preventing or defeating either the right or obligation of a teacher to teach his subject, or the right of any
students to attend classes.
28. Threatening, coercing, intimidating, compelling, encouraging or convincing any students to
be absent from class or to participate in an unauthorized activity, threatening, coercing, intimidating,
dissuading or discouraging any administrator, faculty member or personnel from discharging his
functions, insulting or disrespecting any student, faculty member, personnel or administrator.
29. Participating or being involved in any melee, such as but not limited to brawls, fighting,
stabbing, quarreling, participating in any unrecognized fraternity or organization and conducting hazing
and initiation rites which may result in any form of injury to his fellow students, to faculty members, to
administrators and personnel, and destroying the good name of the school. Students involved in a
fight/melee shall be held responsible to any medical/hospital expenses arising from the incident and to
pay damages for the destroyed properties aside from the imposition of sanctions prescribed by the Code
of Students Discipline.
30. Using without prior authority, the name of OLPCC in any ticket, invitation program,
announcement or similar printed matters.
31. Sporting tattoo marks in any part of the body.
32. Students who wish to drive vehicle in coming to school should observe LTO and school
regulations (i.e must have a valid driver’s license, gate pass, helmet, speed limit, muffler with silencer0
otherwise student shall asked to park vehicle outside school campus.
33. Whenever there are school activities that the uniform is not worn, girls shall not wearing
hanging and sleeveless blouses, shorts, mini/micro skirts and the like. Blouses that define body contours
are not allowed, Boys shall wear decent and neat clothes. Pants with very low waistline “hip-hop” and
tattered are not allowed.
B. In the Classroom: The following shall be observed strictly.
34. Students must wear prescribed uniform from Monday to Friday with properly pinned ID.
They should dress up neatly and be well-groomed.
35. Students should ask permission from his/her instructor if they wish to go out of the room.
Leaving the classroom should be justified reasons.
36. Students should not entertain their visitors while they are having classes for urgent matters.
37. Students must be in their respective classrooms during their scheduled class hours. They
should be punctual.
38. Students who missed to take their Prelim, Midterms, and Finals are given a week to take the
exam after the Scheduled exam. There should be justified reason(s) for the delay in taking the tests.
39. Machines used in the laboratory like computer must be given utmost care by all students who
use them. At the end of the class sessions all electrical connections and gadgets should be properly
removed from the sockets.
40. Cellular phones are strictly not allowed inside the classroom. To avoid confiscation, they
must be put off.
41. Students who are assigned a certain machine/equipment and is expected to take good care of
it. However, a purposeful tearing down of the machine which can be seen in the destroyed parts of the
machine, the repair shall be shouldered by students assigned to that machine.
42. Fifteen minutes’ tardiness by the student means absence from the class. The teacher has the
prerogative to accept late student with justified excuses.

1. First Violation: Warning (with community service)
2. Second Violation: Suspension (A student is not permitted to attend his/her classes during the
suspension.

2. Exclusion, non-readmission or expulsion
A. 3 Disciplinary Procedures
1. The student is given notice of the compliant
2. The student is required to submit a written explanation in 72 hours upon received of the notice
3. Student/s is/are called for a dialogue with the student affairs officer and with the respective
Dean (if needed, parents or guardians of the student/s is/are also summon).
4. Students is/are given sanction depending on the gravity of the case.
5. If the Sanction is not dismissed, the student/s is/are refer to the guidance office for
counselling.
c. 2.2 for violation c-g using the hidden information materials is considered very serious because the
material evidence implies determination and/or some premeditation, the following penalty shall be
meted out.
The students get a grade or 0% in the quiz or test he/she was caught cheating in. if the instance of
cheating is committed during the final examination, the students automatically gets a grade of FAILURE
(70%) regardless of his/her grades in class standing and quizzes as well as his grades in the previous
grading periods in that particular subject.
A record duly signed by the teacher concerned, the student and any witness and accompanied by
all the material evidence is turned over to the Dean/Academic coordinator.
A students caught cheating in two or more subjects shall be classified as undesirable and liable
for dismissal.
D. ANTI-BULLYING
a. “Bullying” refers to severe, or repeated use by one or more students on a written, verbal or
electronic expression, or physical act or gesture, or any combination thereof, directed at another that has
the effect of actually causing or placing the latter in reasonable fear or a physical or emotional harm or
damage to his property, creating a hostile environment at school for the other student, infringing on the
rights of another student at school; or materially and substantially disrupting the education process or the
orderly operation of a school, such as but not limited to the following.
1. Any unwanted physical contact between the bully and the victim like punching, pushing,
shoving, kicking, slapping, tickling, headlocks, inflicting school pranks, teasing, fighting and the use of
available objects as weapons;
2. Any act that causes damage to a victim psyche and/or emotional well-being;
3. any slanderous statement or accusation that causes the victim undue emotional distress like
directing foul languages or profanity at the target name, name-calling, tormenting and commenting
negatively on victims looks, clothes and body. b. Monitor all causes or incidents related to bullying
reported or referred by the teacher, guidance counselor or coordinator or any person designated to
handle prevention and intervention measures mentioned by the preceding sections of this IRR; and c.
Make the necessary referrals to appropriate agencies, offices or persons, as may be required by the
circumstances.
2. To conduct himself with dignity and honor and to abide by all instructions of the authorities
when representing or using the name of the school in any authorized activity.
3. To participate in religious, civic, social and other activities of programs approved by the
school.
4. To keep away from establishments of low reputation such as gambling joints, drinking places,
pot sessions, dens and other similar places.
5. To refrain from any immoral/incident acts and to avoid associating with persons of
questionable character or conduct.
