1. Scope
This Specification covers the requirements for offshore field testing and commissioning of
electrical facilities for MPN Projects. Factory testing is covered in equipment specifications.
2. References
The following MPN Master Specifications and industry standards are referenced herein and
shall be considered part of this specification. Refer to the latest edition unless specified
otherwise. This specification references specific sections and portions of NETA-ATS, 1999.
If a later edition of NETA-ATS exists, the later edition shall supercede the 1999 edition and
the Contractor shall update this specification and submit to Company Designee for approval.

3. Definitions
Test Firm - An independent NETA affiliated electrical testing firm who shall perform all
testing herein listed and not noted otherwise. See Section 5.2 of this
specification for more details.
4. General Requirements
4.1 The references and requirements of Specification EPL 33-B-01 shall apply to this
specification.
4.2 If any discrepancies between this specification and the contract drawings or standards
and codes listed above are noted by the Contractor, they shall be brought to the
attention of Company Designee immediately and written clarification from Company
Designee shall be obtained before proceeding.
4.3 The requirements of this specification reflect only the minimum standard tests and
procedures to be followed prior to energizing and acceptance by Company Designee.
Additional normal (and sometimes repetitive) tests and checks will be necessary
throughout the job. It shall be the responsibility of the Contractor to make any
additional tests or inspections necessary to provide a safe, reliable, and functionally
sound electrical installation. See Section 8.3 of this specification for minimum
requirements. A safety plan must be submitted for review and approval before any
testing is performed.
4.4 During the testing and commissioning of electrical systems the overriding concern
must be the safety of all personnel involved. Prior to electrical testing, the
Contractor shall take all necessary safety precautions such as posting safety signs and
barriers, ensuring that necessary lockout and tagging procedures are followed, and
following any other precautions listed in the safety plan.
4.5 Company Designee reserves the right to witness all tests and commissioning
functions and shall be notified in advance of such activities. The timing of the
advance notice shall be mutually agreed to by the appropriate field personnel of
Company Designee and Contractor.
4.6 Contractor is to develop an Electrical Commissioning Procedure detailing tests, test
forms, reports, releases, etc and submit to Company Designee for approval prior to
work commencing.
5. Specific Requirements
5.1 Before the electrical facilities are placed in operation, the Contractor shall make
suitable field tests to establish that all equipment, devices, and wiring have been
correctly installed, are in satisfactory working condition, and will operate as
intended. Unless otherwise specified, Contractor and Supplier’s recommendations
shall be included. All tests specified in this practice must be performed in the field
before energizing. Shop tests shall not be used to satisfy any field test requirement.
5.2 The Contractor shall retain the services of an independent electrical testing firm who
shall perform all testing herein listed and not noted otherwise. The firm shall be a
full member company of the International Electrical Testing Association. The firm
shall use engineers and technicians who are regularly employed by the firm for
testing services. Company Designee shall approve the Contractors choice of testing
firm prior to award of any sub-contract and the testing firm's lead, on-site
representative.
5.3 Details of the procedures for testing and commissioning shall be developed by the
Contractor and submitted to Company Designee for approval. Test forms and tables
for recording results shall be developed by the Contractor and submitted to Company
Designee for approval. See Section 8 of this specification. Each tagged component
must have its own page as a minimum.
5.4 Where alternative methods are preferred by the Contractor or are required to proof-
test specific or specially rated equipment or systems, it shall be the responsibility of
the Contractor to obtain prior approval of such alternate tests from Company
Designee.
5.5 The testing and commissioning requirements of this specification shall be conducted
in accordance with any Supplier's instructions or under the supervision of a
Supplier's representative when equipment warranties could otherwise be voided.
5.6 Testing evaluation shall be as follows:
• Test results shall be submitted to the Company Designee for review before
circuits or equipment is energized for the first time.
• Two certified copies of the test data shall be given to the Company Designee.
• One copy of test reports shall be submitted immediately after each test is
completed to facilitate a timely review by the Company Designee prior to
energizing equipment.
• Upon completion of all other tests described in this practice, Contractor shall
submit to Company Designee two copies of certified report attesting that each
test has been performed in accordance with this practice.
