PLAYER DRAFT GUIDE 2019


INTRODUCTION
The HBL Pakistan Super League Player Draft Guide 2019-20 is a document that aims to support HBL PSL teams in the
process of selecting their squads.

*This guide is designed to comprehensively address all possible aspects of the HBL PSL Player Draft. However, in case any aspect is not covered or if the document does not provide
enough clarity, the PSL Player Management team may add relevant details or clarifications where required.
1. ABOUT
This section provides a snapshot of the HBL PSL Player Draft
PLAYER DRAFT GUIDE - ABOUT

1.1 The HBL Pakistan Super League Player Draft is an annual squad selection event for the six
HBL PSL teams.

1.2 The Draft consists of sixteen regular rounds. The first three rounds are Platinum category
rounds. This category includes top Pakistani and foreign T20 players.

1.3 The next three rounds are Diamond category rounds followed by three rounds in Gold to
complete the first nine picks for each team.

1.4 In addition, there are five Silver and two Emerging category rounds to complete a roster of 16
players.

1.5 Each team can pick up to two additional players in the Supplementary round. All
supplementary players shall be considered active members of the squad.

This section outlines the basic structure of the HBL PSL Player Draft 2019.

2.1 Teams can retain up to eight players from last season’s roster.

2.2 At the end of the Draft, each team must have at least 16 players on its roster.

2.3 Category restrictions for retentions will be the same as they apply to a 16-member squad.

2.4 Teams may make up to two additional picks in the Supplementary round.

2.5 At the Draft, teams will first pick new players where applicable in a particular category.
For example, if a team retains two Platinum category players going into the Draft, they will use
their first pick in the Platinum category to select a new player. The retentions will be counted
against the remaining picks in that category.
3. SQUAD COMBINATIONS
This section provides guidelines on foreign and local player mix.

3.1 A team must pick at least one foreign player in Platinum and one in Diamond. A team must also
pick at least one local player in Platinum and one in Diamond.

3.2 A team must pick at least three (3) foreign players in their first nine (9) picks.

3.3 A team must pick a total of five (5) foreign players in squad of sixteen (16).

3.4 A team may pick one (1) additional foreign player in the Supplementary round.

3.5 At any time, a playing XI must include a minimum of three foreign players and may include a
maximum of four foreign players.
4. PLAYER ELIGIBILITY
This section outlines guidelines for player eligibility.

4.1 A player entering into the HBL PSL Player Draft must either be a registered cricketer within
his relevant nation’s Cricket Board or have played international or domestic cricket.

4.2 Any foreign player entering the Draft must have at least played in either major club cricket
in full member boards or international cricket for smaller boards.

4.3 A PSL Committee comprising one cricket representative from each franchise and Head of
Player Acquisition & Management PSL shall review category renewals for all those local
players who were a part of the HBL PSL 2019 squads.

4.4 A team shall not be allowed to vote for their own players in the category renewal process.

4.5 The PSL Player Management Team shall review the renewed categories for all players and
process team review requests before issuing a final list of updated categories. This list shall
be considered final by all parties.

4.6 All remaining local players from the provincial First and Second XI’s shall automatically be
placed in Gold (minimum) if they have played for Pakistan and Silver or below if not. The
cut-off date for records to be considered while drawing up this list shall be the same date
as applied to category renewals for HBL PSL 2019 squads.

4.7 The PSL Player Management Team may include additional names to the Draft pool.

4.8 All provincial U-19 players shall be added to the Draft list.
5. PLAYER RELEGATIONS
This section outlines the guidelines for local player relegations.

5.1 Any relegation request for local players should be submitted to the PSL Player Management
Team.

5.2 All relegation requests (pending player approval) will be floated to teams. In case a team
sends a relegation request and the player does not give his consent, the player will remain in
his original category.

