HOD (Jamshedpur Power Services)

A. Responsibility & Authority

1) Will be accountable for the overall administration, evaluation, and implementation of


policies, systems and solutions relating to Jamshedpur operations.
2) Will monitor, control and direct the timeliness and quality of outputs as well as
compliance with all technical and administrative criteria of daily operational activities of
the department, and build contractors and provide direction.
3) Will be responsible for the preparation, approval and management of the departmental
operating and capital expenditure budget by monitoring variances and taking corrective
actions.
4) Manage performance levels of the department against set deliverables.
5) Develop & monitor the operations planned to achieve organizational objectives.
6) Evaluate processes & department strategic plans & take corrective actions as
necessary.
7) Prepare detailed forward works plans for the Jamshedpur operations in consultation with
the Divisional Head (General Manager-Power).
8) Work closely with the Design & Procurement to identify conceptual and practical options
for procurement of the design and delivery of each proposed (traditional versus design
and construct)
9) Promptly provide complete and accurate financial and non-performance results (against
any performance targets listed in the company’s Asset Management Plan, Corporate
Plan and any other performance criteria within the assigned area of responsibility),
throughout the year and for the MIS and the Annual Report
10) Collate and submit monthly MIS updates for operations & project works relating to
Jamshedpur operation.
11) To control and effectively manage all the sectional operations.
12) Establish and adjust the resource levels to achieve organizational targets and objectives.
13) Lead in the recruitment and selection of operational staff for the department.
14) Ensure all plans & processes are in place to enable organizational operations & projects
to be completed on time, within budget, as per specifications and company’s policies.
15) Makes and or approve major operating, engineering & maintenance decisions.
16) Anticipate and devise solutions to meet the department future requirements.
17) Identify technological resources and evaluate them for accuracy and suitability.
18) Maintain and promote safe and quality practices and procedures.
19) Prepare and submit reports to the Management on a variety of matters relating to the
delivery, cost & as well as maintenance works.
20) Contribute to the formulation of, participate in the preparation of, and participate in
regular training relating to a Business Continuity Plan and an Operations Recovery Plan.

22) Direct the delivery of the approved jobs/works for Jamshedpur operations through
delegation.
23) Monitor & provide support and guidance to the operational activities of the department;
reviewing systems and processes to accommodate the demanding operational
environment.
24) Review all planned work within the department and provide advice and guidance to the
team to ensure work is coordinated and executed in a logical manner.
25) Manage, coach, mentor, motivate and lead the employees of the department to develop
a supportive self-managed team-based culture whose combined aim is the successful
completion of the work and employee development.
26) Manage matters such as departmental leave scheduling, performance management,
manpower rationalization and employee training needs.
27) Lead in the assessment of the training needs of employees and establish training
program accordingly.
28) Review and approve the contract scope, tender and contract documentations for the
procurement of professional services and projects.
29) Provide direction on contract administration and performance management of electrical
contractors.
30) Audit or peer review and approve as appropriate, concept designs, project estimates,
construction & maintenance contract documents and works monitoring tools against
service levels, standards and value for money.
31) Monitoring the performance of contracts and initiating actions, as needed, to maintain
quality, safety, timeliness and value for money of deliverables.
32) Evaluate and approve contract variation and time extension claims and approve capital
& maintenance works contract.
33) Ensure stakeholder approval of project completion and handover of works.
34) Develop a Communication Plan for the approved capital & maintenance works and
ensure adequate consultation with affected stakeholders when proposed works are likely
to impact them.
35) Achieve the organisational vision by establishing clear objectives and empowering the
section heads to achieve set deliverables.
36) Define the work/problem in broad terms empowering the managers to establish
objectives and share accountability.
37) Effectively manage the performance of employees to ensure business objectives and
stakeholders requirements are met.
38) Establish and adjust the resource levels to achieve organisational targets and objectives.
39) Provide professional and technical advice to Management and Executive Team.
40) Provide input on strategies for the development of infrastructures & respective services
in the department.
41) Maintain current knowledge of new and emerging technology to ensure optimal
application in the workplace.
42) Liaise with other Utilities to ensure compliance with all regulatory requirements.
43) Provides input into preparation of the Annual Plan and Corporate Plan.
44) Ensure that all actions of the organization and its contractors and other agents are at all
times within the law. Ensure that all actions are within such powers as may have been
delegated by the company
45) Compliance at all times with the company’s Procurement Plan, Contracts Management
Policy, Asset Disposal Policy, Complaints and Requests for Service Policy and all such
other policy decisions that the appointed Authority may make.
46) Full compliance with the adopted risk management framework within the area of
responsibilities.
47) In all decision-making (at all levels) identify all reasonably practicable options for
achieving the objective of the decision and assess the economic, environmental and
social impacts of each option in order to identify the preferred option.
48) In all work relating to the particular area of responsibility be satisfied that value for
money is being achieved – and that the company assets are being managed in the most
effective, efficient and optimized way possible – in a manner that will ensure
preservation of their long term service capacity and integrity.
49) Protection of the Authority’s intellectual property rights and its reputation.
