I. WHO WE ARE
A. FIRM OVERVIEW

Schnabel Engineering was founded in 1956 by Jim Schnabel. Today, Schnabel


Engineering, with our subsidiary Lachel Felice & Associates (LF&A), is an employee-
owned company offering highly specialized services in geotechnical engineering,
geostructural design, dam engineering, tunnel and underground engineering,
environmental and applied geoscience services, construction monitoring, and resident
engineering services through 20 locations throughout the United States. Schnabel plays
an important role serving clients in both the private and public sectors.

The firm's focus is on solving problems related to the earth and the environment.
Schnabel provides a full range of geotechnical and dam engineering services including
subsurface explorations, soil testing, engineering analysis, design recommendations, and
construction phase services. Services also include concrete and steel testing,
environmental assessments, wetland delineation, and environmental remediation design.
LF&A specializes in geostructural design for large infrastructure projects including
bridges, retaining structures, tunnels, and related facilities. Schnabel and LF&A provide
detailed design recommendations, complete plans and specifications, construction
drawings, and resident engineering services, offering continuity from design through
construction.

Schnabel's wide variety of projects include buildings, dams, airports, highways and
bridges, subways, tunnels, port facilities, and government facilities.

B. OUR PEOPLE

Schnabel’s multi discipline staff of almost 400 includes geotechnical, geostructural, and
civil engineers, hydrogeologists, hydrologists, geophysicists, geologists, wetlands
specialists, vibration analysts, and construction inspectors. LF&A’s multi-discipline staff
includes geotechnical, structural, mining, electrical, and tunnel engineers, as well as
geologists and grouting and construction specialists. More than 150 of our employees are
registered professional engineers or scientists. Most of our project managers hold
Doctoral or Masters Degrees.

A. GEOTECHNICAL ENGINEERING

Geotechnical engineering is Schnabel’s traditional core practice. Today, Schnabel is one


of the largest geotechnical engineering firms in the Eastern United States and among the
top ten largest geotechnical engineering firms in the country.

Representative geotechnical engineering projects:

Edison Bridge, Perth Amboy, New


Jersey: Geotechnical engineering
services for seismic analysis; foundation
design recommendations for piers,
abutments, MSE walls, and retaining
walls; and recommendations for
earthwork. Subsurface exploration
included test borings on land and water,
seismic cone penetrometer testing,
dilatometer testing, field vane shear
testing, and undisturbed sampling using a
piston sampler. Scour impacts on the
lateral and uplift capacity of the main pier
foundations were evaluated. Large diameter driven
pipe piles with ultimate capacities ranging from 700
to 1200 kips were selected.

Norfolk International Terminal, Norfolk,


Virginia: The site is underlain by miscellaneous
fill, and up to 55 feet of soft alluvial clay. Because
the new wharf project was fast track, a surcharge
with wick drains was installed to enhance
settlement, and reduce construction time.
Approximately 2,300 piles were needed. Schnabel
recommended 18 and 24 inch square precast
concrete piles, and 36 inch precast
concrete cylinder piles, with
capacities of 175 to 275 tons,
respectively. Schnabel monitored
standard pile load tests, and provided
Pile Driving Analyzer tests on selected piles.

Cherry Island Landfill, Wilmington, Delaware: Schnabel evaluated


stability of the landfill that had been constructed on 342 acres of
marshland and dredge spoils up to 80 ft deep. Schnabel developed
recommendations for revised filling stages and additional ground
improvement to allow an expansion of the landfill facility.

B. GEOSTRUCTURAL ENGINEERING

Traditional geotechnical engineering practice typically is limited to evaluation of


subsurface conditions and development of foundation, earth pressure, pavement, and
earthwork recommendations. However, as our clients began to develop difficult sites and
adaptive reuse of urban facilities, Schnabel became the resource for development of
special geostructural solutions to difficult problems. Schnabel is among the very few
geotechnical engineering firms that have not only geotechnical engineering capability but
also the depth of structural engineering capability and the experience to complete these
complex designs.

Representative geostructural projects:

Mercy Health System Project, Conshohocken,


Pennsylvania: The corporate offices and parking garage
were constructed on a steeply sloping site. With only 30
feet between the office buildings and the garage, a 30 foot
vertical change in grade had to be accommodated. Schnabel
designed a 30-foot high, near-vertical MSE retaining wall,
at significant cost savings. Due to the highly variable and
pinnacled rock conditions beneath the garage, deep
foundations were not considered to be a cost effective and
constructible foundation alternative. Schnabel
recommended low mobility grouting beneath strip
foundations that were constructed successfully.

