In 2010, the Government of the Republic of Moldova engaged in the e-
Transformation process to streamline the governance through intensive
use of ICT. For this purpose, in August 2010 the State Chancellery
established the public entity e-Government Centre - a team of
professionals with an innovative and systemic approach towards the
modernization of public services to bring the Government closer to the
Moldovan citizens.
On May 08, 2018, with the objective to consolidate data centers
operations in the public sector and rationalize the administration of the
information systems owned at the central level, the Government
enlarged the mandate of the e-Government Center and therefore,
changed its name into Electronic Governance Agency (hereafter eGA)1.
Nowadays, the eGA is a public entity subordinating to the Prime
Introduction Minister, serving as Chief Information Office of the Government of
Moldova, having become – in 10 years – a mature public institution
leading the Government agenda in e-governance, digital transformation
and modernization of administrative services. It enrolls a team of
approx. 40 high professionals envisioning a systematic approach
towards public services modernization and bringing, by such, the
Government closer to its citizens.
In November 2018, as a result of a thorough public administration
reform at the central level, the Moldova – Korea Information Access
Center (hereafter IAC or the Center) was relocated as part of the e-
Governance Agency of Moldova.

IAC has been operational for the last 8 years (established in 2012) and
recognized as one of the most promising ICT centers in Moldova. Since
its establishment until now, it has trained hundreds of students and
specialists, providing quality courses mainly in ICT and ensuring public
access to information and basic IT tools.
Having joined eGA, the Center became one of the long-term strategic
objectives of this institution and namely the IAC transformation into a
Center for Innovation and Training in Digital Governance. Current IAC
is foreseen to become a regional excellence center for IT in public
administration, preserving its main value as a major training center for
the public administration sector and also as one of the leading
collaboration platform for busines and non-profit organizations acting in
the IT area. A letter detailing this intention was addressed from the
Prime Minister of the Republic of Moldova to the Prime Minister of the
Republic of Korea, dated June 10, 2020, attached hereto for the ease of
your reference as Annex 1 and Annex 2.

Section II. Environment Analysis
1. Describe your country’s policy priorities in the field of ICT.
○ Describe in detail the national priorities and policies related to the development of ICT and what your organization is doing to achieved
those goals
Moldova Digital Strategy 2020 (approved based on Government Decision nr.857/2013) and its Action Plan are the
main policy documents that set up the priorities of the country for ICT development for a period of seven years. The
intention of the Strategy is to create by the year 2020 and further on an advanced information society, in which the
use of information and communication technology facilities, extended access to modern ICT infrastructure, rich
digital content and modern electronic services lead to the economic competitiveness, good governance and,
therefore, to the increasing of the welfare of the population.
The Strategy is structured on three pillars, each reflecting the most important issues of the sector with established
actions to fulfill the objectives.
Pillar I: Infrastructure and access – the improvement of the connectivity and access to the network;
Pillar II: Digital content and electronic services – promoting the generation of digital content and services. This is
the main Pillar where eGA is actively involved);
Pillar III: Capacities and the usage – enhancing the literacy and digital skills to enable the innovation and stimulate
the usage. This is the main Pillar where the future Training Center in Innovation and Digital Governance
(transformed from the current IAC) will be involved, particularly in Action 7.2. from the Action Plan „Development
of training modules for employees of public institutions in accordance with the specific use of ICT for the exercise
of professional obligations”.
Note: Taking into account that 2020 is the last implementation year of the current Strategy, the Government is
considering its extension for another couple of years, provided the acuality of its priorities.

Strategic Program for the Governance Technologic Modernization/ Government e-Transformation (approved
by the Government Decision nr.710/2011) is another extremely important policy document in the ICT area active at
the country level. The general objective of this policy document is to make the Government more transparent,
responsive, and perform better due to intelligent investments in IT and its massive use in the public sector. It
establishes the following specific objectives:
1) Modernization of public services through digitization and business process reengineering.
2) Optimization of government operations through interoperability, IT asset consolidation, and data reuse.
eGA is actively involved in the implementation of the necessary actions for the achievement of both of these
objectives. The special role of the future Center for Innovation and Training in Digital Governance (transformed
from the current IAC) is particularly seen for the completion of Action 4.11 of this Program - IT Capacity building
in public sector. It assumes that the Government has to equip public servants with the skills and knowledge
necessary to respond to the opportunities and challenges of the global knowledge-based economy. Government IT
capability is crucial to the improved delivery of public services and productivity in government operations. It means
new skills, knowledge and attitudes to be adopted as part of a new institutional culture for a connected, accessible,
IT-enabled government.

