RATIONALE
The aim or purpose of the program is to apply rehabilitation or mentoring to juvenile
offenders in order to develop and encourage them to understand the consequences of their
actions and to become law-abiding citizens and thus, If the child goes into the street or
anywhere, she or he is disciplined and told that if she does that again she will be punished
again. And for them to prevent further crimes.
The judge believe that rehabilitation is by far the best option or strongly argue that it is
the right approach for them because of the way they would be exposed and experienced what
the criminals do if they were sent to prison. The judge way of new dealing approach is to
control a deviance behavior is that putting him/her on jail, in that case, upon experiencing and
encourage the children to do the right things and not to break the law.
According to Judge Colvin, "What I'm trying to do is talk about those things that matter,
like respecting yourself, being honest in what you do, having integrity, because ultimately,
those things will define who you become. And that determines whether you get a diploma, end
up in a body bag or wear a jumpsuit."
And that what is important to note that instead of seeing rehabilitation programs as a
form of punishment, juveniles participating in such programs should understand they are
voluntary and should consider the program as a positive opportunity to change their lives for
the better.
However, in some actions or approach done in dealing with the children on that
program I think it merely violates some of the rights of the children. The rights to be protected
from abuse and harm, to be tortured, treated cruelly or even put in prison with the adults.
There should be lots of solutions to help these children become good members of their
communities. Prison should only be the last choice. And the Governments must protect
children from violence, abuse and being neglected by anyone who looks after them. Because it
seems that the children sees to be traumatized and we don’t sure of what to expect.
This is because juveniles are not fully mentally or physically developed, they cannot be
accountable for their actions in the same way as adults. Additionally, many juvenile offenders
come from broken homes or bad neighborhoods and many have been abused. They need a
second chance because many have not received even a first chance. And many have never
received the support they deserve with their parents nor to others.
This kind of approach I think is not applicable to use in the Philippines, because I do
believe that children who violates contrary to the law or social norms is need to be give them

the proper treatment that they would need and that was not this kind of approach. Parents
should need to be responsible for their children to giving them the proper care that children
need it. A person who can listen and understand about juvenile problems, someone to be a
good role model, give good advice, etc. In such a way, mentoring programs may have positive
results on juvenile crimes' reduction that many young offenders need is good adult role model.
The theories that best applied about this issue was the Anomie because juvenile
delinquency occurs because the juveniles do not have the means to make themselves happy
thus their goals are unattainable within legal means so they find unlawful means by which to
attain their goals. And Differential Association Theory because through interaction with others,
individuals learn the values, attitudes, techniques, and motives for criminal behavior of a
children. Criminal behavior is learned through interactions with others and most learning about
criminal behavior happens in intimate personal groups and relationships. And with the
programs stated with video in applying with this theory the parents or family should need to be
aware and responsible to take care and choose a good place or environment or person to
where their children may interact with.
This theory does not put into consideration the motivational motives. This is in an
assumption that people have a wide range of activities, and choosing to do wrong is an equal
choice to doing good. According to this theory, people motivate themselves to do wrong but
not that they do not have other better things to do (Hirschi 2002, 18)
Even if the victims are children and young adults who have been arrested for crimes,
they are supposed to be protected and corrected so that they mend their ways before they
become dangerous. Once somebody is mishandled, theoretically, they tend to become hostile
and socially wounded, which interferes with their process of behavior correction.
