LESSON PLAN 1.1


Lesson Topic:
1. General Guidelines of CDM
2. Formations of CDM

I. Introduction:
1. Good morning everyone, I am your instructor of the day. My name is Sol Calubaquib,
currently designated as PNPTI, assigned at Tactical PNCO and was assigned as assistant
PSDF at R1. I am a graduate of Bachelor of Science in Criminology on March, 2008 at
the then Cagayan Colleges Tuguegarao now University of Cagayan Valley. I also
graduated Masters in Public Administration on March, 2017 at St. Paul University,
Philippines. I passed the board on January, 2009.
2. The teacher will enumerate the objectives of the lesson:
A. understand the general guidelines of CDM;
B. apply the different formations in different situations;
C. observe appropriate procedures in the application of the different CDM formations.

II. Motivation:

The teacher will divide the class to four groups. The teacher will give an introduction on the
game which will be played by the group followed by its guidelines.
A tableau is a strategy which means “living picture”. This is a collaborative strategy is appealing
to kinesthetic learners and allows students to be creative while strengthening their
comprehension of a concept. The guidelines in this game are the following:
1. Students create a still picture, without talking, to capture and communicate the meaning
of a concept.
2. Students must truly understand the meaning of a concept or idea in order to communicate
it using physical poses, gestures, and facial expressions rather than words.
3. A timer will be set to give you a signal when to start and when to stop.
4. The winner is determined through the loudest clap.
Group 1 – Portrayal of how a barrio fiesta is held
Group 2 – Portrayal of how an arrest is being done
Group 3 – Portrayal of how a wedding is held following standards of the new normal
Group 4 – Portrayal of how a buy bust operation put into action

III. Lesson:
A. Overview of the Course:
In connection with the game, to come up with the correct “living picture” of the concept,
we are bounded by guidelines. As to CDM, under PNP’s Special Procedures, the PNP is also
bounded by general guidelines in which is a must and must be implemented especially on the
tasking of the PNP on maintaining the peace and order without interfering with the holding of a
public safety.
1. This course is composed of the following lessons:

A. The following are the general guidelines which we opt to follow:

a. A CDM contingent under the command of a Police Commissioner Officer (PCO) with
the rank of Police Senior Inspector or higher shall be detailed and stationed at least 100
meters away from the place where a public assembly is being held.
b. In the absence of any permit from the Local Government Unit (LGU) concerned, the
PCO in command should exert effort in persuading the demonstrators to disperse
peacefully and vacate the public place.
c. In lighting rallies or demonstrations, the Grand Commander shall exhaust efforts through
dialogue with leader/organizer for voluntary dispersal.
d. In case of failure, orderly dispersal to include apprehension of those responsible is
resorted to.
The teacher will let the students focus on the last guideline. It was reiterated in the last
guideline that should there be failure, proper apprehension must be taken into consideration. To
apprehend such failure, there are standard CDM Formations to be implemented.
B. The following are the standard CDM Formations to be demonstrated:

 Column Formation
 Single Formation; Double Line Formation
 Umbrella Formation
 Wedge Formation
 Double Wedge Formation
 Arrow Formation
 Box Formation

Instructor Note: The instructor facilitates the discussion on the General Guidelines of Civil
Disturbance Management Operations and demonstrates the different standard formations of
CDM.

Practical Exercise:
The learner shall be grouped according to their company. Follow the guidelines of the
game Tableau and portray a “living picture” that may depict the following concepts showing the
different formations of CDM:

Campaign Rallies
Public Meetings
Celebrations/Gatherings

IV. Summary:
The teacher will give a summary on the topics discussed through giving reiteration on the
last guideline to the participants. The learners are asked on the different civil concerns that the
different formations may be applied to. Examples may be the following:
 Violence in political demonstrations.
 Planting explosives at campaign rallies or public meetings.
 Attempts to physically disrupt public meetings.
 Prevention of free access to disputed areas through road blocking.
 Possession of firearms in or around a public meeting.
 Attacks on dwellings of ethnic groups.
