1. GENERAL
1.1. NOISE ABATEMENT PROCEDURES
1.1.1. ENGINE TEST
1.1.1.1. DURING OPERATIONAL HOURS
ENGINE IDLING TESTS
These tests may be conducted, with CEOPS authorization and in coordination with
the TWR, at any time during operational hours, on all stands except stand 101 and
101A.
In any case, these tests shall not be authorized when pedestrian boarding and
debarking, handling activities, refuelling or any other activity that involves the
movement of people and/or vehicles are underway or will be underway at the
adjacent stands.
POWER TESTS
The test may be conducted, with CEOPS authorization and in coordination with the
TWR, at an intermediate holding position on TA6, at an intermediate holding
point on T6, or at stand 12 on apron 2, depending on availability at the time and
based on the code letter of the ACFT to conduct the test (stand 12, code letter D;
TWY TA6, code letter D; TWY T6, code letter E). The test shall not be authorized
at stand 12 when pedestrian boarding and debarking, handling activities, refuel-
ling or any other activity that involves the movement of people and/or vehicles
are underway or will be under way at stand 11.
In any case, the orientation of the ACFT shall be coordinated between TWR-
CEOPS and the requesting Air Carrier.
1.1.1.2. AFTER OPERATIONAL HOURS
In order to perform an engine test outside operational hours, CEOPS authorization
must first be requested and obtained at a time when that office is in operation.
The start and end of the test will be reported to TWR.
When the air carrier needs to run an engine test after operational hours, it may
only be run at idle speed and in accordance with the following requirements:
- The ACFT APU may not be switched on. Engines must be started with external
equipment (generally a compressed air device that provides pneumatic pres-
sure to start the engines). The equipment must be provided by the requesting
carrier or by the corresponding Handling Agent.
- The ACFT may not move autonomously.
- The air carrier and handling company must guarantee that the test will not
affect the safety and operations of the people and equipment working on the
apron.

1.2. LOW VISIBILITY PROCEDURES (LVP)


1.2.1. GENERAL
RWY 04 is equipped with ILS and authorized for CAT II operations and take-off in
reduced visibility.
RWY 22 is authorized for take-off in reduced visibility.
LVP will be applied when any of the following conditions occur:
- Any transmissometer indicates RVR below 1000m, or the same VIS if transmis-
someters out of service; or
- Weather report indicates a height of cloud base equal to or less than
400'/120m.
ATC shall inform the pilot via radiotelephone that low visibility procedures are
being applied.
Any notified or detected incidence that may affect the LVP will be immediately
reported to ACFT so that they can take appropriate action.

1. GENERAL
When CAT II approaches are made, permission for landing will be granted after
the ACFT is 2NM from TDZ and will only be issued when ILS sensitive areas (LSA)
are clear.
Any ACFT on final approach at 2NM from TDZ that has not received landing clear-
ance shall execute the missed approach maneuver.
LVP will be canceled when the following conditions are met:
- When all transmissometers indicate a RVR greater than 1500m, or the same
VIS if the transmissometers were out of service; or
- When the weather report indicates a height of cloud base greater than
600'/180 m.
1.2.2. GROUND MOVEMENT
1.2.2.1. GENERAL
Pilots will proceed to verify at all times the situation of the ACFT, especially at
intersections, checking that taxiing is being executed under full security
conditions.
Stop bars and lights in the intermediate taxi-holding position will be used to
manage surface movements.
In the event that a departing ACFT has to return to the apron, the pilot shall
inform ATC and await new taxiing instructions.
The use of TWY TA6 is forbidden while LVP are being applied.
1.2.2.2. ARRIVAL
When vacating the RWY, pilots will report the free sensitive area (LSA) and the
TWY used for exit. The sensitive area ends when the lights on the central line of
the TWY used for exit all become green instead of green and yellow.
ACFT that have landed must vacate the RWY in use and will head for apron 1 or
apron 2 via any of the TWYs specified below, unless otherwise cleared by ATC:

ACFT having landed and vacated the RWY can ask for guidance (via ATC) from the
time they vacate the RWY, in which case they will continue taxiing and await the
assistance vehicle for guidance in the following points, depending on the exit
TWY used. This comprehensive guidance will be provided in all cases when the
RVR (or VIS in the event of failure of transmissometers) is less than 185m and the
TWY centerline lights are not available.

