Explanation
Welcome Video Script
Learners will watch a welcome video featuring the County Administrative Officer (CAO),
Charles McKee. Learners will be able to “meet” one of the major faces of the County and learn
more about impact of County government. The final deliverable is a script that will be a fun,
friendly, and professional introduction to the County of Monterey. A video placeholder will be
created.
Articulate Storyline Shell
After watching the welcome video, the learners will move through slides built using
Articulate Storyline 360. The Storyline sections are as follows:
County Information
This slide will include the map and facts about the County and County government
overview. Learners will have a better understanding of the County they will serve and the
different branches of County government. A subsequent slide will be used as a knowledge check
of key details.
NEOGOV Navigation Tutorial
Learners will be given a brief tutorial on how to navigate the NEOGOV onboarding system.
This will include information about where to access their new hire paperwork and where to find
required compliance training, policies, and other information. This section will be followed by a
knowledge check to ensure that learners can locate the main features of NEOGOV.
What’s Next for New Employee (required, but self-navigated)
Learners will be able to branch into four major slides where they will learn more about the
following:
1. New Hire forms
2. Benefits
3. Policies and Procedures
4. Mandated Training
This will include information about where to access their new hire paperwork and where to
find required compliance training, policies, and other information. If the learners already have
access to the NEOGOV system at that time, there will be a link that will take them to the new
hire forms for completion, if they so choose. This section will be followed by a knowledge
check. Any additional paperwork required by the learner’s department will not be the focus of
this training.
Learn More About Your Specific Department (optional, self-navigated)
Learners will be given an opportunity to explore the 26 different departments that make
up Monterey County. Each department will have its own slide with a brief introduction, any
pertinent links, and a placeholder for department head photograph. A placeholder for department
head speech or video is also requested by client.

Did You Know? Facts About Monterey County


Client requests that between each section, learners will be given one to three interesting
facts about Monterey County. There will be no knowledge checks for this content. This content
is intended to keep the learner engaged and to introduce them to some presumably previously
unknown information about the county.
PDF Handout
Learners will be given a handout they can print out as an information sheet. The information
will include the following:
1. County Map
2. Organizational Chart
3. Contact information for HR

Lesson Elements
Objectives
Because the scope of this project is purely informational versus training, objectives will not be
presented to the learner.
Learning Activities
As a preface, activities described here support low-level learning related to facts and
general concepts. In order to support learning, the following activities will be used to summarize
main ideas and assist in understanding:
1. A video that introduces CAO, summarizes Monterey County’s values, and highlights the
importance of a career in government service will be used.
2. A slide deck to guide new hires in NEOGOV navigation, new hire expectations, and
department overview will be the main form of learning activity.
3. A reference handout will be provided that summarizes County information and provides
the main contact information for the learner to reach out to HR if needed.
Engagement Activities
1. Knowledge check questions that will be found in between sections will help keep learners
engaged and active as they progress through the slides.
2. Interesting facts about Monterey Bay will also be found throughout the slide deck to offer
a fun way to keep the attention of the learner.
Feedback Activities
1. The knowledge check questions will provide immediate feedback to the learner as they
progress through the material.

The project will be primarily delivered in Articulate Storyline 360. The following are sample
