Chapter 1: The Project

Madurai to Kanyakumari Section is a full-access controlled highway that interconnects Major National


Highways around Madurai-Kanyakumari, covering a distance of 243.170 Kms from Samayanallur via Tirunelveli
and it ends at Kanyakumari on NH-44 (Old NH-7). Constructed as part of the National Highway Development
Project to decongest the city of transiting vehicles, the highway interconnects NH-49E, NH-45 and NH-7A and it
covers five Districts Madurai, Virudhunagar, Tuticorin, Tirunelveli and Kanyakumari.

Madurai to Kanyakumari highway section is a part of National Highway No. 44 (Old NH 7) in the State of
Tamilnadu. It is one of the Projects comprising of 9 National Highway stretches (Bundle-3) on Toll Operate
Transfer (TOT) Mode.

The Site of the four-lane divided Project Highway starts at Km.52.300 of NH-44 (Old NH 7) and ends at Km.116.500
of NH-44 (Old NH 7) in the State of Tamil Nadu. Having a user fee toll plaza at Km.75+280. The total length of
Project Highway is 64.2 Kms. This project will be for Toll, Operation, Maintenance and Transfer from Km.52.300 to
Km.116+500.

Chapter 2: The Concessionaire

2.1 Scope of Work


The scope of work includes Tolling, Operation, Management, Maintenance and Transfer of the Project Highway
during the Concession Period in accordance with the provisions of the Concession Agreement.

2.1.1 Operation Management


The Concessionaire is operating one toll plaza at Km 75+280 that houses the operation management staff, all
necessary equipment, accessories, servers, software and other communication devices. The main objectives are to
collect and record the traffic data on regular basis, counting and classification of the vehicles and collection of user
fees from the vehicles passing through the toll plaza.

2.1.2 Maintenance Management


The Concessionaire is also administering the maintenance management of the Project Highway and the other
facilities through an experienced staff. Also, the maintenance management team monitors different maintenance
aspects (detailed below), through its mobile units patrolling on a continuous basis throughout the project corridor.
The maintenance team is primarily looking after the following maintenance aspects as per the maintenance
schedule laid down in the Annual Maintenance Programme.

2.1.2.1 Highway Maintenance
The objective of (project) Highway Maintenance is to maintain the safety, durability and functionality of the
(project) highway throughout the concession period. This contains regular Routine and Preventive Maintenance
for the corridor carriageway and project facilities. Broadly, it will include maintenance of the carriageway, road
furniture, buildings, crust, shoulder, slopes, side drains and cross drainage works.

2.1.2.2 Incident Management


The Incident Management is aimed to take immediate response measures to any incident occurring on the
corridor. Route patrols and surveillance, first aid, basic ambulance assistance, cranes and road safety works are
part of these services.

2.1.2.3 Environment Management


The basic objective of Environment Management is to preserve and protect the compatibility of the road system
with the environment. The activities related to this are project horticulture including requisite planting and
maintaining of existing trees, plants, shrubs and other suitable vegetation in the median and right of way.