5.3 The PSL Player Management Team will then officially notify all the teams about the proposed
relegation.

In case there is more than one offer on a relegation request, PSL will invite the interested
teams to send in silent bids within the floor and ceiling of the player’s base category. Should
there still be a tie once the category cap is maxed out, the player's team will be decided based
on a toss.
6. PLAYER MENTOR & PLAYER AMBASSADOR
This section outlines guidelines for Player Mentors and Player Ambassadors

6.1 A Player Mentor can only be appointed at the time of retentions or after a player has been picked at the HBL PSL Player Draft.

6.2 A Player Mentor can be relegated by a maximum of one category if done at the time of retentions.

6.3 A player’s category cannot be relegated to appoint him as Mentor after being picked at the HBL PSL Player Draft.

6.4 The Mentor fee shall not count towards a team’s overall salary cap.

6.5 A player can be eligible for a Player Mentor role if he has either announced retirement from international cricket or has been inactive in
the national team setup for at least one (1) year. In addition to satisfying this criteria, a player must either have captained his national team
or played a minimum of 100 international games.

6.6 A Player Ambassador can be appointed at the time of retentions or after a player has been picked at the HBL PSL Player Draft.

6.7 A Player Ambassador can be relegated by a maximum of one category if done at the time of retentions.

6.8 A player’s category cannot be relegated to appoint him as Ambassador after being picked at the HBL PSL Player Draft.

6.9 The Brand Ambassador fee shall be taken out of a team’s overall salary cap and it can be any amount between the ceiling of the player’s
category and the floor of the next category.

6.10 An existing player being made Player Mentor / Ambassador will be a part of the set of retained players.

6.11 Each team is allowed to have one Player Mentor and one Player Ambassador.
7. TALENT HUNT DISCOVERY
This section outlines the guidelines for Talent Hunt Discovery picks.

7.1 Talent Hunt Discovery will cater for over-23 Pakistani players selected during talent hunt
programs.

7.2 A team may nominate up to two such players. Once nominated by the team and approved by
the PSL Management Team, it will be mandatory for the team to pick at least one of these
players during the Draft.

7.3 Such a player may only be selected during the Supplementary round.

7.4 The player remuneration for this category shall be similar to that of the Emerging category.

7.5 This category will only cover players who have not played competitive domestic cricket at any
stage in their career.

7.6 Players inducted as Talent Hunt Discoveries will not be eligible for the same category next
year.
8. EMERGING
This section outlines the guidelines for Emerging players.
PLAYER DRAFT GUIDE - EMERGING

8.1 Emerging players should be U-23 as of 1st January of the playing season.

8.2 Any player who has played for Pakistan in Test / ODI / T20 or has been a part of the
national squad will not be included in the list of emerging players. This rule shall not
apply to players who make it to the national squad after the preliminary meeting for
category renewals and before the day of the Draft.

8.3 The list of emerging players shall include:

8.3.1 Players nominated by the Pakistan Cricket Board, including but not limited to
those who have remained a part of the Pakistan U-19 squad over the past 12 months.

8.3.2 New emerging players nominated and protected for franchises. Each team may
nominate up to six (6) such players after the PSL Player Management Team shares the
final list of local players. These players, once approved by the PSL Player Management
Team, are protected throughout the Draft for the team that nominates such players.

In cases where there is an overlap of protected nominations, the player shall be placed
according to his preference. The player's preference may also result in him being a
regular player in the Draft pool.
9. PICK ORDER
This section outlines the HBL PSL Player Draft Pick Order.

9.1 The HBL PSL Player Draft pick order will be randomized and a pick order will be shared before
the Draft.

9.2 Each team will be given two minutes to submit their picks in the Platinum round.

9.3 All subsequent picks will be timed at 90 seconds.*

9.4 Should a team fail to submit a pick within the prescribed time, the next team on the pick order
shall make its pick. The team that exceeds the time limit shall then pick last in that particular
round. Head of Player Acquisition & Management PSL may allow for a reasonable extension to
this time limit in case of technical delays.

