The Government of India is negotiating a Multitranche Financing Facility (MFF) with the Asian Development Bank (ADB) for
financing the Delhi Water Supply Improvement Investment Program (DWSIIP or the investment program), which comprises
improvement of the water supply system in Delhi’s Wazirabad Water Treatment Plant (WTP) command area. Delhi Jal Board

(DJB) will be the proposed investment program's executing agency (EA). The proposed investment program of $415 million
will help achieve the National Capital Territory of Delhi, (NCTD) Water Supply Master Plan objective of reduced Non-Revenue
Water (NRW) and equitable access to water supply services. It comprises: (i) physical investments to improve existing water
supply systems covering 2.6 million people in the Wazirabad WTP command area (approximately 10% of Delhi’s population by
2021), and (ii) non-physical investments to improve DJB’s institutional effectiveness with an aim to adopt a corporate
approach in the long term by developing organizational options addressing the institutional and financial management
capacity of DJB.

area development etc.), Urban Transport Management (roads, bridges, parking lane etc.), Medical & Health Facilities,
Institutional Development, Community Awareness & Participation Programme caters to Urban Infrastructure Development in
six principal cities of Rajasthan namely Ajmer, Bikaner, Jaipur, Jodhpur, Kota & Udaipur Bikaner with financial support from
ADB (Loan No: 1647 IND) with estimated cost US$362m.
ADB assisted Rajasthan Urban Sector Development Investment Program (RUSDIP); the Phase-II of RUIDP for infrastructure
development of 15+ ULBs of the State to the tune of US$ 390m (ADB Project 40031-IND) under MFF. The Loan Agreement and
Project Agreement for the Tranche-1 of $75m executed with loan financing of $60m from ADB (ADB Loan 2366-IND).

Major involvement was in: Collection and analysis of secondary data and putting together all technical parameters for
identification of gaps in present infrastructure level. Identifying goal matrix indicators for sectoral investment plans in
coordination with local administration and city level committees; Processing of loan documents, loan negotiations and
modalities for loan financing for RUSDIP under Tranche – I, II & III; Advance Procurement Action for Mobilization of one
Investment Program Management Consultants (IPMC) and three Design & Construction Supervision Consultants (DSC);
Preparation of EOI / RFP Document using QCBS method in accordance with ADB’s guidelines; Evaluation of proposals received
from short-listed consulting firms; Contract Negotiations and award of Contracts; Procurement of works; preparation of
Standard Bidding Document for Plant under ICB using ADB’s latest guidelines for procurement of works (based on FIDIC
conditions); Procurement of Digital Base Maps of proposed ULBs; and Empanelment of Third Party Inspection Agencies (TPIA)
for pre-dispatch inspection of material and equipments.
PROJECT FORMULATION FOR 30 ULBs of State of Rajasthan: Prepared preliminary proposal for multi-sector infrastructure
works in selected 30 ULBs of Rajasthan. Later the proposals were transferred to RUIFDCO for further processing. Major
involvement was in: Collection and analysis of secondary data and putting together all technical parameters for identification
of gaps in present infrastructure level, preparation of concept paper, preliminary proposals covering all major urban sectors
for approval and funding with estimated cost of Rs 2500-2600 Crores; Explored modalities for financing from WB/ADB etc.
RAJASTHAN URBAN INFRASTRUCTURE DEVELOPMENT RUIDP Phase-I (ADB Loan 1647-IND) & BISALPUR-JAIPUR WATER
SUPPLY PROJECT
Bisalpur-Jaipur WS Project of US$120m Single Point Responsibility ICB-Turnkey Project. This project includes a rehabilitation of
existing intake structure at Bisalpur, Raw Water transmission of 2400 mm MS pipeline of 8.4 km to Filter plant and pump
house, and a Clear Water transmission MS pipeline of 2100/2200/2300 mm 97 km to CWR at Balawala. Major involvement
was in: Preparations of pre-qualification documents, evaluation of pre-qualification applications; Review of design of MS