• The report for each test shall include the date of performance and name of the
person in charge of the test.
5.7 Where facilities fail to meet acceptable standards or the intended function during
testing and commissioning, Company Designee shall be immediately advised in
writing.
5.8 As part of the final commissioning responsibility, the Contractor shall thoroughly
clean electrical equipment areas, including dusting and vacuuming of equipment
enclosures on both the inside and outside, to ensure that the equipment is completely
free of dust or other contaminants that could affect performance and reliability.
5.9 The electrical system shall be fully tested, commissioned and energized by
Contractor prior to turning over to Company Designee.
6. Test Equipment
6.1 The Contractor shall purchase all new material, and provide test equipment, and
power sources required for testing and commissioning. Contractor shall coordinate
with test firm to verify list of equipment needed for testing.
6.2 All test equipment shall have calibration records traceable to the National Bureau of
Standards or other national standards organization. Calibration labels shall be visible
on all test equipment. Calibrations over six months old shall not be acceptable on
field test instruments.
6.3 The accuracy of all test equipment shall be at least twice that of the accuracy of the
equipment, device, relay or meter under test. All testing instruments shall be
checked to insure satisfactory operation prior to proceeding the tests. Serial and
model numbers of the instruments used shall be recorded on the test forms.
6.4 All test equipment used shall be subject to approval by Company Designee for
accuracy, calibration, and suitability for the intended function. Especially for
protective relays, Contractor shall verify that procedures and test program for each
relay/relay function are developed prior to going offshore.
6.5 Test equipment shall be operated by designated trained personnel.
7.2.6 Lighting branch circuits shall be megohm meter tested with luminaries and
receptacles connected but prior to lamping.
7.2.7 For conductors rated 600 volt, insulation resistance per 1,000 feet shall not
be less than 100 megohms.
7.2.8 Insulation resistance of each circuit shall be measured before energizing
(with neutral ground disconnected) as follows:
• Line(s) to neutral
• Line(s) to ground
• Neutral to ground
7.2.9 The testing requirements of this section may be carried out by the
Contractor without the aid of the test firm.
7.3 Shielded Medium Voltage Power Cable
7.3.1 Contractor shall perform a visual and mechanical inspection of each cable
per NETA-ATS, Section 7.3.3.1. Contractor shall verify that all cables are
installed in compliance with Specification EPL 33-B-12.
7.3.2 Contractor shall perform electrical testing of each cable per NETA-ATS,
Section 7.3.3.2.
7.3.3 Test voltage levels shall be per NETA-ATS, Table 10.6, or per cable
Supplier’s recommended levels.
7.3.4 Hi-potential testing shall be performed with the cable disconnected and
isolated from all other equipment.
7.3.5 Leakage current versus time test shall be performed and results
documented.
7.3.6 For conductors rated above 600 volts, the minimum DC cable insulation
resistance per 1,000 feet of cable shall not be less than that computed by the
following formula:
R= k (log10 D/d) where:
R= Cable resistance in megohms per 1,000 feet
D= Outside diameter of conductor insulation
d= Outside diameter of conductor
k= 20,000 for ethylene propylene and 20,000 for cross-linked polyethylene
7.3.7 Shielded medium voltage power cable tests shall be performed by test firm.
7.4 Metal Enclosed Bus
7.4.1 Contractor shall perform a visual and mechanical inspection of each
busway per NETA-ATS, Section 7.4.1 and 7.21.1. Contractor shall verify
that busway is in compliance with Specification EPL 33-B-106 or EPL 33-
B-107 and their relevant data sheets.
7.4.2 Contractor shall perform electrical testing of each busway per NETA-ATS,
Section 7.4.2 and 7.21.2 using the ATS Table 10.17 values. Phasing tests
are not required.
7.4.3 Test results shall be recorded and evaluated per NETA-ATS, Section 7.4.3
and 7.21.3.
7.4.4 Busway electrical test shall be performed by the test firm.
7.5 Low Voltage Motors
7.5.1 Baseline values of motor insulation resistance are to be recorded by the
Contractor per Section 8.3 of this specification for all motors.