Exton Mall, Exton, Pennsylvania: The $125 million


expansion of the existing Exton Mall included a second
floor addition over the existing mall. Schnabel’s design
included about 900 150-ton micropiles to increase
foundation capacity. Many micropiles had to be installed
inside the mall with limited headroom (see picture).
Micropiles were installed to depths between 20 and 140 ft to
reach suitable bearing zone in the erratic karstic (limestone)
bedrock. The Exton Mall project was the winner of the
2001 Delaware Valley Notable Engineering Achievement
Award.

Driscoll Bridge, Middlesex County, New


Jersey: Working for the general contractor
for the Driscoll Bridge, Schnabel provided a
range of geostructural engineering services.
We performed dynamic testing of driven
piles; reviewed Osterberg cell load tests on
the rock-socketed drilled shafts; and
designed the 1,500-kip load test frame, sheet
pile excavation bracing, and the lifting
system for the 100 ft long drilled shaft
reinforcing cage. The lifting system we
designed included a cradle consisting of two
Vierendeel-type trusses, complex structural elements.

C. DAM ENGINEERING

Schnabel’s dam engineering services include analysis, design, and construction support
of all types of new dams and the rehabilitation of existing dams. Schnabel has become
one of the preeminent dam engineering firms in the United States. Our dam engineering
disciplines include hydrology and hydraulics, geotechnical engineering, structural
analysis and design, and construction engineering.

Our services on existing dams range from periodic visual inspections of dams to
providing design and construction services for upgrading, expansion, or removal. Our

Dam Inspections
It is important to regularly monitor the condition and performance of dams to identify
deficiencies and changing conditions that need to be monitored, maintained or remedied.
Dam inspections generally consist of a visual assessment of the project structures to note

Representative dam engineering projects:

Lake Raleigh Dam, City of Raleigh, North


Carolina: The Lake Raleigh Dam is an
earthfill dam with concrete spillway that failed
during Hurricane Fran in 1996. Schnabel
provided investigation, design, and
construction oversight for the reconstruction of
the dam. The primary design tasks included
hydraulic modeling and structural design of the
new spillway to increase capacity and enclose
the existing spillway. Schnabel developed
construction drawings and technical
specifications, assisted the state in
evaluating bid proposals, and
provided observation of
construction activities.

Hickory Log Dam, Cobb County, Georgia:


The Hickory Log Dam is a new 170-foot high
dam approximately 1,000 feet long. The roller
compacted concrete (RCC) dam will be the
largest non-federal dam in Georgia.
Schnabel’s site investigation included borings
and geophysical surveys to verify subsurface
conditions between boreholes. The design for
the selected RCC gravity dam required
consideration of the deeply weathered rock on
both abutments; variable rock depths; unique
valley topography with extensive rock
outcroppings on one abutment; foundation
seepage concerns due to weathered rock and a
narrow ridge line on one abutment; water
supply and quality issues; RCC facing
systems; and design of a spillway with
converging training walls.

D. TUNNEL AND UNDERGROUND ENGINEERING

Schnabel and LF&A provide a broad range of tunnel and underground engineering
services from feasibility studies to final designs, specifications, cost estimates,
instrumentation, and construction management for the mining industry, government,
public utilities, contractors, and larger engineering firms. Schnabel and LF&A services

Representative tunnel and underground engineering projects:

Plateau Creek Pipeline Tunnels, Grand Junction,


Colorado: LF&A provided a feasibility-level tunnel design
and initial cost estimate and the intermediate and final
designs for the tunnel portions of the project including plans
and specifications and the engineer's estimate for the tunnel.
During construction, LF&A provided a resident engineer and
senior tunnel inspector.

Austin Clean Water Program, Austin, Texas: LF&A is


providing resident engineering and construction management
service for three major tunnel projects for the Austin Clean
Water Program. The Barton Creek Lift Station Relief
Tunnels, Section 1 and 2 projects consist of 1,700 LF of 91
inch soft ground tunnel and 1,530 LF of 97 inch tunnel.