Action Plan on Modernization of Public Services Reform for 2017-2021 (approved based on Government
Decision nr.966/2016) is another strategic document that aims for modernization, multiplication and efficiency
improvement of public services provided to the citizens. The actions stipulated in this document focus on developing
information technologies in the public sector and increasing the number of electronic services, which will ensure a
transparent governance, responsive to people’s needs.
eGA is keenly involved in the fulfillment of the objectives set up in this document, being the major institution in the
Government responsible for public services reengineering and digitization. The future Center for Innovation and
Training in Digital Governance (transformed from the current IAC) will also play an important role in the
implementation of this document, it will serve as a unique Government platform ensuring various trainings to public
sector employees starting with business process reengineering, public services digitization, change management,
capability assessment and many others. The Center is also planned to host video sessions/shootings on the use of e-
governance products and platforms, as well as modernized public services with the purpose to boost the ICT literacy
of the Moldovan population at large. The video sessions will be broadcasted on the national TV Channels with the
largest national coverage.
2. Describe the current status of digital divide within your country and related
ICT Policies to address the issue.

○ Describe who is affected and the relevance of this project in addressing problems identified.

In the last decade the Republic of Moldova witnessed a rapid process of computerization of households and
the increase of Internet access. According to the 2019 National Survey on Perception, Assimilation and
Support by the Population of e-Governance and Modernization of Government Services
https://egov.md/en/resources/polls/national-annual-survey-2019perception-assimilation-and-support-
population-e , two out of three (64,7%) households in Republic of Moldova have a computer at home. Out of
this total, there are more people in the urban area who possess a computer at home – 70,4% and less in the
rural area – 59,8%. There is also a gap in internet access between urban and rural citizens – 86,1% of citizens
are connected to internet in the cities, while in rural areas, access drops to 74,5%. While the access to
information, electronic tools and internet in the country optimistically increases and positively impacts a high
percentage of population, the degree of knowledge about e-governance is relatively modest. Only 7,3% of the
respondents know details and 35,7% state that they have heard something about e-governance. The
remaining 57% admit that they had not heard about such concept. The degree of understanding e-governance
is also at limited parameters – only 19,9% of population understand it, while the rest 80,1% don’t. The little
knowledge about e-governance and modernization of public services is impactful on the level of trust of the
quality and safety of electronic public services. The range of population that trusts the quality and safety of
electronic public services varies between 25 and 45%.
Until 2016, when both internet access and computerization of households were less expanded, the operation
of IAC was absolutely crucial, as it was one of the few places where professionals, students, simple citizens
could come and get access to information and IT tools. In the past 4 years, witnessing the evolution of
internet penetration in the country and accessibility of IT tools from home to almost 2/3 of the population, it
became more and more obvious that the aim of IAC needs a significant change.
Nowadays, out of 688 public services included in a recently developed Nomenclature of Public Services
(approved based on Government Decision nr. 670/2020), 178 are e-services. They are accessible through a
single electronic governmental portal of public services https://servicii.gov.md/ The COVID-19 pandemic
situation fosters a continuous development of various electronic tools to allow distance interaction of the
citizens with the Service Providers and benefit of the service delivery.
Under such circumstances – with many changes happening over a very short period of time, especially using
applied ICT – require explanation, development of skills, computer literacy for a large quota of population.
Significant capacity building and enhancement of IT skills is also imperative at the level of Service
Providers. Young generation of high school pupils and students also need to enhance their abilities to operate
with the newest technologies and various platform applications that the state is offering at their ease.
In this regard, the transformation of the present IAC from a hosting and operating facility into a Center for
Innovation and Training in Digital Governance is extremely opportune. The new Center will contribute to
building the capacities of:
a) public administration staff in optimizing business processes in government agencies and organizations,
electronic service delivery, cyber security, electronic transaction security, etc.;
b) business representatives in using current and new e-Governance products;
c) young generation in applying Korean experience, knowledge and techniques in e-governance during
summer schools and involvement in various intercultural projects.
d) a special working flow of the new Center will be dedicated to raise the computer literacy of simple citizens
through the help of specialized video tutorials and TV programs that will be shot in the premises of the
Center using the new video technologies and computer the Center is planned to be equipped.
Section III. The Operation of the IAC