7.5.2 Contractor shall perform a visual and mechanical inspection of each motor
installation per NETA-ATS, Section 7.15.1.1.1. Verify that motors are in
compliance with Specification MPL 33-P-17 and data sheets.
7.5.3 Contractor shall perform electrical testing of each motor per NETA-ATS,
Section 7.15.1.1.2.
7.5.3.1 Contractor shall perform insulation resistance test per
ANSI/IEEE 43, and per NETA-ATS, Test 7.15.1.1.2.2. For low
voltage motors, perform test with a 1 minute duration and
tabulate values at 30 and 60 seconds.
7.5.3.2 NETA-ATS optional tests 7.15.1.1.2.3, .4, and .5 are not
required.
7.5.4 Test results shall be recorded and evaluated per NETA-ATS, Section
7.15.1.1.4. The minimum acceptable insulation test result values is 1.25 for
the ratio test, provided that the insulation resistance in megohms shall equal
the kilovolt rating of the motor plus one megohm corrected to 104°F
(40°C).
7.5.5 Low voltage motor testing may be performed by the Contractor.
7.5.6 Other commissioning requirements are as follows:
• All motor protective devices shall be checked and calibrated before
energizing motor to perform any commissioning activities.
• A check shall be made that bearings are properly lubricated and, where
applicable, filled to correct the oil level. If necessary because of the
presence of water or other contaminants in the lubricant, the grease or
oil shall be replaced before the motor is energized.
• For sleeve bearing motors, a visual inspection shall be made of the
rotation of the slinger rings and the amount of lubricating oil being
distributed when power is first applied to the motor.
• Where applicable, drain plugs shall be removed and motors checked for
accumulation of water within the housing.
7.7 Generators
7.7.1 Baseline values of generator insulation resistance are to be recorded by the
Contractor per Section 8.3 of this specification.
7.7.2 Engine and turbine generator testing by the test firm or generator Supplier
shall include the following as a minimum:
• Verification of completion of all shop test requirements per
Specification EPL 33-B-21. Verify generators meet the requirements of
Specifications EPL 33-B-21 and EPL 33-B-22, and their respective data
sheets.
• Synchronous generator testing shall be performed by the test firm in
cooperation with the generator vendor representative.
• Unless otherwise specified, insulation tests on the exciter and main
generator fields shall be limited to a megohm meter rated 500 volts
maximum.
• Contractor shall perform electrical testing of each generator per NETA-
ATS, Section 7.15.2.1.3. Contractor shall disconnect all generator solid
state control devices, field diodes, etc. prior to insulation testing of the
generator.
• A visual check shall be made following alignment to assure the
generator rotor is located on magnetic center when permanent
references are provided on the generator shaft.
• Phase rotational tests shall be made.
• The following items shall be verified as correct and meeting the
specifications and data sheets:
Range of voltage and frequency adjustment
Voltage and speed regulation
Synchronization
Reactive current compensation
Parallel operation
Load sharing
Load shedding operation
• Functional tests shall be made in accordance with the Supplier's
recommendations on all generator control equipment including, as
applicable, the requirements of Section 7.10 of this specification.
• Factory vibration and bearing temperature limits shall not be exceeded
during run-in testing.
• Contractor shall perform electrical tests on generator surge protective
devices per NETA-ATS, Section 7.19.2.
7.8 DC Motors
7.8.1 Baseline values of DC motor insulation resistance are to be recorded by the
Contractor per Section 8.3 of this specification.
7.8.2 Contractor shall perform a visual and mechanical inspection of each motor
installation per NETA-ATS, Section 7.15.1.2.1.
7.8.3 Contractor shall perform electrical testing of each motor per NETA-ATS,
Section 7.15.1.2.2. Optional tests are not required.
7.8.4 Test results shall be recorded and evaluated per NETA-ATS, Section
7.15.1.2.3.
7.8.5 Measure armature running current and field current and compare with
nameplate values.