E. CONSTRUCTION SERVICES

Schnabel provides a full range of geotechnical and materials testing and monitoring
services during construction, providing experienced personnel to observe the contractor's
work to confirm that the work observed was done in accordance with the intent of the
design and specifications. Construction monitoring and testing services are an integral
part of our design services on geostructural design projects and for dam, tunnel, and deep
excavation projects. By having our personnel on site we can identify changes in the site
conditions so that design modifications can be made in an efficient manner, minimizing
construction delays.

University of North Carolina Graduate Engineering


Research Building, Charlotte, North Carolina: Schnabel was
the Special Inspector and provided construction observation and
materials testing services for the three-story, cast-in-place
concrete structure has approximately 100,000 square feet of
research facility. As the Special Inspector agent for the project,
Schnabel provided the full-range of special inspections testing
required under the IBC Building code. Services during
construction included performing observations of foundation
construction and materials observation and testing services.

Virginia: Schnabel provided
construction testing services for the
parking deck and stormwater
management basin at the University of
Virginia’s Health Sciences Center.

observation of drilled shaft subgrades
and associated concrete testing,

F. NONDESTRUCTIVE EXAMINATION

Our subsidiary, Schnabel NDE Services, Inc., provides a full range of Nondestructive
Examination (NDE) services on a wide range of projects including bridges, buildings,
pipelines, machinery, rail cars, tanks, industrial process equipment, and power systems.
Schnabel NDE Services, Inc. staff includes NDE Level I, II, and III professionals. Our
technicians are certified in accordance with the American Society of Nondestructive
Testing (ASNT) TC-1A and the American Welding Society (AWS).

Nondestructive examination techniques used by Schnabel NDE Services, Inc. include:

Representative nondestructive examination project:

River Road Gas Regulator, Richmond, Virginia: The project


included installation of a high pressure natural gas line regulator and
gate station, along with the replacement of approximately 1,000 feet
of 4-inch diameter transmission line. Schnabel was initially
contracted to inspect the welds at the regulator station using various
NDE methods. The contractor then discovered that the existing
welds were visually unacceptable and that a rupture of one weld had
occurred. Schnabel then conducted a failure analysis of the ruptured
weld and recommended the replacement of the line to preclude
future failures.

G. OWNER SERVICES

Schnabel and LF&A support Owners in all stages of the project. In Construction
Management, we represent the Owner during the bidding process and on site during
construction. We represent the owner in construction disputes providing an in-depth
analysis of ground related claims and construction practices utilizing our experience and
expertise in the technical field, be it geotechnical engineering, dam engineering, or our
other technical practice areas.
Project Management and Risk Assessment
Our systems approach to project management integrates the key elements of planning,
contracting, and execution that provide our clients a means to manage and mitigate
business and technical risk while providing a sound basis for making defensible
decisions. During project planning we work closely with all parties to review overall
project management and controls, cost and schedule, contractual relationships, and
technical design and construction practices.

Schnabel’s special capabilities in the geosciences complement our practices in

Airport improvements include an
underground automated people mover
system requiring cuts of up to 50 feet.
Schnabel developed detailed designs and
specifications for excavation support,

I. ENVIRONMENTAL SERVICES

Schnabel’s environmental practice spans a wide range of needs. We perform Phase I and
Phase II Environmental Site Assessments, which are essential services on virtually every
project. Beyond that, however, Schnabel specializes in providing cost-effective
Remediation Design solutions to environmental problems. Through an understanding of
regulatory requirements and personal working relationships with regulators, we have
successfully negotiated solutions to environmental problems minimizing the economic
impact of potentially adverse environmental conditions. Our objective is to achieve
resolution of environmental issues in the most cost effective and timely manner for our
client.

Representative environmental services projects:

Groundwater Assessment and Remediation,


Tupelo, Mississippi: Schnabel performed a site
characterization study to complete the on-site
and off-site delineation of a contamination
plume. We delineated the plume and installed
permanent monitoring wells in one mobilization.
An aquifer test indicated that recovery wells
were not suitable for plume recovery and
control. Instead, we designed a reaction trench
to intercept the plume. Contaminants are
removed via air sparging and biodegradation.
We prepared design documents and bid
packages, provided construction monitoring
services, and are providing long-term ground
water monitoring services.