10. TRADES
This section outlines the PSL Player Draft Trade Policy.
PLAYER DRAFT GUIDE - TRADES

10.1 Player transfers / trades can only take place during a pre-defined trade window or on
the day of the Draft.

10.2 For HBL PSL 2020, the trade window shall commence on 4 November 2019 and shall
remain active till 1 December 2019.*

10.3 Any trade may only be initiated after informing the PSL Player Management Team and
the concerned player’s existing team via email.

10.4 A team cannot directly contact another team’s player for a potential trade.

10.5 Negotiations with players can include tenure, value and incentives.

10.6 Once an agreement is reached between the teams and the player(s) involved in a
trade, both teams should write to the PSL Player Management Team. Once confirmed,
the trade is irrevocable.

10.7 The Trade Budget will be capped at $ 80,000.

10.8 Teams can trade until the close of the transfer and retention window, on the day of the
Draft and during the mid-season trade window.

11. TYPES OF TRADES
This section outlines types of trades as applicable to the PSL Player Draft.
PLAYER DRAFT GUIDE - TYPES OF TRADES

11.1 Player for player: Team A and Team B swap players.

11.2 Player for pick: Team A trades Player X to Team B and gets draft pick(s) in return.

11.3 Player for money: Team A trades Player X to Team B and gets money in return.

11.4 Player for pick and money: Team A trades Player X to Team B and gets draft pick(s) and
money in return.

11.5 Player for player and money: Team A and Team B swap players and one team gets money in
return.

11.6 Player for player and pick: Team and Team B swap players and one team gets draft pick(s) in
return.

11.7 Player for player, pick and money: Team A and Team B swap players and teams work out a
pick exchange and money transfer as part of the deal.

11.8 Pick for money: Team A trades it’s pick(s) to Team B in return for money.

11.9 Pick for pick and money: Team A and Team B trade a combination of pick(s) and money.

11.10 Pick for player and money: Team A trades it’s pick(s) and gets a combination of player(s) and
money from Team B.

11.11 Pick for pick, player and money: Team A trades it’s pick(s), player(s) and money and gets
pick(s) from Team B.
12. MID-SEASON TRADE WINDOW
This section outlines the mechanism for the mid-season trade window.

12.1 The mid-season trade window will be activated after each team has played at least
four matches.

12.2 This window will remain active for 72 hours.

12.3 Only those players who have not played any match for their team will be eligible for
trades during this window.

12.4 Both teams and the player(s) in question must agree to any potential transfer.

12.5 The pro-rata payments will be shared between the two franchises as per actualized
availabilities.

12.6 Only two-way trades will be allowed in this window. These may include player for
player, player for money, and player for player and money.

12.7 Each team shall be allowed a maximum of two trades.

12.8 The total number of active members in a squad shall remain unchanged.
13. WILDCARD PICKS
This section outlines guidelines for wildcard picks.
PLAYER DRAFT GUIDE - WILDCARD PICKS

13.1 A wildcard pick enables teams to pick players from Silver or Gold in the Diamond
category round or, alternatively, a player from Silver in the Gold category round.

13.2 At the HBL PSL Player Draft, in any of the picks during the Diamond or Gold
rounds, each team will be allowed to exercise one wildcard pick and bump up a
player from a lower category to select him in a higher category.
14. HBL PSL PLAYER REPLACEMENT DRAFT
This section outlines details for the HBL PSL Player Replacement Draft.

14.1 A Player Replacement Draft may be held closer to the tournament in order to account for player unavailabilities.

14.2 Teams will have an additional PKR 23 million for the Player Replacement Draft.

14.3 A replacement player cannot be picked from a category higher than the originally selected player’s category.

14.4 A team may choose to save or distribute any amount accumulated as a result of a player becoming unavailable. This could be
divided equally across all squad members, distributed through a different mechanism as approved by the PSL Player Management
Team or saved by the team.

14.5 In case a partially available player becomes available after the Draft, a team will have the option to pay for the player using the
Replacement Draft Budget.
