Introduction
Mangaldan, Pangasinan is a landlocked municipality in Pangasinan. The town connects the
towns of San Fabian on the north, Dagupan on the west, San Jacinto on the east and on the south,
the municipalities of Mapandan and Santa Barbara. Being a first class municipality, Mangaldan
gets its revenues from its flourishing market place as well as thriving businesses in the town,
exported to its neighbouring towns and cities. One of their projects is renovate the facade of the
public market and construct new stalls for foods, shop, vegetables and fruit vendors and added
another pasalubong center for the visitors who come or go here. The municipal government
operates its slaughterhouse with a rated "double A" by the National Meat Inspection Service
(NMIS) that guarantees the butchered meat as safe and clean. The town is relatively peaceful and
the people are generally cooperative and kind. The town also holds its annual Pindang Festival
during the first week of March. Several activities take place during the course of the festival.
Pindang, in local language means dried, in which in Mangaldan, carabeef or carabao meat is
used. The carabeef tapa industry in Mangaldan town has flourished despite restrictions on the
slaughter of carabaos in Pangasinan. The texture of dried carabao meat is quite similar to beef
jerky. The marketplace is also among the favoured markets for people to shop in because of
cheaper prices of quality produce. Poultry and cattle meat sold in Mangaldan Public Market is
famous to be the best in Pangasinan because of its excellent rating from the National Meat
Inspection Service.

Mayor Bona Fe De Vera Parayno open the new stalls, also the world class facade of the main
public market and the another Pasalabong Center back in 2019. She said the façade was worth
P10 million in orders to get a triple A rating and the effort was being done by the Government of
Mangaldan to make the market clean and beautiful and the rehabilitation is almost P25 Million.
We know market is one of the many varieties of systems, institutions, procedures, social
relations and infrastructures whereby parties engage in exchange. While parties may exchange
goods and services by barter, most markets rely on sellers offering their goods or services
including the labour power in exchange for money from buyers. It can be said that a market is
the process by which the prices of goods and services are established. Markets facilitate trade
and enable the distribution and resource allocation in a society. Markets allow any trade-able
item to be evaluated and priced. A market emerges more or less spontaneously or may be
constructed deliberately by human interaction in order to enable the exchange of rights of
services and goods.

The objective of this renovation of facelift project is to keep abreast with modern infrastructure
and architectural design of the modern world. Embrace the change and we all know Mangaldan
market is the center market catering to the nearby towns which are San Fabian, Manaoag,
Mapandan and even Dagupan City, according to Mayor Parayno so many customers or buyers
come in town. Councilor Aldrin Soriano as an example that since he was a kid 25 years ago and
now a member of the Sangguniang Bayan town’s legislature there were no changes on the façade
of the market. Soriano is chairman of the Market Committee at the Sangguniang bayan,
facilitated the resolution in the legislative body for the funding of its construction.

The new Pasalubong Center is located in front of town’s public market. Pasalubong is the
Filipino tradition of travellers bringing gifts from their destination to people back home.
Pasalubong can be any gift or souvenir brought for family or friends after being away for a
period of time. It can also be any gift given by someone arriving from a distant place. It comes
from the root word "salubong" which means “to welcome” or "to meet". The pasalubong usually
consists of native delicacies or indigenous things from the region or country where the traveler
came from. These are promoted to local tourists via the pasalubong custom. It is not unusual for
bus stops to have stalls nearby which sell the specialty pasalubong of the respective regions they
are located in. The Pasalubong Center of Mangaldan offers a wide variety of local delicacies,
other local food and products good as souvenirs which are produced by local entrepreneurs of
Mangaldan. It aims to promote also the local products of Mangaldan and it was established back
2019 and center carries Mangaldan’s local meat products like tapa, tocino, longganisa, hotdog,
bangus sardines, and “batutay” or carabao beef. Local cooperatives and students go here also to
observe the meat process. From grinding, marinating, packing and cooking, they make sure that
everything is in its good quality. This is in partnership with the town’s Meat and Fish Processing
Center and the other products on sale include peanut brittle, peanut butter, chilli oil and sauce,
garlic flakes, assorted chips, and fruit wines. The income that will be derived from the sale of the
town’s native products will all be deposited in a trust fund that will be used to build other
projects of the town.
Argument