Washington Nationals Major League
Baseball Stadium, Washington, D.C.:
Schnabel is providing site
characterization and remedial design for
contamination for the new Washington
Nationals Major League Baseball
Stadium. The site is composed of
several parcels that have been used for
industrial, commercial, and residential
purposes since the 1700s. The site has
been contaminated by various petroleum
hydrocarbons, volatile organic
compounds, and lead and leaking UST
sites are known to have had significant
petroleum releases in the past.

Schnabel’s responsibilities include


overall coordination of
environmental regulatory
programs and issues, including
Hazardous Waste Management,
Groundwater, Stormwater, and
Surface Water Quality, and UST
Management. We performed
additional site characterization to delineate contamination and developed a Cleanup
Action Plan (CAP). Schnabel is providing on-site construction support to monitor
environmental compliance.

J. SUSTAINABLE GEOTECHNICS

Innovative use of non-traditional geomaterials in earthwork construction can create win-


win solutions with significant cost-savings. Large civil engineering fill projects
(warehousing, commercial/industrial, stadium, airport and cargo terminals) need large
quantities of suitable fill materials. At the same time, there is an urgent need to create
beneficial reuse for industrial byproducts and recycled materials. Schnabel's extensive
knowledge and experience with non-traditional geomaterials serves both site owners and
materials suppliers by identifying opportunity for material substitutions at all stages of
the project – during site cleanup or demolition, again during the preliminary design
phase, and finally during construction.

Schnabel applies environmentally sensitive sustainable green design principles as a

Beneficial Use Studies for the U.S.


Army Corps of Engineers
(USACE), Philadelphia District:
These studies involved the blending
of crushed glass (CG) from
Philadelphia curbside collection
with dredged material (DM) from
Fort Mifflin Confined Disposal
Facilities (CDFs) to investigate the
feasibility of using the CG-DM
blends as landscaping, embankment,
and structural fill materials.
Schnabel developed the laboratory and field research programs to demonstrate the
constructability advantages of this beneficial reuse of CG-DM blends, and spearheaded
subsequent outreach and publications for USACE.

K. GEOGRAPHIC INFORMATION SYSTEMS (GIS)

Schnabel’s Water Resources, Dam Engineering, Geotechnical Engineering, Geophysics,


and Wetland service areas routinely utilize our GIS capability to access, analyze,
visualize, and organize projects on several levels. GIS is use to:

♦ Model source water impacts by identifying pollution sources, their distances


from the source water, and estimating the amount of time it would take for the
pollutant to reach the source water.
♦ Generate inundation maps and design escape routes for dam breach analyses.

♦ Analyze instrumentation data on large sites and graphically represent the
measurements taken by those instruments to show changes due to placement of
fill and settlement.
♦ View multiple intersecting geophysics electrical resistivity profiles in three
dimensions to analyze belowground information.
♦ Visualize compaction grouting in three dimensions.
♦ Present relatively simple data such as location maps, topographic maps, soils
maps, and watershed maps, such as to automatically delineate a watershed.

Representative GIS project:

Cherry Island Landfill, Wilmington, Delaware: As part of


our geotechnical engineering services, Schnabel reviewed and
assessed geotechnical and groundwater data collected over the
past 15 years by many different consulting firms and agencies.
We then developed a site-wide three-dimensional
geotechnical geographic information system (GIS) database
for the facility. A relational database management system
was developed to manage the vast data. This GIS system
permitted a far more detailed analysis of geotechnical issues
than otherwise would have been possible. Schnabel was subsequently awarded the three
year instrumentation monitoring contract for this facility as a continuation of our ongoing
assessment of the site performance, adding new subsurface information to the GIS
database.

L. NUMERICAL ANALYSIS AND MODELING

Through our numerical analysis and modeling capability, Schnabel can provide
specialized technical service not typically found in a geotechnical engineering firm.
Numerical analysis can provide benefits to:

Numerical analysis extends the level of complexity that

C. INTERNATIONAL PROJECTS

The US State Department has an aggressive program for new embassy construction
around the world. Schnabel has provided geotechnical engineering or environmental site
assessment services on over 50 embassy and consulate projects throughout the world,
with a constructed value of over $1 billion. Locations include Central America, South
America, Africa, Europe, Oceania, and Asia. These projects have been carried out both
for the State Department Overseas Buildings Operations (OBO) office during project
planning and for design-build contractor/architect-engineer teams for final design and