pipeline, process design of Water treatment plant, O&M of the entire system considering various other options on techno-
economic basis considering feasibility study conducted with PHED and actual present requirement of line agency;
Reviewed/checked ICB-Bidding Documents in accordance with ADB guidelines; and Evaluation of Technical and Financial
proposals.
REVIEWING DESIGN REPORTS AND BID DOCUMENTS: Review of Concept Reports, Detailed Design Reports, and Bidding
Documents prepared by DSCs for the various packages of different sectors especially packages of water supply sectors of all
the project towns; Checking of Specifications for various works involved and there Cost estimates of the packages as per BSR
and market rate analysis; Checking of Bidding Documents based LCB-IR, LCB-Turnkey, International Shopping procedures of
ADB; and Preparation of Bid Documents for procurement, installation, and maintenance of Domestic Water Meters and
Electromagnetic Bulk Flow Meters complete.
CONTRACT MANAGEMENT OF WATER SUPPLY PACKAGES: Responsible for various contractual matters, approval of drawings,
designs, approval of variations and final time extensions, progress reviews of water supply sector. Site visits for quality
inspections of civil works, witnessing sectional hydro-testing of water pipelines at specified pressures. Review and approvals
for deigns and drawings of reservoir, WTPs (Kailana-Jodhpur 60 MLD, Akelgarh-Kota 64 MLD, Beechwal-Bikaner 40 MLD,
Shobhasar-Bikaner 40 MLD, Nandeshwar-Udaipur 23.35 MLD, Teetardi-Udaipur 13.50 MLD) , discharge / efficiency
measurements at pumping stations, compliance of various guidelines issued by PMU through Construction Management
Circulars.
PROCUREMENT OF WORKS & GOODS: Involved in procurement activities for most of the packages under RUIDP. Evaluation
(technical/ price) of bids received for different packages based on single/two envelop system (Especially technical evaluation
of packages for WTPs, STPs, Pump-houses, and Tunnel & Procurement (IS) etc.); Preparation of detailed Bid Evaluation reports
for sending to ADB for final approval of bids.
CONSULTANCY SERVICES: Contract administration of DSC-II Package for Design & Construction Supervision Consultancy work
awarded to M/s Consulting Engineering Services (Pvt.) Ltd. for Kota, Ajmer & Udaipur.
JFPR-9021 SUBPROJECTS
RUIDP received grant of US$1.95m under Japan Fund for Poverty Reduction (JFPR-9021), through ADB, for Rain Water
Harvesting and Slum Development in Jaipur, Jodhpur and Bikaner cities. The project is being implemented by RUIDP through
various eligible NGOs/CBOs.
Major involvement was in:Evaluation of proposals and Preparation of Draft Agreement for various works (water supply,
sewerage, rainwater harvesting structures, CC roads, drains, solid waste management, etc.) in slum areas of Jaipur, Jodhpur &
Bikaner; Preparation of concept paper, Draft Contract Agreement & TOR for O&M of Innovative Mobile Computer Education
Program (Gen-Gyan) for imparting IT & Communication Skills to the children residing in slums & semi-urban areas based on
PPP* model; *(Approx. 6500 students are being benefited through this project. (Five Buses fully equipped with the IT infrastructure
have been donated by GENPACT under its CSR program. RUIDP under JFPR 9021 is providing the O&M cost and the Education Department has
provided trained faculty and has identified the target segment); Preparation of Guidelines for NGOs/CBOs for smooth execution of
various subprojects under JFPR; Implementation of subprojects through NGOs/CBOs in proposed slums.
The other involivement iclude:
GIS ACTIVITIES: Involvement in preparation of spatial and attributable database of infrastructure being developed by RUIDP of
existing utilities on digital base maps procured from NRSA in GIS environment. Establishment of Rajasthan Urban Spatial Data
Centre, a nodal agency, for GIS development.; TARIFF RATIONALIZATION: Worked on various models for drinking water tariff
rationalization; a prerequisite condition of compliance of loan covenants under Phase-I for loan approval of Phase-II. ;and
THIRD PARTY INSPECTIONS: Recruitment (LCS) and Contract Administration of Third Party Inspection Agencies empanelled by