6. Not to use without prior notice or authority from management, the name of Our Lady of the
Pillar College- Cauayan on any ticket, invitation, program, announcement on similar printed matters.
7. To refrain from pushing, trafficking, administering, using or possessing regulated or
prohibited drugs and its derivatives.
Although the school cannot be held responsible for the conduct of students outside the school
premises, any behavior unbecoming and destructive of the name of the school by any students outside
the school campus can be a cause for disciplinary action.
v. Investigation of any violation shall be taken with due process of law and the penalty shall base
on the findings and gravity surrounding the case.
F. ADMINISTRATIVE CASE
Any violation of the code of discipline, shall be subject to administrative disciplinary action and
imposition of corresponding penalty shall be determined accordingly by the Student Affairs
officer/Prefect of Discipline/Dean/President and without prejudice to the sanctions/measures that it may
take under the circumstances after due process.
A rare opportunity was given to us by the NSTP Advisers that was leaded by Mr. Ian Angelo
Bonilla, NSTP Coordinator last February 22, 2020 at OLPC-SMI 4 th floor- College Building. Ms.
Femarie M. Pimentel discussed every details and importance of having knowledge about Bullying.
In its common definition, Bullying is a crime. We all know that bullying doesn’t give a good
effect to the individuals. Instead, those who are bullied considers this as their own nightmare. We have
different nightmares in life but bullying is the common one. We do a lot of things in this everyday life,
we aren’t aware of those actions and words that may considered as bullying. Ms. Femarie enlightened us
that Bullying is for those insecure, loveless, and for the weak people. It may be through Words such as
teasing your classmates, your friends and maybe a stranger, Name Calling such as ‘freak’, ‘baboy’,
‘pangit’, Inappropriate Sexual Comments such as ‘flat’. It also go through hurting someone’s reputation
and include someone out on purpose by spreading heresies and embarrassing them in public. Bullying
goes through physical that includes spitting, pitching, breakings things especially if it is intended to do it
really. If the individual continue doing this, they maybe cause depression, they will lose someone’s
confidence, they will make someone cry every night and let them feel that they are lonely and the most
dangerous effect of bullying is that, they may end up someone’s life. Suicide and Death. In short, they
will ruin life.
We are already grown up, we are not child anymore, and we know of what is right from wrong.
It is not too late to change for those bully. And for those who are bullied and still experiencing bullying,
‘YOU’ and no one will try to help you but yourself, you should stand stall and be brave. Feel good about
yourself, you may ignore those bully and remember that don’t bully back because if you do, you are also
like them, a bully.
And from this day forward, I myself promise that I will not bully someone because I know the
feeling of being bullied. I may be bullied several times but I stand to that thought that, “I’m not weak,
so I won’t bully and bully back. I won’t step down their level”.
Leadership
“Lead yourself, lead the world”, are you familiar to this quote? Well, Me? It’s a yes. They say
that Leadership is leading in a group, organization or in any group of people. Yes, the definition itself is
correct but “How can you lead others if you can’t lead yourself?” Leaderships starts to yourself
because leadership needs skills, principle and love.
Mr. Mel Mari Angelo P. Laciste emphasizes that, leadership is not all about leading others, but
it is also about leading yourself. He even told us that Building one’s self creates awareness to one’s self.
Means, No one help us build our skills aside from ourselves. It is easy to say that we should lead
ourselves but we doesn’t know how, he emphasizes that we should start it by being aware of our own
brokenness and accept it, we look for our own capabilities and start to create goals to our main goals,
We should also learn how to listen from others and when to speak not just pure speak but we should
connect from people and when we think we already have these things, embrace it and we can now lead
others.
While Gardening is important because gardens give us healthy food. Aside from that some of us
see that gardening can relieve stress by the sight of fresh vegetables hanging from its tree. One of our
task is to make a garden but since we already made last semester, we continue cleaning its surrounding
and replant new vegetables. We also watered it every Saturday to produce healthy vegetables.
Planting trees help to produce fresh air. Especially that pollution is everywhere and this kind of
activity help our mother earth to grow again.
PLANT 1,000 Trees. As Our Lady of the Pillar College- San Manuel Campus participates in
planting trees last December 20, 2020, NSTP Students brought one piece of Mahogany with their
partner and planted at OLPC’s ground. Even though the weather is a bit sad, it did not gave a reason for
us to cancel in planting trees. We didn’t stop taking care of our planted Mahogany, as long as we have
time, we are watering them, cleaning their surrounding and watered them again every Saturday. Our
NSTP Adviser advised as to put tree guard to ensure the safety of our plant due to the other’s task in
cleaning the grass around the ground.
DOCUMENTATION/PHOTOGRAPHS
To speak up. We learned to voice up our thoughts in recommending better for the beautification
of our garden and the asigned cleaning area.
To work hard. For us to reach the expectation of our Adviser and for us to gain money through
selling the vegetables.
Teamwork. “More than two is better than one”, Half day of working isn’t enough to finish the
every meeting’s tasked, so as a group we showed teamwork together to finish the asigned task.
To be Responsible. As part of the team, we are responsible in cleaning the garden. We clean and
removed grasses even though they didn’t ask us to do.
CONCLUSION
National Service Training Program doesn’t only require students to do their job like planting
vegetables, cleaning, watering plants and etc. but NSTP also requires students to socialize and interact
with their fellows. It helps individual to build their sense of listening and speaking. NSTP build the
student’s sense of being responsible and build individual’s communication skills. NSTP help students to
be knowledgeable in a simple way they can such as those knowledge they gained during those seminars.
I hope, I’m not the only one who appreciate NSTP. National Service Training Program thought me a lot.
