How can it be done?

 Need to empower KVDA to act as "integrated landuse and


transport authority" ( present KVDA act implies this, only
regulation needs to make it explicit by cabinet decision)
 Emphasize on 'Land' as important basis for accelerating and
optimizing investment in infrastructure
 Focus on Land Banking, with connectivity to Transport and
Disaster Resilience is required.
 Land Management [3750.19 ropanies] – Public Assets Creation
[7500 crore @ 2 crore per roapni]
 Land constraint directly affects the urban infrastructure development
cost
How can it be done?

 Present Land Pooling Regulation needs to be modified to


facilitate 15 to 25 additional land take for "GoN/KVDA/Local
Bodies" assigned purposes to ensure advance financial
participation by "agencies with adequate resources"
 Urgent need for preserving public land parcels for pre and post
disaster needs and utilization of such areas as urban parks
 Government of Nepal needs to contribute 100% for land
management and infrastructure development.
 KVDA to use its regulatory authority to define transport corridor
for planned transport network system with full Political and GoN
support.
 Assess the investment cost of urban infrastructure development
projects both with and without planning
Conclusion:

 Investment in Urban Infrastructure should follow the Physical


Development Plan, thus reversing the present trend of "Infrastructure
follows Urban Planning/ development"
 Coordination among agencies should start from planning
 Important to emphasize on promoting evidence based decision –
learning from the past
 Government needs to contribute 100% for land management
 Assess the investment cost of urban infrastructure development
projects both with and without planning
 Present regulation for land development practices, land pooling should
be revised to encourage the investment from Government/ Public and
private sectors
 Achievement in present Road Widening projects in KV could be further
justified by encouraging investment in Mass Rapid Transit System –
CONSTRUCTIVE CONSTRUCTION
