I- Introduction
1. Cambodia Profile
• Location : Southeast Asia.
• Area : 181,035 sq Km.
• Borders : Laos 541km, Thailand 803 km and Vietnam 1,228 km.
• Capital City : Phnom Penh (Over 1Million of Population)
• Population : Approximately 14 million. (2005 estimate)
• Coastline : 435 km.
• Climate : Tropical; rainy, monsoon season (May to November); dry season ( December to April)
• Average Temperature : 27.6 0 c ( 81.70 F)
• Languages : Khmer (official) spoken by more than 95 percent of the population, including minorities;
some French still spoken; English increasingly popular as a second language.

• Ethnic groups : Khmer 90 percent, Vietnamese 1%, Chinese 3%, and hill tribes and Chams 6 percent.

• Prime Minister : Samdech HUN SEN
• Terrain : Mostly low, flat plains; Mountains in southwest and north.

occasional droughts.
• Currency : The Currency of Cambodia is Riel.

• GDP (Gross Domestic Product) : USD 6.3 bil (2005)

II- Oil and Gas activity in Cambodia


 Petroleum legislation

 Oil and gas exploration and production activities are regulated through
the Petroleum Regulations, which were adopted in September 1991, and
the terms and conditions of the individual petroleum agreements for oil and
gas exploration and production negotiated with International Oil companies.
The petroleum agreements were negotiated with the international oil
companies on the basis of an existing Cambodia model petroleum
agreement which was prepared in 1991. However, this model agreement
requires further review and amending to increase the attractiveness of
Cambodia for oil and gas exploration by international oil companies and
optimize the allocation of risks and rewards associated with oil and gas
exploration and production between the Government and the concerned
international oil company.

II- Oil and Gas activity in Cambodia


 Petroleum legislation
 Based on the some discovery of oil and gas in 1993-1997, Government of
Cambodia proposes a draft petroleum law and regulations for implementation
which will cover all aspects of oil and gas exploration and production. That’ s
why the MIME consulted and discussed with all concerned Government
Ministries and private oil companies the requirements of a petroleum law and
corresponding regulations for its implementation which will promote and
regulate oil and gas exploration and production in Cambodia.
 After CNPA established in 1998 by the Royal Decree, ADB provided technical
assistance through which a draft Petroleum Law was prepared by consultants,
but it has not been adopted by the Government.
 CNPA uses a model petroleum production sharing contract draft with
assistance from a well known Australian law firm, Allens Arthur Robinson.
 CNPA still consults and discusses with all concerned Government Ministries
and private oil companies the requirements of a draft petroleum law and
review the regulations or decrees; model contract, based on production
sharing agreement; and petroleum revenue management.

II- Oil and Gas activity in Cambodia


 Data Management Policy and Strategy

 Manage the national petroleum data base, including geological and geophysical maps,
magnetic tapes, seismic data, well log, cores data.
 Review and analyze the geological and geophysical data submitted by the various oil
companies which are involved in offshore and onshore oil and gas exploration activities;
 Review and analyze the present capability of CNPA with regard to review and storage of
these data and identify the constraints for CNPA to adequately monitor and supervise the
operations of the oil companies.

 History of petroleum database management


 In Cambodia, data management develops from the exploration side of operations
 At CNPA a large part of the exploration data was handled by contractors and Operators
rather than in House.

Now Chevron and PGS have developed Oil and Gas database
including a Computer programs ( SMT, Arc GIS…) will give CNPA staff
to access to the geological, geophysical and other data provided by
the Oil Companies and enable them to carry out a general
interpretations.

IV- Conclusion
• We think that the key points from the CCOP natural gas metadata
design and structure may assist the CNPA in development of oil and
gas metadata design and structure.
• CNPA hope that this workshop will provide best opportunities for
CNPA’s staff to learn and benefit from the experiences of CCOP
Member Countries with the respect to the Metadata standard for
enhancing the CNPA oil and gas Database Metadata.
• CNPA would like to extend its sincere thanks to the CCOP and CCOP
Technical Secretariat in organizing this workshop and also thanks to
the Ministry of Land and Resources of China for the official invitation.
