Bilang Iskolar ng bayan nakaatang sa atin ang pananagutang

magmulat ng mga kaisipan hinggil sa mga usapin sa pamantasan
at sa lipunan. Subalit sa mga nakalipas na taon ay nalilimita sa
kilos-protesta ang pagtupad sa nasabing tungkulin. Ito’y sa
kabila ng pagkakaroon ng iba pang pamamaraan na mas
makahihikayat sa mga mag-aral na makilahok at makisangkot.

Kinikilala natin ang pagsasagawa ng demonstrasyon bilang
pinakamabisang paraan ng pagpapakita ng pagkakaisa ng mga
mag-aaral sa pagkilos tuwing magkakaroon ng mga usapin.
Ngunit kapansin-pansin ang pagbaba ng bilang ng mga mag-
aaral na lumalahok mga ganitong gawain. At ito’y maaaring
dulot ng mga suliranin sa uri ng pamumumuno at pamamalakad
ng konseho:
Una rito ay ang paraan ng pagkakalat ng impormasyon na
epektibo ngunit may pagkukulang. Nagkakaroon ng
pagkukulang sa pagpepresenta ng iba’t-ibang anggulo ng isyu.
Ang suliraning ito ay nagbibigay-daan sa pangalawang
problema- ang hindi pakikisangkot ng mga mag-aaral lalo na
kung ang opinyon ng konseho ay salungat sa opinyon nating
mga estudyante. Karaniwan nang naririnig tuwing eleksyon ang
isyu ng student representation. Ngunit ang ganitong uri ng
adhikain ay karaniwan ding nanatiling pangako lamang dahil sa
kawalan ng konkretong aksyon para ito’y maisakatuparan.
Ang mga nasabing suliranin ay nagbubunsod sa higit na
malaking problema sa paraan ng pamamalakad kung saan ang
opinyon ng konseho, hindi ng mga mag-aaral, ang nagiging
batayan ng pagkilos at pagpapasya nito.

Kaya naman sa kabila ng malaking hamong aming kinakaharap,
kami ay naglalakas-loob na ipakita sa inyo mga alternatibong
nais nating isulong.
1) Objective Information Dissemination- In every issue that
concerns the students, the student council should provide
avenues to inform the students in an objective, factual, and
credible manner. This will encourage you, the people we
serve, to formulate public opinion which will the basis of
action of the student council.
2) Putting premium to student representation- your student
council should provide means for you to voice out your
individual opinion, one of which is through student
organizations. That way, we can be a student council that
indeed represents the interest of the students, and not just
the individual or party interests of the elected council
members.
3) Bottom-up leadership- as the highest body of representation
of the students, we offer participatory leadership- a student
council that measures the pulse of the students by
 encouraging them to form public opinion, and use this as a
basis for collective action.
Ngayon, ano ang mga konkretong hakbang na magagawa natin
upang maisakatuparan ang mga naturang plataporma?

First, an autonomous research body composed of students, a
faculty member, and a council member, in particular, the
National and Local Issues Committee Head shall be established.
sa bawat isyu, ang impormasyong nakalap ng naturang research
body ay ilalatag sa pamamagitan ng RTRs, bulletin boards, at
social media.
Second, we will strengthen the blockheads and conduct a
General Assembly of Block heads to serve as a) a mechanism
for objective info dissemination and b) feedback and c)
expressing the opinion of the students.
Pangatlo, pagtataguyod ng mga programa at proyektong angkop
sa iba’t-ibang ispesyalisasyon ng mga student organizations in
order to engage them in administering the needs of the students.
Halimbawa, sa Buwan ng Agosto, sa ating pagdiriwang ng
Buwan ng Wika, ay maaari nating hingin ang partisipasyon ng
mga samahan gaya ng Salinlahi, Indayog, UP Panitikan,
Dramatista, at iba pa.
Fourth, establish a General Assembly of Student Organizations
composed of representative from each orgs. Sub-assemblies will
be held within each organization to encourage individual
members to deliberate on a local or national issue. Hence,
introducing another means to maximize student representation.
Lastly, we will ignite student activity through a complete
redefinition of activism. Mangunguna ang konseho sa
pagsagawa ng iba’t-ibang paraan para mailapit ang Kolehiyo ng
Agham at Sining sa komunidad. We will create a volunteer
brigade composed of different sub-division a) Culture and
Education division b) Socio-politico division c) Health and
Environment division d) Basic Disaster Response division.
Now, we can be activists in our very own way, in our very own
field of expertise- multi-disciplinary activism. And I believe that
all UP students, CAS students particular, have this urge to give
back to the Filipino people.
Change doesn’t have to start from the people up there, or the
people out there. It can start from the people right here. We
really wouldn’t be standing here in front of you if we didn’t
think these were all possible. Let us vote for student leaders
based on platforms, not on silly taglines, popularity or face
value. And, this year you have a choice. So, we can go on as we
are, or we can vote for a council that’s truly representative of
you. We may be facing a larger for, we may not have the
machinery, we may be the underdog in this upcoming election,
but we are full of platforms and full of hope. Samahan niyo po
kami sa labang ito.
