NON-RESIDENTS DURING THE IMPTEMENIATION OF MODIFIED GENERAT
COMMUN]TY QUARANTINE IN THE PROVINCE OF tA UNION
UNDER EXECUIIVE ORDER I9-C

WHEREAS, Executive Orders (EO) were issued regording movement of

individuols in the Province of Lo Union pursuont to the Omnibus Guidelines on the
lmplementotion of Community Quorontine on the Philippines issued by the
Notionol Government, through the lnter-Agency Tosk Force for the Monogement
of Emerging lnfectious Diseoses (IATF);

WHEREAS. pursuont to the outhority ond mondole vested under the Locol
Government Code in the promotion of the generol welfore of the public,
odditionol meosures were imposed in soid EOs to ensure the heolth ond sofety of
everyone residing in Lo Union, os well os to non-residents who hove officiol or
business lronsoctions in the Province;

WHEREAS. the Office of the Undersecretory for Operotions of the

Deportment of the lnterior ond Locol Government (DILG) issued on Advisory
doted September I l, 2020 enjoining Locol Chief Executives (LCEs) to olign their
policies, porticulorly on inter zonol ond introzonol movement of individuols, with
the guidelines set by the IATF;

WHEREAS, during the previous meetings held with the members of the
Regionol Tosk Force for CoViD-19 regording the motter, it wos ogreed thot the
lotter form o Technicol Working Group (TWG) be formed to recommend meosures
in ensuring the protection of the heolth ond sofety of oll individuols in Lo Union, os
well os the other Provinces in the Region. As of this dote, no recommendotions
were submitted to the Office of the undersigned; ond

WHEREAS,in complionce wiih ihe obove directive, there is o need to

omend the provisions/meosures imposed in border controls for enky to the
Province.

Only tourists from provinces in Reqion 'l qnd Bqquio City with the
some risk clossificotion os Lo Union or lower will be ollowed to enter to the
Province for purposes of leisure subject to the following requirements:

by lhe Deoqrlmenl of Tourism (DOT)
. Compony lD or Certificote of Employmenl
iii. Trovel Auihority from PNP
iv. Negotive RT-PCR results (within 3 doys before octuol orrivol in
Lo Union). lf none, visiting tourists will not be ollowed to enter
the Province.

7. PERSONS PASSING THROUGH TA UNION ON THE WAY TO ITOCOS SUR AND

ILOCOS NORTE

t. Persons possing through Lo Union will be given o moximum of
three (3) hours to cross border QCPs.

The guidelines contoined herein sholl be subject to omendments thot moy

be issued by the Notionol Government, the IATF-EID, ond/or other concerned
government ogencies.
