Security for VIPS

Ordinary folks who feel constantly threatened by muggers, rapists, carjackers, and akyat-bahay burglars simply
live with the threat and hope that if ever they are assaulted, there will be cops who will come to their aid. Left-
wing activists who fear kidnapping and execution have no one to turn to for protection. Many Filipino women
have little protection from being battered by their husbands.

On the other hand, VIPs who worry about criminal assault, kidnapping, political assassination or even domestic
violence have the luxury of preemptive action: they get bodyguards. And not just ordinary bodyguards, but cops
and soldiers – security officers on the payroll of Juan de la Cruz. Actor-turned politician Cesar Montano
deserved bodyguards, though no one could say who might bother killing him during his campaign for the
Senate. Battered wife Ruffa Gutierrez has just given three police bodyguards. The actress’ estranged husband,
who is in Turkey with his clan that has been linked to drug trafficking, must have a long reach.

Before the start of the campaign, the government announced that cops would be pulled out as bodyguards of
politicians. As in many such announcements, the implementation fell far short of expectations. The bodyguards
remained, especially those assigned to politicians with the right connections.

The Philippine National Police announced that all cops assigned to guard candidates in the May elections must
report to Camp Crame to determine who should remain with politicians. The PNP had earlier announced the
pullout of 114 cops serving as bodyguards of wealthy businessmen, a number of whom are potential targets of
kidnapping.

A tenth of Philippine population is overseas, but that still leaves some 80 million people in the country whose
safety is in the hands of only about 100,000 cops. Each citizen deserves protection from all types of threats. For
sure, security risks are higher for certain private individuals: witnesses in major crimes, for example, or favorite
targets of extortion and attacks by the New People’s Army. But for most of the rest of the citizenry, the PNP
will have to rationalize the deployment of its personnel. The PNP is stretched thin enough without several
thousand cops being assigned to protect a handful of VIPs.

Time-on-Task Realization Goals

The Department of Education mandates all private and public schools to increase engaged time on time-on-task
by ensuring that the schools meet the required number of school days in a school year and the time allotment for
the different subjects in a school day. Indeed, the school’s adherence to this mandate is beneficial to achieving
learners’ mastery of the lessons and acquiring necessary skills.

Time-on-task policy of DepEd has significantly emerged as one of the means to arrest deteriorating quality of
education. Rizal National Science High School, tagged by the name – home of the scholars, where excellence
is a way of life, makes certain that the prescribed actual teaching days devoted to the instructionally relevant
activities is materialized. This is done through conducting make-up classes to offset disruption or suspension of
classes due to typhoon and unpredicted holidays and circumstances.

Similarly, the school guarantees that in-service trainings for teachers, educational tour, GPTA (General Parent-
Teacher Association) and HRPTA (Homeroom Parent-Teacher Association) conferences, organization or club
activities, and other related events are held after dismissal of classes or during weekend and semestral break to
safeguard school days from unnecessary interruption.

Conformity to the rule validates learning outcomes among students, if extensive learning engagement and
exploration to non-negotiable competencies are achieved, standard or superior outputs and performances will
come about.

Nevertheless, despite the strict avoidance of class disruption, still, students and teachers are occasionally pulled
out from their respective classes, for instance, teachers who serve as facilitators or coaches in various seminars
and competitions or students who compete to numerous contests during the actual teaching and recitation days.
To counterbalance days when students fail to learn lessons, teachers put a premium on enrichment and
remediation classes or individual instruction. This school’s scheme is truly effective to make sure that none of
the students is left behind.

Meanwhile, the DepEd has devised plan to counteract and address the problem with regard to teachers who are
taken away from their classes. Accordingly, facilitators, contest officials, writers, and similar external
tasks/assignments will be coming from the non-teaching personnel such as school heads and head teachers.
With this, learning among students will be maximized knowing that their teachers are hands-on and on guard in
guiding them towards the realization of the desired skills, attitudes, and habits.

Hence, to achieve excellent educational goals doesn’t only demand strict time-on-task compliance, but it also
requires teachers and students who work hand in hand, undertake responsible roles, and commit time and effort
to the teaching and learning experiences.