Before and now of Mangaldan Public Market Pangasinan

This project aims to upgrade and modernize it, to encourage or attract more buyers and sellers to
come and buy in public market of Mangaldan. After the construction of the new building for the
vendors in market is also feature more restrooms, stalls for foods, shop, vegetables and fruits.
We all know that the new building or stalls be very useful for the seller. This project is to protect
the food, or things they sell from the effects of the weather, dust, and dirt. Even if we say,
‘palengke’, we would always think it is a dirty and smelly place, but not anymore here
Mangaldan. We don’t want a dirty and smelly one, so this also some purpose of the government
of mangaldan to renovate the public market. Without any insult before they left the town or the
public market and the simple act of vendors in Public Market of Mangaldan like smiling, the
quality product that they sell, their ambiance when they talk and the affordable price can boost
customer’s satisfaction. The construction of the public markets also aim to provide for both
Mangaldan and non-Mangaldan residents to generate source of income. There will also need
large stalls in markets, specialised trader in grains or dry foods, in also large amount of things
like clothes, requiring additional space for storage. However, by remodel and constructs new
building in the market, hopefully the payments in the rent and tax will not increase so that
vendors are not hard to pay. This is good because it's going to continue expanding food or shop
choices for the customers or buyers and many businessman or businesswomen come in
Mangaldan to build their own business because Mangaldan is a center market of the other towns.
Public Markets of Mangaldan sell almost everything, from clothing to furniture, appliances,
healthful foods, often including an array of organic to local citizen, and gadgets at affordable
prices. Have a pleasant shopping experience with your family or friends as you purchase the best
of organic produce, cooked foods, fresh seafood, poultry, and home-baked goods the market has
to offer. Mangaldan have also food fair Market and many restaurants, which is they serve some
of the specialty or the best food of the town including the “pigar pigar” or the meat of carabao.
This is some reason why Mangaldan Public Market needs to renovate and rehabilitate because of
the food and thing they offer to the customers.
They need to renovate and rehabilate the façade of market that has not seen any changes for
many years to increase the value of the property, extend its lifespan, restoration of a structure and
also to enhance the beauty of the public market. During construction, the public market will
remain open. Buyers and sellers are not affected by the renovation and rehabilitation of the
market. Public Markets create more of new jobs and livelihood opportunities. After the people
found out that the public market was clean and safe, many buyers or customers are come to the
market to buy their wants and needs. The new façade of public market in Mangaldan can give the
building a fresh, new look that is not only appreciation of beauty but also protective for the
people.
The town has also built Pasalubong Centers to cater to visitors and tourists wanting to bring
home Mangaldan’s native products including the specialty dried carabeef called locally as
”pindang”, handicrafts, pastries, processed food, fashion accessories, souvenir and gift items,
home decors, indigenous costumes and native accessories etc. If lots of people back home are
expecting pasalubong, Mangaldan is the best place to buy things for them. The prices are not
overcharged and the products are healthy and safe. Visitor does never miss the chance or
purchase to buy pasalubong at their store for their family to try the delicacies of Mangaldan.
Conclusion

In conclusion, after I complete this position paper, I gained extra knowledge. Right now, the stall
and pasalubong center project are use well. And the fund also allocate well for maintenance and
operation in order to sustain its operation. Mangaldan need to transform to attract customers and
to the people live there to see what they can do the government of mangaldan to improve their
public market. Mangaldan had been not really neglected by the national government but needs
the attention on developing. This project aims is to give better and good accommodation to all
vendors to sell their products because some causes of traffic in mangaldan are the people sell
only in the side walk or streets so the vehicles are affected by them. The public markets also aim
to activate and boost the economy of the town and assured that the vendors will not get hurt in
paying for their tax and rental fees just need to pay a little. Rehabilitation of public markets will
result to the improvement of the well-being of the vendors, and consumers and to provide
competitive public market for small and medium enterprises.

The pasalubong center created for those travellers that have limited budget and like to have a
native souvenir for Mangaldan. Establish these Pasalubong where the tourists and visitors can
buy and enjoy Mangaldan’s best products. These are just some town products that they offer, but
once you visit the new pasulubong center of Mangaldan they have lots to offer, you just need to
visit and explore. That’s why the pasalubong center or souvenir shop will be a good and
successful business in town. The goals and objectives of this project, is to generate the
commercial activities of municipality to the entrepreneurs as well as creating more job to the
labour workforce and livelihood opportunities. Second, is creating a safe and convenient
environment for tourists, local or foreign and the shoppers and the third last, is to showcase the
best qualities by promote locally made products.

Market has been renovated, repaired, and beautified for the convenience, safety and avoid or
reducing the accident to the vendors and market-goers. We need a renovation projects to fix
some problem, for the safety of buyers and the seller of the markets. Public Markets renovation
of Mangaldan was the most successful development project. The purpose of the buildings is not
only to provide high standard and reliable place for buying and selling of goods but also for the
sake of the people go in the markets. Along with these commercial buildings were the stalls
which mostly satisfy everyone wants and needs. Every market have clear mission and goals why
they need to pursue this project. This project is to change the image of public market from a dirt
environment and also bad perception of people to a satisfied and sustainable structure and may
provide new opportunities not only for the society, but also in the country.
