The data is clustered in the limit 22.2 to 22.5 , with data including the upper limit and
not including the lower limit of the bin that is in the bin 21.6 to 21.9 , the limit is
greater than 21.6 and less than and equal to 21.9 , the same logic applies to all the
bins. Minimum data falls in the extreme 2 bins.

the center of the data hence the center is same for either it be a quartile of median or
50th percentile hence the value for the data is the same.