1. Describe any difficulties or issues regarding the operation of the IAC.

○ Describe in detail any problems or difficulties you may have had operating the IAC. If possible, state how the
maintenance project can help resolve these issues for your center.

Based on the results of 2019 National Survey on Perception, Assimilation and Support by the
Population of e-Governance and Modernization of Government Services described in the previous
section of the present document, it is obvious that IAC acting in the Republic of Moldova needs a
totally new concept for its activity that would considerably enlarge its primary scope (access and
information) and would go on a next, higher level, becoming a national and regional hub on
innovation and e-governance.
 In order to keep being a promoter of change and use of new technologies, as well as a vivid
example of the Korean fast and successful transformation due to innovation and e-
governance, the current IAC acting in the Republic of Moldova needs a new, modern
being, adapted to the present interest of the public administrations, business, young
generation and citizens.
 The Center needs a totally new concept to set long an short-term objectives for its activities
in the up-coming years, detail the most feasible options of their implementation, based on
the beneficiaries’ needs and inspired from the best practices in innovation and e-
governance around the world, especially those recorded by the Republic of Korea.
 The Center needs complete renovation for which the e-Governance Agency is taking care
of and secured sufficient budget for this purpose. Currently, the Center is being refurbished
according to a new, modern design to meet the needs of a future training hub and become
attractive to its beneficiaries. The refurbishment works are planned to be finalized in
January 2021. The design of the new Center is attached hereto for the ease of your
reference as Annex 3.
 The technological environment is constantly developing and it became – at least in the case
of the Republic of Moldova with a 5G technology in place – insufficient to offer just a
facility for information and internet access. Except for the new and modern being, the
Training Center in Innovation and Digital Governance should ensure impressive
innovative elements, basically through available new technologies and equipment to be
responsive to the needs of its beneficiaries of diverse categories. The existing outdated
computers and printers, need to be replaced with equipment of the latest generation such
as: laptops; printers, including 3D printer; projectors; smart boards; audio equipment,
including simultaneous translation devices; artificial intelligence, etc.
 The necessary equipment for ensuring video shooting and streaming is of special
importance for the new Center as it will produce tutorial and/or video sessions/shootings
on the use of e-governance products and platforms, as well as modernized public services
with the purpose to boost the ICT literacy of the Moldovan population at large. The video
sessions will be broadcasted on the national TV Channels with the largest national
coverage.

Section IV. Achievement of IAC

1. Describe the major ICT Project, ICT Training course, Seminar in the last three years

○ The achievements of the center are considered as the most important factor when selecting the candidate
organization for the maintenance project. Thus, describe in detail how your organization have operated the IAC in the
last three years.

IAC has been continuously open to public in the past years, with the exception of the last year
(2020), when the Center was almost all the time closed due to the Government of Moldova
restrictions imposed by COVID-19 pandemics and the start of the refurbishment works that are
still continuing at the time of writing the present Project Concept.
Until the end of 2019, IAC was recognized as one of the most promising ICT centers in Moldova
and proved its efficiency due to the following factors:
 Large numbers of beneficiaries trained;
 Variety of beneficiaries – public administrations, youth organizations, university students,
private sector representatives;
 Competitive pluri-dimensional and multi-cultural environment for the trainees;
 Centrally located facilities offered free of charge;
 Professional approach and openness of the IAC Administration team.
Since 2018, after IAC became part of e-Governance Agency, the Center impressively diversified
its range of hosting events and activities. Below, are shortly enumerated and described just a few
of them:
1. Korean IT, Culture and Language Summer School. The participants have IT lessons,
absolutely free, where they study the App Inventor program with the help of which they are
able to create new applications and make the first presentations in the Scratch software. In
the Korean culture sessions, participants learn the Korean alphabet, write and read in
Korean, decorate fans and play gongs. They also learn how to prepare kimbap and other
traditional Korean dishes, such as ddeokbokki and kimchi pie.
2. Various meetings for public administrations at management level.
Exemple: Integrating the Government Electronic Payment Service (MPay) with internet
banking services for legal entities discussed with 20 bank representatives during a working
meeting.
3. Important short and long-term trainings for public administrations.
Exemple 1: Security issues on software products design and implementation;
Exemple 2: Minimum cyber security requirements for public entities;
Exemple 3: Agile Project Implementation.
4. Resourceful workshops for public administrations.
Exemple 1: Business Process Reengineering from the perspective of the Service Providers;
Exemple 2: Mainstreaming social inclusion, civic participation and gender equity in the
reengineering and evaluation of public services;
Exemple 3: Application of the Change Management Methodology in the public sector
(specifically by the Service Providers).
All these categories of events were very impactful for the participants. These assertions are proved by
the positive and encouraging responses in the evaluation questionnaires that are being filled in after
each event.
Section V. The Maintenance Concept of IAC