7.8.6 Check all protective devices.
7.9 Switchgear
7.9.1 A qualified switchgear service representative shall inspect switchgear in
cooperation with the test firm prior to energization. The inspection shall
include, in addition to the requirements of Sections 7.9.2 and 7.9.3 of this
specification, a check of the major components including breakers, relays,
and other control components.
7.9.2 Under the supervision of the switchgear technician, perform a visual and
mechanical inspection of each switchgear lineup per NETA-ATS, Section
7.1.1. Verify that switchgear is in compliance with Specification EPL 33-
B-106 or EPL 33-B-107, as applicable, and data sheets.
7.9.3 Under the supervision of the switchgear technician, perform electrical tests
of each switchgear lineup per NETA-ATS, Section 7.1.2. Table 10.2 shall
be used for switchgear insulation-resistance test voltages. Test results shall
be recorded and evaluated per NETA-ATS, Section 7.1.3.
7.9.4 Protective relays shall be tested and set in accordance with the requirements
of the system coordination studies. Relays having an operating
characteristic, which varies with time, shall be tested at a minimum of three
points to verify conformance with the Supplier’s data. The integrity of the
circuitry between relays and their instrument transformers shall be verified.
A sticker shall be attached to each relay verifying calibration completion.
7.9.5 Devices having variable timing characteristics such as time delay relays in
the automatic restart of motor drivers, shall be set and tested in accordance
with the intended control function.
7.9.6 The functioning of secondary selective switchgear shall be tested per the
requirements of Specification MPL 33-P-11.
7.9.7 The integrity of all mechanical and electrical interlocks of circuit breakers,
isolating switches, integral grounding devices, etc., shall be functionally
tested. Where interlocks depend on keys, the keys shall be checked for
proper identification, fit, and interchangeability. All surplus keys shall be
turned over to Company Designee.
7.9.8 Contractor shall perform a visual and mechanical inspection of switchgear
circuit breakers per NETA-ATS, Section 7.6.1.2.1 and 7.6.2.3.1.
7.9.9 Contractor shall perform electrical tests on low voltage switchgear circuit
breakers per NETA-ATS, Section 7.6.1.2.2. Test results shall be recorded
and evaluated per NETA-ATS, Section 7.6.1.2.3.
7.9.10 Contractor shall perform electrical tests on medium voltage switchgear
circuit breakers per NETA-ATS, Section 7.6.2.3.2, however, the optional
tests are not required. Test results shall be recorded and evaluated per
NETA-ATS, Section 7.6.2.3.3.
7.9.11 Contractor shall perform visual and mechanical inspections on switchgear
protective devices and instrument transformers per NETA-ATS, Section
7.9.1 and 7.10.1. Contractor shall perform electrical tests on switchgear
protective devices and instrument transformers per NETA-ATS, Section
7.9.2 and 7.10.2, .3 and .4. Contractor shall record and evaluate test values
on switchgear protective relaying devices and instrument transformers per
NETA-ATS, Section 7.9.5 and 7.10.5.
7.9.12 Contractor shall perform visual and mechanical inspections on switchgear
surge protective devices per NETA-ATS, Section 7.19.1.1, and 7.19.2.1.
Contractor shall perform electrical tests on switchgear surge protective
devices per NETA-ATS, Section 7.19.1.2 and 7.19.2.2. Contractor shall
record and evaluate test values on switchgear surge protective devices per
NETA-ATS, Section 7.19.1.3 and 7.19.2.3.
7.9.13 Prior to energizing, control circuit insulation resistance shall be measured to
ground.
7.10 Medium Voltage Motor Controls
7.10.1 Contractor shall perform a visual and mechanical inspection per NETA-
ATS, Section 7.16.1.2.1. Verify that motor controls are in compliance with
Specification MPL 33-P-13 and data sheets.
7.10.2 Contractor shall perform electrical tests per NETA-ATS, Section 7.16.1.2.2,
and record and evaluate test values per NETA-ATS, Section 7.16.1.2.3.
7.10.3 Contractor shall program Multilin motor protective relays per the protective
device setting summary and test the relays per the Supplier’s
recommendations.
7.10.4 Contractor shall perform electrical tests on motor surge protective devices
per NETA-ATS, Section 7.19.2.2.
