Standards
Standards are designed to serve as a basis in relations between economic, scientific, technical and social
partners.
By nature, application of a standard is voluntary. When stipulated in a contract, it is binding on the parties.
Legislation may require all or part of a standard to become compulsory.
The standard is a document defined by consensus within a standardisation body involving representatives
of all stakeholders. It is submitted for public consultation prior to adoption.
Any standard is considered to be effective as from the date presented on the first page.
Understanding standards
Only the verbal form shall is used to express one or more requirements that shall be satisfied in order to
comply with this document. Such requirements may be contained in the body of the standard or in a so-called
"normative" annex. For test methods, the use of the imperative corresponds to a requirement.
Expressions involving the verbal form should are used to express a possibility that, while preferred, is not
actually necessary in order to comply with this document. The verbal form may is used to express practical,
but not mandatory advice or suggestions, or permission.
Furthermore, this document may provide additional information aimed at making certain elements easier to
understand or use, or at clarifying how such elements are applied, but without actually defining a requirement.
These elements are presented as notes or informative annexes.
Standardisation commission
Acting within a given field of activity, a standardisation commission features the necessary expertise for
preparing French standards and defining France's positions in European and international draft standards.
The commission may also prepare experimental standards and technical reports.
If you would like to provide feedback on this document, make suggested changes or take part in the
document's revision, write to "norminfo@afnor.org".

Introduction
This European Standard for Type Testing has been written as part of the system for the Assessment and
Verification of the Constancy of Performance (AVCP) of bituminous mixtures. It is designed to be used
in conjunction with the product standards EN 13108-1 to −7 and EN 13108−9 and is called up by these
standards as part of AVCP. The Type Testing procedure has the function of providing assurance that a
particular mix formulation complies with requirements in the product standard. The Type Testing
procedure is designed to be applied to all harmonized elements of harmonized European Standards for
bituminous mixtures whether or not regulatory marking is to be applied. The system can also be
extended to non-harmonized elements.
NOTE Products CE marked in accordance with appropriate harmonized European Standards might be
presumed to have the performances stated with the CE marking. It is the responsibility of the manufacturer, under
Factory Production Control, to ensure that the bituminous mixture continues to be produced in accordance with
the declared mix formulation.

mix formulation
composition of a single mixture expressed as a target composition
Note 1 to entry: A target composition can be expressed in two ways; see 3.3 and 3.4.
3.3
input target composition
expression of a mix formulation in terms of the constituent materials, the target grading curve and the
percentage of binder added to the mixture
Note 1 to entry: This will usually be the result of a laboratory mix design and validation.
Note 2 to entry: The target binder content is defined in the relevant product standards.
3.4
output target composition
expression of a mix formulation in terms of the constituent materials and the target mid point grading
and soluble binder content to be found on analysis
Note 2 to entry: The target binder content is defined in the relevant product standards.
3.5
product type
set of representative performance levels or classes of a construction product, in relation to its essential
characteristics (determined by Type Testing) of a given mix formulation
4.1 General
Type Testing is the terminology adopted in this Standard for the Determination of Product Type.
For each mix formulation the Type Testing procedure shall be carried out to provide proof that the
formulation meets relevant requirements in the product standard.
NOTE 1 The European Standards for bituminous mixtures each contain a number of requirements for
composition, physical and mechanical properties. Some of these are expressed as direct measurements of
mechanical properties such as stiffness or deformation resistance, while others, such as binder content or air
voids content, are proxy measurements for other properties.
Determination of Product Type shall be performed to show conformity with the product standard on
first use for bituminous mixtures being put onto the market.
The results of the Type Testing shall be presented in a Type Test report containing all of the
information required by this European Standard and the relevant Product Standard.
10
AFNOR NF EN 13108-20:2017-05
Pour : Afcons Infrastructure Limited
EN 13108-20:2016 (E)
Where the family approach is adopted, its use shall be restricted to correlation between mix
formulations with similar volumetrics and identical composition other than for binder grade.
For example, Asphalt Concrete with a 70/100 bitumen might fulfil specific requirements for resistance
to deformation. Changing only the binder to a harder grade, such as 40/60, will not adversely affect this
property. Additional testing for that property in that case is not necessary to claim the same
performance category, but if an improved category is declared, additional testing is required.
NOTE 2 It can also be assumed that a change only in binder grade will not affect the permeability of Porous
Asphalt.
4.2 Validity
A Type Test Report is valid for a single mix formulation until there are changes in constituent materials,
as described in 4.2.2 to 4.2.5 or in their properties which influence the mix formulation, characteristics
and/or performance (when the subsequent performance is reduced in comparison to that originally
declared). In those circumstances, it will be necessary to generate a new or revised Type Test Report as
appropriate to the revised target composition and/or performance.
NOTE Changes in constituent materials might also result in enhanced mixture performance to that originally
declared. Producers can determine if and when they declare such enhancements, or retain the original declaration
of performance e.g. when using the family approach. These changes can be defined in documents related to the
application of the product.
Mix formulations without changes to declared performance, as above, shall be re-validated at least
every 5 years.
4.2.2 Changes in aggregate
1) change in the category of coarse aggregate or all-in aggregate, as defined in EN 13043, for one
of the following properties: shape, percentage of crushed and broken surfaces, resistance to
fragmentation, resistance to wear, resistance to abrasion by studded tyres (where
appropriate); or
3) change in particle density (weighted mean of a combination of coarse aggregates) greater than
0,05 Mg/m3; (more than ± 0,05 Mg/m3)
b) if there is a change in the origin, or, where appropriate, the angularity category of fine aggregate;
NOTE Origin might be defined in documents related to the application of the product.
A change in bitumen grade or type (e.g. from paving grade to polymer modified bitumen) shall result in
a new Type Test for relevant Characteristics, except where a family approach is being used (see 4.1, last
paragraph and NOTE 2).