1. Describe the desired maintenance concept of the IAC

○ Describe in detail the maintenance concept of the IAC and how it will improve or innovate the operation / how it
will address the current difficulties.

As shown in detail in Annex 3, the IAC established in the Republic of Moldova 8 years ago has
embarked into a thorough process of transformation from a facility for information and internet
access into a regional hub for training in innovation and digital governance.
Why a regional hub? Moldova recorded significant results in digital governance since the
establishment of the e-Government Center in 2010, later reorganized in e-Governance Agency.
The latter is a high capacity institution which put in place an enabling legal and regulatory
framework and established a robust world class ICT infrastructure, allowing for further public
modernization and enhanced service delivery.
Over the past years, several centralized platforms were implemented by eGA to facilitate a more
efficient governance and public service delivery, such as:
MCloud – government platform that consolidates the existing data centers at the central public
administration level and rationalizes their cost and efficiency though a single point of operation
and control;
MConnect – government platform for data exchange and interoperability;
MPay – government portal representing a consolidated mechanism for paying public services,
collecting taxes, duties, fines and other payments to the national public budget using available
payment tools;
MSign - an integrated, secure and flexible mechanism of various solutions for the application and
verification of the authenticity of the advanced digital signature by users.

Nowadays, Moldova is recognized as one of the best examples in Eastern and South Europe (and
not only) with a successfully developed IT infrastructure to promote the expansion of digital
governance. Eastern Partnership Countries, such as Armenia, Azerbaijan, Belarus, Georgia, and
Ukraine often visit the eGA from Moldova to collect and apply the best practices in the area of e-
governance and modernization of government services.
Why a training Center? The existing and newly-created digital tools that enable public and
private sectors, and simple citizens bring and utilize the government administrative services at a
click distance, involve considerable changes both in their application and delivery processes.
Service Providers staff, at times, need to adapt very quickly to new public service delivery – such
effort requiring comprehensive and continuous training. Change management, performance
frameworks, capability assessment – all these specific topics entail rigorous preparation and
practice.
The new Center for innovation and training digital governance is going to be an impactful
resource both for the staff working in the public administration, youth and students, and the
simple citizens for which the eGA is planning to record and broadcast video sessions on the use of
digital tools and on-line applications to government administrative services. Raising the IT
literacy of the Moldovan citizens is one of the long-term objectives that could be achieved with
the help of the transformed Center.

Section VI. Expected Results
1. Expected beneficiaries and benefits

○ Describe the target groups and beneficiaries anticipated to be reached by the proposed project Specify who the
main users are and their approximate number.

Target groups are University students (mainly Computer science majors) although we would welcome
whoever with interest in accumulating ICT knowledge. As the center has maintained 300 monthly users in
average for the past 3 years, at least 300 monthly users are expected.

○ Describe the expected outcome and benefits that will be achieved through the IAC project.
We expect, through maintenance, modern technologies and international collaboration to immerse in the
IAC and the university. Students will be given proper ICT environment to conduct their project and
experience
global collaboration with Korean ICT volunteers. We expect meaningful ICT projects (especially in the field
of 3D printing) to come out from the new IAC scheme we will have.
