RECOMMENDING AWARD OF CONTRACT FOR THE PROCUREMENT OF

PLANNERS/ORGANIZERS

WHEREAS, on 14 August 2018, Executive Director (ED) Dennis S. Santiago, as Head

of Procuring Entity (HoPE), approved the Updated 2018 Annual Procurement Plan (APP) of
the Government Procurement Policy Board – Technical Support Office (GPPB-TSO) upon
favorable recommendation of the Bids and Awards Committee (BAC) of the GPPB-TSO;

WHEREAS, included in the Updated APP is the project Planner for GPPB-TSO
Anniversary Souvenirs/Giveaways of the Administrative and Finance Division [AFD] with
a total Approved Budget for the Contract (ABC) amounting to Forty Thousand Pesos
(Php 40,000.00) to be procured pursuant to Section 53.9 (Small Value Procurement) of the
2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184;

WHEREAS, on 31 August 2018, the BAC, thru its Secretariat, initiated the
procurement activity by sending the Request for Quotation (RFQ) to eight (8) prospective
suppliers, viz : (1) Aboda Prints; (2) AJ & TJ Printing; (3) CAL Print Works; (4)
CorporateGiveaways.com; (5) EC-TEC Commercial; (6) Jacinto & Lirio; (7) Sonny Design;
and (8) T.J.'s Clear Art.

WHEREAS, before the lapse of the deadline for submission of quotation at 2:00 p.m.
on 7 September 2018, only AJ & TJ Printing submitted its quotation;

WHEREAS, upon careful review and evaluation of the Technical Working Group
(TWG) on the legal requirements submitted by AJ & TJ Printing, it was found to be
compliant with the eligibility requirements as evidenced by the submission of its 2018
Mayor’s/Business Permit and provision of PhilGEPS Registration Number;

WHEREAS, the TWG likewise determined that the financial proposal submitted AJ &
TJ Printing in the amount of Thirty-Three Thousand Pesos (PhP 33,000.00) is the single
calculated quotation;

WHEREAS, the TWG proceeded with the evaluation of the quotation vis-à-vis the
technical requirements of the project and has been found to be compliant, and, thus, being
recommended to be declared as the single calculated and responsive quotation for
consideration of award of contract;

WHEREAS, the report containing the results of the TWG evaluation dated 12
September 2018 is attached hereto as Annex “A,” and made an integral part hereof;

NOW, THEREFORE, WE, the Members of the BIDS AND AWARDS COMMITTEE, by
virtue of the powers vested on US by law, after duly considering the recommendations of the
