1. License Plate Survey

•  To be conducted along road sections where PT vehicles are operating

•  Each PT route per mode type is surveyed

•  For each PT vehicle passing along a survey station, the following data are
recorded:
  time when vehicle passes the station
  route name and mode type
  license plate number
  seating capacity

Convert traffic volume data into passenger car units (pcu) using
the following pcu factors:
Vehicle Type PCU factor

PC 1.00

PUJ 1.50

UV/Exp 1.50

MC 0.50

Tric 0.75

Bus 2.50

Truck 2.00
(Use same table format as above)

AM Peak Hour: is the hour with the highest hourly volume in pcu between 6:00am and 12nn, for both direction

PM Peak Hour: is the hour with the highest hourly volume in pcu between 12:00nn and 8:00pm, for both
directions.

•  Get the average passenger load per vehicle type per direction for AM Peak Hour, PM Peak
Hour and 14-Hour Period

•  Compute the passenger volume per direction per vehicle type for AM Peak Hour, PM Peak
Hour and 14-Hour Period: Multiply vehicle volume by corresponding average passenger load

Volume Capacity Ratio (VCR) Calculation
For Station 1:
a)  Road Width and Number of Lanes
- EB : 5.8 meters
2 lanes @ 2.9 meters/lane
- WB : 6.1 meters
2 lanes @ 3.1 meters/lane
Unit Capacity: 900 pcu/hour per 3-m wide lane

b)  AM Peak Hour (say, 7-8am)

- EB Volume : 1,788 pcu/hr
- WB Volume : 1,517 pcu/hr

c)  Road Capacity

- EB Capacity : 900 x 2 lanes = 1,800 pcu/hour
- WB Capacity : 900 x 2 lanes = 1,800 pcu/hour

d)  VCR
- EB : VCR : 1,788 pcu/hr
1,800 pcu/hr
= 0.99
- WB: VCR : 1,517 pcu/hr
1,800 pcu/hr
= 0.84

Drivers can choose desired speeds without delays.
B In the zone of stable flow. 0.20-0.44
Drivers have reasonable freedom to select their speed.
C In the zone of stable flow 0.45-0.69
Drivers are restricted in selecting their speed.
D Approaches unstable flow with nearly all drivers restricted. 0.70-0.84