1. GENERAL
1.2.2.3. DEPARTURE
Pilots will refrain from requesting clearance for start-up, push-back or taxiing,
when weather conditions are below their minimum operating levels.
When requesting start-up clearance, pilots shall notify ATC of the stand where
they are positioned. A guidance vehicle is provided from the stand, regardless of
the apron, until taxiing to T:
With RWY 04 in use, starting from apron 1:
- ACFT will be guided via B2, T4 until the intermediate taxi-holding position lit
near the intersection with C2.
With RWY 04 in use, starting from apron 2:
- ACFT will be guided via D, until the intermediate taxi-holding position lit near
the intersection with T6; or
- ACFT will be guided via C2, T5, until the intermediate taxi holding position lit
near the intersection with D.
With RWY 22 in use, starting from apron 1:
- ACFT will be guided via B2, until the intermediate taxi-holding position lit
near the intersection with T3.
With RWY 22 is in use, starting from apron 2:
- ACFT will be guided via D, T5, until the intermediate taxi holding position lit
near the intersection with C2; or
- ACFT will be guided via C2, T4, until the intermediate taxi holding position lit
near the intersection with B2.
ACFT requesting so will have a guidance vehicle provided from the stand until the
RWY holding position, which will be requested by ATC.
This comprehensive guidance will be provided in all cases when the RVR (or VIS in
the event of failure of transmissometers) is less than 185m and the TWY center-
line lights are not available.
Guidance by T involves:
- With RWY 04 in use: ACFT will be guided via T, until the RWY holding position
T7.

When the taxiing clearance limit is the taxi-holding position CAT II of the RWY in
use, ACFT shall not exceed the corresponding markings associated with stop-
lights. Entries onto the RWY may only be made by T1 or T7, depending on the RWY
in use.
Exit routes to the RWY from apron 1 or apron 2 will take place via any of the
TWYs specified below, unless otherwise cleared by ATC:

1. GENERAL
1.2.3. COMMUNICATION FAILURE
In case of communication failure, the ACFT shall proceed as follows:
- ARRIVAL:
If the ACFT has just landed, it will maintain position when vacating the sensi-
tive area, and wait for the arrival of the Follow-me car.
- DEPARTURE:
ACFT will continue by the designated route until stopping at the limit of the
ATC clearance, exercising extreme caution, where it will hold position and
wait for the arrival of the Follow-me car.
If the ACFT has ATC taxiing clearance, it will continue by the designated route
until stopping at the limit of the ATC clearance, exercising extreme caution,
where it will hold position and wait for the arrival of a Follow-me car.
1.2.4. ABNORMAL SITUATIONS IN THE MANEUVERING AREA
1.2.4.1. UNCERTAINTY ABOUT POSITION IN THE MANEUVERING AREA
If a pilot is in doubt about the position of the ACFT in relation to the maneuver-
ing area, he shall immediately stop the ACFT and notify ATC of this circumstance
(including the last known position). If a pilot is in doubt about the position of the
ACFT in relation to the maneuvering area, but recognizes that the ACFT is on a
RWY, the pilot shall immediately notify ATC (including the last known position),
vacating the RWY as soon as possible, if he is able to locate a suitable nearby
TWY, unless stated otherwise by ATC; and will then stop the ACFT.
If ATC is aware that an ACFT has lost its position in the maneuvering area, or are
unsure of their position, action will be taken immediately to safeguard
operations.
1.2.4.2. LOSS OF VISUAL CONTACT BETWEEN MOBILE VEHICLES
In the event of loss of visual contact with another ACFT or with a vehicle with
which it maintains a separation, ATC will be informed immediately and the ACFT
will stop. ATC will take the measures it deems appropriate.
1.2.4.3. BREAKDOWN OF ACFT
ATC will be notified of the situation and the ACFT shall await the arrival of
assistance. When ACFT finds itself on a RWY, if possible and unless indicated
otherwise by ATC, this shall be vacated.

1.3. TAXI PROCEDURES


1.3.1. GENERAL
Code D ACFT require to carry out an oversteering maneuver to correct the track:
- at entry to/exit from stands 1, 2, 3, 4, 5, 6, 9, 10 and 11 on ramp 2;
- in all curves of the taxiing routes assigned.
Code E ACFT require to carry out an oversteering maneuver to correct the
maneuver:
- in all curves of the taxiing route assigned;
- at entry to/exit from stands 1A and 2A on ramp 2.
Helicopters must carry out the air taxiing, unless ATC advises differently.
Collision avoidance with other ACFT or obstacles is a responsibility of the pilots
when taxiing in the apron.
Power of engines on apron is limited to idle.
Back-track maneuver is not authorized, except in winter contingency conditions
of ice and snow and in special situations, as indicated in all cases by TOWER
Control.