7.10.5 Test firm shall perform tests on medium voltage motor controls.
7.13.2 Contractor shall verify that UPS systems are in compliance with
Specification EPL 33-B-24 and relevant data sheets.
7.13.3 Contractor shall inspect for physical damage and evidence of corrosion.
Check all cable connections and verify that control cards are properly
seated.
7.13.4 Contractor shall inspect the battery and charger system per the requirements
of Section 7.14 of this specification.
7.13.5 Contractor shall perform electrical tests on the UPS per NETA-ATS,
Section 7.22.2.2 and UPS Supplier’s start-up and check-out procedures.
7.14 Battery and Charger Systems
7.14.1 Contractor shall perform a visual and mechanical inspection per NETA-
ATS, Section 7.18.1.1. Verify battery and charger systems are in
compliance with Specification EPL 33-B-119 and relevant data sheets.
7.14.2 Contractor shall perform as a minimum electrical tests per NETA-ATS,
Section 7.18.1.2, and record and evaluate test results per NETA-ATS,
Section 7.18.1.3.
7.14.3 Contractor shall perform any Supplier’s recommended or required testing
and checkout.
7.14.4 For parallel or redundant chargers, verify load sharing. For redundant
batteries, verify isolation and equalize charging per Supplier’s
recommendations.
7.15 Transfer Switches
7.15.1 A qualified switchgear service representative shall inspect the transfer
switches in cooperation with the test firm prior to energization. The
inspection shall include, in addition to the requirements of Sections 7.15.2
and 7.15.3 of this specification, a check of the major components including
breakers, relays, and other control components.
7.15.2 Under the supervision of the switchgear technician, perform a visual and
mechanical inspection of each transfer switch per NETA-ATS, Section
7.22.3.1. Verify that transfer switches are in compliance with the
requirements of Specification EPL 33-B-108.
7.15.3 Under the supervision of the switchgear technician, perform electrical tests
on each transfer switch per NETA-ATS, Section 7.22.3.2. Table 10.1 shall
be used for insulation-resistance test voltages. Where power circuit
breakers are utilized in the transfer switches they shall be tested per Section
7.10.8 and 7.10.9 of this specification. Record and evaluate test results per
NETA-ATS, Section 7.22.3.3.
8. Documentation Requirements
8.1 Records of the results of each test and commissioning function shall be submitted to
Company Designee on a weekly basis, unless otherwise mutually agreed to by the
appropriate field personnel of both Company Designee and Contractor.
8.2 As a minimum, testing records shall contain the following information and comply
with Section 5.3 of this specification:
• Extent of the system under consideration, description of the test or
commissioning function, date performed, and identification of the test equipment.
Note that each tagged equipment item shall have a discrete form
• Applicable ratings, equipment numbers, and location of the facilities
• Ambient temperature and humidity where applicable to the particular test or
commissioning function
• Minimum test values acceptable in compliance with the job specifications
• For cable tests, the size, length, and rating of cables; whether cables are shielded
or unshielded; and Supplier's test values for medium voltage cables
• Test results, including comments where necessary for clarification
• Details of any corrective actions taken
• Results after corrective actions have been taken
• Signature of Contractor's representative
• Signature of the Company Designee’s observer when a test is witnessed by
Company Designee
• The results of repetitive tests on one piece of tagged equipment, such as megohm
meter testing of a motor or a motor feeder or control cable, may be grouped on a
single record form
8.3 The insulation resistance of transformers 15kVA and larger, motors 5 HP (3.7 kW)
and larger, and all generators shall be tested per the requirements of Sections 7.5, 7.6,
7.7, 7.8, and 7.12 of this specification upon receipt at the job site. The results shall
be recorded and forwarded to Company Designee. These initial test results shall be
compared with the results obtained at the time of commissioning to determine if
major insulation degradation has taken place. Contractor may take initial
measurements but test firm shall take readings at time of commissioning. All motors
larger than 5 HP (3.7 kW) and all generators shall have monthly insulation resistance
readings taken and recorded to verify operation of space heaters from time of
delivery to commissioning.
