Dear Sirs/Mesdames:
This is in connection with the request for legal assistance of Ms. Gina
Magbanua of 257 M. Cleofas St., Sta. Quiteria, Caloocan City, on behalf of her brother-
in-law, Mr. Filemon Magbanua. According to Ms. Magbanua, her brother-in-law was
already issued a discharge clearance by his doctor. However, your hospital is still
withholding his discharge for failure to settle his hospital bills.
Mr. Filemon Magbanua and his family are doing everything to fully settle their
accounts but could not produce the full amount at this time. However, their immediate
concern is for Mr. Filemon Magbanua to be allowed to leave the hospital so that his bills
should not pile up. They are willing to execute a promissory note to cover their
obligation.
Should you fail to do so, Mr. Magbanua and his family shall be constrained to file
the necessary and appropriate criminal, civil and administrative actions against you in
accordance with the New Civil Code of the Philippines and Republic Act No. 9439,
otherwise known as "An Act Prohibiting the Detention of Patients in Hospitals and
Medical Clinics on Grounds of Nonpayment of Hospital Bills or Medical Expenses".
