A RESOLUTION CONDEMNING THE PRESENCE AND ACTIVITIES OF THE CPP-

NPA-NDF (GABRIELA, KABATAAN, BAYAN MUNA, KARAPATAN, ANAK PAWIS,
ANAK BAYAN, DAGAMI) AND DECLARING THEM PERSONA NON-GRATA IN
BARANGAY BATAL, SANTIAGO CITY, REPUBLIC OF THE PHILIPPINES.

WHEREAS, Article II of the 1987 Constitution provides for the maintenance of peace
and order, the protection of life, liberty and property and the promotion of the general
welfare are essential for the enjoyment by all the people of the blessings of democracy.

WHEREAS, EO 70 entitled Institutionalizing the Whole-of-Nation Approach In Attaining

Inclusive and Sustainable Peace, Creating A National Task Force to End Local
Communist Armed Conflict, and Directing the Adoption of A National Peace Framework
was issued by PRRD on December 04, 2018;

WHEREAS, DILG MC No. 2019-125 issued on August 06, 2019 provides for Guidelines
for the Local Government Units in the Implementation of Executive Order No. 70, S.
2018 for operationalization at all LGU levels within their respective jurisdictions.

WHEREAS, the people of Barangay BATAL detest any gruesome incidents brought by
clash of two opposing forces where the civilians become unnecessary victims
endangering their lives, liberties, properties, and their general welfare to the
curtailment of enjoying the blessings of democracy.

NOW THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED that the Peace

and Order Committee of Barangay BATAL, Santiago City, Republic of the Philippines
condemns the presence and activities of the CPP-NPA-NDF (GABRIELA, KABATAAN,
BAYAN MUNA, KARAPATAN, ANAK PAWIS, ANAK BAYAN, DAGAMI) and declaring them
Persona Non-Grata.
