1. PURPOSE
The purpose of this Terms of Reference (“ToR”) is to hire a data collection team to conduct
qualitative data collection in order to develop thematic itineraries.

2. BACKGROUND

1.1.Partner country: Albania

The tourism is one of the most essential pillars in the development of the region’s economy and a
main challenge of all partners. The lack of integrated information and adequate marketing regarding
many touristic places to attract not only seasonal tourism demands but through the whole year is the
main challenges presented by all partners. The Programme Area is a culturally diverse European
region that has unique cultural/historic heritage, attractive natural landscapes, and old culinary
traditions offering a variety of eno-gastronomic and folk craft products that need to reach in new
promotional way the target. The inadequacy of regional technological infrastructures and the
low-level diffusion are other constraining factors that hinder the development of an innovation in
tourism. In Albania, the development of sustainable tourism is a key challenge and main strategic
priorities- despite the steady growth of incoming travelers, the number of travelers remains low
compared to neighboring countries.

1.1.3. Current situation in the sector


Innovation and technology for sustainable tourism is one of the guidelines in European policies, to be
applied to all regions. Other than EUSAIR, to a wider European level strategy, the project contributes
to further develop and implement elements of the Digital Agenda for Europe, in Digitization of the
cultural heritage and supporting its economic exploitation are activities
promoted and boosting natural tourism. It provides exactly better access to cultural content in
remote areas, by implementing smart technologies and more efficient integration of citizens, in line
with the Directive 2013/37/EU and commission recommendation 2011/711/EU. In addition, it is
linked to the New Agenda for Culture (2018) ‘prioritizes a cross-sector approach to EU collaboration’
because it draws the attention to the role of digitization for ‘breaking down artistic and economic
boundaries. Moreover, for European Capital of Smart Tourism, the project will support the new

initiatives to reward innovative and smart tourism in European cities launched by the EC by
promoting cities of this area. The European Capital of Smart Tourism recognizes outstanding
achievements in four categories: sustainability, accessibility, digitization as well as cultural heritage
and creativity by European city destinations, and encourage innovation in EU tourism destinations
and sustainable tourism development, which correspond to the main aims of project.

1.1.4. Related programmes and other donor activities


The programme strategy identifies territorial challenges reflecting common cross-border needs and
potentials that can be effectively tackled through transnational cooperation and the adoption of an
integrated approach to territorial development. tourism This helps territories sharing information in
order not to be competitive without increasing the services. It encourages also technological progress
and by improving the market, thanks to specific software and organic results on the main search
engines, aimed at interpreting and simplifying terms and language to search attractions, cultural
heritage, crafts, commodities. The potential for social innovation will increase and the result is to
have less territory fragmentation, more potential for development of distinct and diversified tourism
products linked with the tourist offer, evaluation of natural and cultural assets and lesser known
destinations, through common branding and promotional actions in a larger area than in a local one.
Finally, the costs for such an investment in regional dimension would be unaffordable, while the
shared ones are efficient.

1.2.2. Country background


Ministry of Sustainable Development and Tourism has experience in the processes of preparation and
implementation of cross-border and transnational EU projects. In the past years MSDT is working on
strengthening its own capacities competences in the coordination and management of EU projects.

1.2.3. Current situation in the sector


Current situation in the Tourism sector in Montenegro is following:

