MEASUREMENT, ASSESSMENT AND

2 EVALUATION IN OBE

ELICIT Given the changes in the focus of instruction from contents to learning outcomes,
came the need for change in defining and clarifying the terms used to determine
the progress of students towards attainment of the desired learning outcomes. They
are called measurement, evaluation and assessment. Understanding these terms gives you
an advantage to better know how to achieve the learning outcomes.

2.1 Measurements
Measurement is the process of determining or
describing the attributes or characteristics of

physical objects generally in terms of quantity. In
measuring, we use some standard instrument to find
out how long, how heavy, how hot, how cold, how fast etc.
When we measure, we are actually collecting quantitative
information relative to some established standards. To
measure is to apply a standard measuring device to an object,
group of objects, events or situations according to procedure
determined by one who is skilled in using such
devices. Sample instruments used in
measurement include ruler, metric

TYPES OF MEASUREMENT
Knowledge of the subject matter is often measured through standardized tests results
like unit exams, department examination and national achievement tests. In this case the
measurement procedure is TESTING.

In the same concept, we can ask a group of researchers to rate a student’s (or a
teacher’s) knowledge of the subject matter in a scale of 1 to 5 (1 being the lowest and 5
being the highest). This kind of procedure, knowledge of the subject matter is measure
through PERCEPTIONS.

1. OBJECTIVE MEASUREMENTS
Objective measurements can be categorized most of the time as testing. It is
more stable than subjective measurements in the sense that repeated
measurements of the same quantity or quality of interest will produce more or
less the same outcome.
2. SUBJECTIVE MEASUREMENTS
Certain facets of the quality and quantity of interest that cannot be successfully
captured by objective procedures such as aesthetics and performance.

In the field of education, objective measurements are measurements that do

not depend on the person or individual taking the measurement. Regardless of who
is administering, a target value should be obtained when using an objective exam. In
contrast, subjective measurements often differ from one assessor to the next even if
the same quantity or quality is being measured.

2.2 Assessment
Assessment is the process of gathering evidences of student’s performance over a
period of time to determine learning and mastery of skills. Further, this is the process of
gathering information to determine learning. Such evidences of learning can take the
forms of dialogue record, journals, written work, portfolios, tests and other learning task.

The overall goal of assessment is to improve student learning and the results show
permanent learning and clearer picture of the student’s ability.

2.3 Evaluation
Evaluation originated from the root word ‘value’, thus we expect our process to give
information regarding the validity, legality, appropriateness or worth of something for
which a reliable instrument has been made. The end result of evaluation is to adopt,
reject, or revise what has been evaluated. It gives meaning to the result of assessment &
checks whether projects & programs are effective.

FORMATIVE EVALUATION

This is the method of judging the worth of a program while the activities are in
progress. It focuses on the process and it’s results give opportunities to the proponents,
learners and teachers how well the objectives are being attained. Examples are Quizzes,
Seat works, Oral Questioning / Recitation etc.

SUMMATIVE EVALUATION

This is the method of judging the worth of a program at the end of the program
activities and focuses on the results. This is designed to determine the effectiveness of a
program based on its avowed purposes such as pretest-posttest with experimental control
groups, descriptive analysis, questionnaires survey forms.