1.3.2.1. GENERAL
During the operation of code letter D ACFT on apron 1, no taxiing will be allowed
for any other ACFT on apron 1.
1.3.2.2. PARKING
The autonomous stands 101A, 103A and 105A on apron 1 have been allocated for
ACFT with code letter D, their use being incompatible with stands 102/103,
103/104 and 105/106, respectively.
During arrival and departure operations to the stand, caution should be exercised
to avoid the possible effects of the jet blast.
1.3.2.3. GROUND MOVEMENT
ARRIVAL
RWY 04: Vacate RWY via TWY A, B1 or T1, taxiing through the parallel TWY T2,
T3, if appropriate, until the B2 access gate to apron 1, TWY accessing
apron 1 towards the defined stand.
RWY 22: Vacate RWY via TWY C1, B1 or T7, taxiing through the parallel TWY T6,
T5, T4, if appropriate, until the B2 access gate to apron 1, TWY access-
ing apron 1 towards the defined stand.

DEPARTURE
RWY 04: Exit from the apron via TWY B2, taxiing via TWYs T4, T5 and T6 and
entering the RWY via TWY T7 until THR 04.
RWY 22: Exit from the apron via TWY B2, taxiing via TWYs T3 and T2 and entering
the RWY via TWY T1 until THR 22.

1.3.3. OPERATION OF CODE LETTER E ACFT


1.3.3.1. GENERAL
ACFT must perform an oversteer maneuver in all turns of the route.
Surface movements shall be carried out with SEI guidance as indicated in the fol-
lowing points.
ACFT are not allowed to use TWYs A, B1, B2, C1, TA6 and stretch E between E1
and E2.
1.3.3.2. PARKING
ACFT must park at the autonomous stands 1A and 2A on ramp 2.
For entry/exit of both stands, ACFT must carry out a "turn with oversteer".
The SEI will guide the ACFT both on arrival and departure as follows.

RWY via TWY T7 until THR 04.
RWY 22: Starting from the defined stand, the SEI vehicle will guide the ACFT to
RWY-holding position T1. Taxiing will take place exiting the apron
through TWYs C2 until T4, taxiing via TWYs T4, T3 and T2 and entering
the RWY via TWY T1 until THR 22.
ACFT must perform an oversteer maneuver in all turns of the route.
1.3.4. OPERATION OF CODE LETTER F ACFT
1.3.4.1. GENERAL
During the operation of a code letter F ACFT no taxiing will be allowed for any
other ACFT throughout the movement area except on apron 1.
Taxiing of these ACFT will be performed at reduced speed, whenever possible
with external motors off (if not possible, at idle speed), and with the other
engines at idle speed.
Code letter F ACFT will receive guidance service for all maneuvers.
PAPI of both thresholds are not suitable for the operation of AN124 and AN225
ACFT.
1.3.4.2. PARKING
An autonomous stand 2A on apron 2 has been allocated for code letter F ACFT.
During entry and exit operations to/from this stand, taxiing on the apron to enter
or exit the stand adjacent to stand 2A is not allowed.
For entry/exit to stand 2A on apron 2 ACFT must carry out a "turn with
oversteer".

RWY 22: Starting from the defined stand, the SEI vehicle will guide the ACFT to
the RWY-holding position T1. Taxiing will take place exiting the apron
via TWY C2 until T4, taxiing via TWY T3 and T2 and entering the RWY via
TWY T1 until THR 22.
Code F ACFT require to carry out "oversteering" maneuver in the same points of
taxiing indicated in TAXI PROCEDURES 1.3.1. for Code E ACFT.

2.2. TAXI PROCEDURES


ACFT shall report "RWY vacated" and TWY used for exit.
After vacating the RWY, if no taxiing instructions have been received, the ACFT
will stop on the TWY before entering the apron, to wait for taxiing instructions
from the guidance vehicle.

3. DEPARTURE
3.1. TAXI PROCEDURES
Pilots will request clearance to start-up engines to Control Tower.
When an ACFT is ready for taxiing, pilots shall request for permission from the
Control Tower before starting it.

Warning: Birds in the vicinity of the AD.
Arrivals:
ACFT inbound to Vitoria AD are to establish radio contact with TWR, request clearance to enter the
CTR (D), maintaining MAX 1000' SFC and report position when reaching the reporting points N, E, S
or W.
Departures:
Pilot will inform about the DEP REP and will report TWR when leaving CTR (D), in constant monitoring
while staying within CTR.
Traffic circuits:
RWY 04 RH.
The Final APCH Areas will never be crossed without permission from TWR.
Radio failure:
ACFT shall enter the CTR (D) via N or W maintaining MAX 1000' SFC and will keep at NW of the AD
in sight of TWR, excepting light signals and staying away from the AD traffic circuit.