Montenegro​ is one of the fastest-growing tourist destinations. In 2007, over a million tourists visited
Montenegro, making some 7.3 million overnight stays (23% increase, compared to 2006). This
accounted for some 480 million EUR in tourism revenue in 2007 (39% increase, compared to previous
year).
In 2015, tourism realised over 1.7 million arrivals, with a further increase in 2016. In the same year,
the coastal town of Kotor was named the best city to visit by Lonely Planet, whereas the country itself
is continuously included in touristic top lists. With a total of 1.8 million visitors in 2016, the nation
became the 36th (out of 47 countries) most popular country to travel to in Europe. ​Montenegro was
further visited by over 2 million tourists in 2017. The Government aims to attract greenfield
investments, which should make best use of undeveloped parts of the coast, s​ uch as J​ az Beach,​ V
​ elika
Plaža​, A
​ da Bojana​ and other.
Montenegro can be presented as a destination offering a variety of attractions and all-year tourism is
possible by publicizing its varied features.
Recent COVID-19 pandemia had caused serious drop in tourism (up to 90%).
“Due Mari” is addressing main Adriatic – Ionian challenge concerning sustainable touristic
development via smart technologies. It is focused on developing a joint valorisation of a unique
cultural and natural assets of all 3 regions (Montenegro, Albania, and Southern-Adriatic Italy).
Sustainable tourism has the potential to become the main driver of change through the use of
innovative interactive Virtual tour platform, counterbalance the seasonal and mass touristic
approach, increase the demand and offer of current and future touristic solutions. The Project jointly
tackles socio-economic and territorial development cohesion, as well contributes to EUSAIR and
Europe 2020 Strategy and EU tourism policy framework. Better connected regions through the
creation of new touristic routes, enhancement of local development, and promotion of local products
and services, is the first overall objective. Due Mari will redefine the promotion of tourism and
sustainable development and directly improve the visibility of the programme area through
interactive joint web platform, influence promotion of local products and services as well as promote
cultural and natural assets. It boost attractiveness of natural and cultural assets and improve a smart
and sustainable economic development, reaching following main result - D ​ ue Mari V3D Platform -
Common Cross border ​web based interactive platform that will promote existing and new touristic
Routes.

Axes under this Programmes Call for Proposal.

3. OBJECTIVE, PURPOSE & EXPECTED RESULTS

3.1Overall objective
The main overall objective is the synchrony of tourism and business development, related to the
many strengths of the territory concerned by making use of smart technology and to better present
local and regional touristic itineraries which will contribute and is in line with the specific objectives
of the Programme bettering natural and cultural assets and improving a smart and sustainable
economic development.

3.2Purpose of the ToR

3.2.1 Albania
Hiring of an external tourist itinerary expert who will identify and develop cultural/natural routes
within Due Mari project and define 250 location/sites that will be part of the route.

The data gathering must take place in accordance with the D.T1.4.1 “Data gathering guidelines”.

4. ASSUMPTIONS & RISKS

4.1 Assumptions underlying the project


The Contracting Authority and selected contractor will closely cooperate and exchange
communication on the project implementation. The Contracting Authority will provide all necessary
information in accordance with project requirements to insure smooth and timely project
implementation.
Reports form the contractor on performed activities will ensure frequent communication, and if
deemed necessary do possible adjustments in the Project Work Plan. A frequent communication
between the Contracting Authority and the contractor, clear definition and negotiation of tasks and
deadlines, ongoing monitoring of activities will ensure a mitigation of risks. Also, project resources
will be allocated in order to minimize and control unfortunate events, thus avoiding project risks in
time and resource management.

4.2Risks
As result of an analysis, 2 types of risks have been identified:
R.1=Insufficient communication and slow synchronization amongst the Contracting
Authority and the contractor;
R.2 =Delays and/or mismatches of implementation;
The contractor will carry out frequent risk assessments to evaluate risks within the project
framework. Each potential risk (i.e. risk related to the implementation of the project etc.) will be
assessed under likelihood and impact: (1) the likelihood that this potential risk might present a
problem, (2) the impact that this potential risk might have on the project (moving from minor to
major impact). Based on the risks assessments the contractor in cooperation with the Contracting
Authority will conduct adequate mitigation measures.

5. SCOPE OF THE WORK - ALBANIA

5.1 General

5.1.1 Description of the assignment


Ministry of Tourism and Environment as Lead Partner is under implementation of the project “Due
Mari – next generation tourism.” Main part of the project is creation of V3D platform that will
present at least 250 different locations of Point of Interest in Albania.