Pour : Afcons Infrastructure Limited
EN 13108-20:2016 (E)
A new Type Test Report shall be required if changes in the properties of the reclaimed asphalt (as
described in the relevant parts of EN 13108-8:2016, Clauses 4 and 5) result in a change to the
performance levels or classes of the mix formulation as declared in the Type Test Report and as
required in 4.2.1.
This may be the result of variations in reclaimed asphalt feedstocks to those initially considered.
4.2.5 Change in additive
A new Type Test shall be required if the type or properties of the additive change to an extent that the
performance levels or classes of the mix formulation will change from those declared in the Type Test
Report.
5 Constituent materials
The Type Test Report shall demonstrate that all constituent materials, including any reclaimed asphalt,
conform to the appropriate requirements as required in the relevant product standards.
Where constituent materials are used whose characteristics have already been determined by the
constituent material supplier on the basis of conformity with product standards, ETAs or other
technical specifications, these characteristics may be declared in the Type Test Report.
Samples of constituent materials used in Type Testing shall be, or have been, assessed for conformity as
defined in Table A.1.
For properties of constituents, tests carried out as part of their AVCP procedures used to demonstrate
conformity of the aggregates, bitumens, etc. with the appropriate European Standard shall be
acceptable.
6 Bituminous Mixtures
6.1 General
Type Testing includes all tests on the bituminous mixture to determine the performance levels or
classes required by the appropriate product standard, for which a declaration of performance is being
made. The requirements are detailed in Clauses B.1 to B.8.
NOTE 1 The approach in this Type Testing European Standard is based on the ”menu” principle and allows
bituminous mixes to be validated in a number of different ways. Choices need to be made concerning specimen
preparation and test conditions. These will be appropriate to the requirements selected for the intended purpose,
where known or defined in documents related to the application of the product.
NOTE 2 Where the relevant EN 12697 test method requires the testing of multiple test specimens to produce a
single result the tables in Annex B refer to this whole procedure as a single test.
6.2 Application
The Type Testing of bituminous mixture properties shall comply with one of the three models a), b) or
c) below:
a) all properties demonstrated by laboratory validation;
12

Pour : Afcons Infrastructure Limited
EN 13108-20:2016 (E)
NOTE Tests for the same property made on laboratory prepared and compacted specimens will often give
results which are different from those on plant mixed and site compacted specimens.
All testing shall be carried out in accordance with the appropriate European test method, as stated in
Annex C and Annex D, on samples taken in accordance with the appropriate EN sampling method to be
representative of the normal constituents and mixed materials.
Some test methods have limitations on the aggregate size of material which can be tested. This can
affect both testing and specimen preparation. Such limitations should be appreciated by those
considering their use.
6.4 Composition
All tests on bituminous mixtures shall be conducted on specimens manufactured at the declared mix
formulation (see 6.5.2 and 6.5.3).
6.5 Specimen preparation
6.5.1 General
Test specimens shall be prepared in accordance with the method selected. The Type Test Report shall
clearly identify which of the procedures given in 6.5.2 and 6.5.3 has been used.
6.5.2 Laboratory validation
When executing laboratory validation, tests shall be carried out on bituminous mixtures prepared in a
laboratory from constituent materials blended to the input target composition in accordance with
EN 12697-35. When, for bituminous mixtures other than mastic asphalt, specimens are required for
physical and mechanical testing these shall be prepared in accordance with one of the methods and
compaction levels given in Annex C and as detailed in the product standard.
For mixtures with reduced mixing- and laying-temperatures different temperatures for specimen
preparation than those specified in EN 12697-35 may be defined in documents related to the
application of the product.
6.5.3 Production validation
When executing production validation, the bituminous mixture shall be produced in a full-scale asphalt
plant under standard operating conditions set to produce the declared mix formulation. Test specimens
of the bituminous mixture shall be prepared using one of the following procedures:
a) Representative sample of the bituminous mixture shall be taken and test specimens shall be
compacted in the laboratory in accordance with one of the methods and compaction levels specified
from Annex C as detailed in the product standard.
b) Mixed material shall be laid in a full-scale trial pavement using full scale paving equipment and
procedures (see Table C.1, C.1.21 and C.1.26 for compaction). Representative test specimens shall
then be cut from the pavement by sawing or coring.
When using production validation, the Type Testing procedure shall include tests on the specimens
used in validation of mix properties to confirm that the soluble binder content and grading are within

the close tolerance limits for the output composition, given in EN 13108-21:2016, Annex A, Table A.2
(mean of four samples).
7.1 General
The Type Test report shall include the information required by the Product Standard and as listed in 7.1
to 7.5 and shall be accompanied by all appropriate technical documentation and shall be kept for at
least 10 years after the product has been first placed on the market.
NOTE Regulation (EU) N° 305/2011 for Construction Products (CPR) gives provisions on the period to keep

Annex E
(informative)
International safety regulations apply to airfield pavement works in order to meet safety requirements
for aircraft operations.
These regulations may require a full Type Testing procedure in accordance with this European
Standard to be carried out at the commencement of an airfield pavement project rather than relying on
historical data. They may also require the mixture to be subject to a site laying trial prior to
commencement of the main works.
This is most likely to be required for bituminous mixtures used in surface courses subject to jet aircraft
operations where foreign object damage is a major safety consideration.