The main result will be an indication of the creation of Points of Interest that will be a minimum of
250 PoI in Albania
In order to identify Points of Interest, the Contracting Authority is looking for itinerary expert that
will prepare the list of locations. The list of PoIs will be discussed with contracting authority and
relevant stakeholders.

13 REQUIREMENTS

13.1 Staff
Note that civil servants and other staff of the public administration of the partner country, or of
international/regional organisations based in the country, shall only be approved to work as experts
if well justified. The justification should be submitted with the tender and shall include information
on the added value the expert will bring as well as proof that the expert is seconded or on personal
leave.

13.1.1Key experts and required qualifications


Key expert 1: Tourist development Expert
● Advance University degree (Master’s degree or equivalent) in the area of Human or Social
Sciences, preferably related with culture and/or heritage. Training courses in any relevant
field of culture such as cultural management will be an advantage.
● At least five (5) years of professional experience in culture sector. Work experience in the
field of cultural and/or natural heritage conservation, intangible heritage and cultural
industries, such as policies development or policies management. At least two (2) years of
experience at international level would be an asset. Experience at United Nations agencies
or Donors will be a plus.
● Knowledge and experience in the development of national culture systems and networks.
● Cultural, artistic, gastronomic knowledge of the area.
● Legal knowledge of regional and national legislation and community directives relating to
the sector.
● capacity design and communication required to integrate the different opportunities, also
understood as entities, structures, professionalism and services, in order to build a itinerary
based on the territorial reality and responding to the needs of the different categories of
users.
● great ability to work in a team, with high standards and principles of professional and
personal behavior.
● Excellent command of English language (reading, speaking, drafting).

13.3 Facilities to be provided by the contractor


The contractor shall ensure that experts are adequately supported and equipped. In particular it
must ensure that there is sufficient administrative, secretarial and interpreting provision to enable

experts to concentrate on their primary responsibilities. It must also transfer funds as necessary to
support their work under the contract and to ensure that its employees are paid regularly and in a
timely fashion.

13.4 Equipment
No equipment is to be purchased on behalf of the contracting authority / partner country as part of
this service contract or transferred to the contracting authority / partner country at the end of this
contract.
Any equipment required for this contract will be provided by the contracting authority / partner
country.

14 REPORTS

14.1 Reporting requirements


The contractor will submit the following reports in English in one original.
● Inception Report of maximum 5 pages to be produced after three (3) weeks from the start of
implementation. In the report the contractor shall describe e.g. initial findings, progress in
collecting data, any difficulties encountered or expected in addition to the work programme and
staff travel. The contractor should proceed with his/her work unless the contracting authority
sends comments on the inception report.

● Interim Report ​of maximum 8 pages to be produced after 2 months from the start of
implementation. In the report the contractor shall describe progress in collecting data and
current findings and expected results.

● Final report incorporating any comments received from the parties during contract
implementation. The report shall contain a delivery report for the items produced during the
contract. The final report must be provided along with the corresponding invoice.

14.2 Submission and approval of reports


The report referred to above must be submitted to the project manager identified in the contract.
The project manager is responsible for approving the reports.

16 RIGHTS AND PROPERTIES

Contracting authority own the data, rights and property for all products under these Terms of
Reference. Dissemination of products and services owned by Contracting authority are subjected to
a written permission from an authorized person of Contracting authority. The sharing or distribution
of products or any other contents or documents produced under these ToR without permission from
Contracting authority is not allowed.
Contracting authority will not be responsible for any harms or claims, liabilities, suits, actions
(including charges, disbursements and reasonable fees of counsel), proceedings, damages, expenses
and obligations of any kind that be incurred by the Consultant or asserted against the Consultant, its
officers and employees, by or on behalf of any person on account of, based or resulting from, arising
out of (or which may be claimed to arise out of) the willful acts or omission of the Consultant and its
agents, employees, research sites, assignees, transferees, delegates or successors, for which the
Consultant retains responsibility.
