What follows is an excerpt from a soon to be published article originally

researched by Virginia McClaughry June 24-28, 2020.

There is an interesting story about that research.

Virginia’s laptop experienced a total “freeze” around the 29th of June, right in
the middle of her reading out loud to her husband Mike, what she had written.
Totally frozen, no mouse, no nothing. Nothing to do but force a shutdown.

When her laptop came back up, all of what you are about to read (and more)
was completely removed from the offline file she had been working in. She
thought she was going to have to reconstruct it and so she put a note in the file
of where the item was that she would need to start from again. Over the next
few weeks while she was mainly off doing other things, her laptop was “frozen”
several other times, at exactly the same time of day. Each time, the short note
she had put in that file had been completely removed, and each time she
would have to put it back again and save the file where it continued to function
normally until the next “freeze’.

When she was ready to come back to that topic, around a week ago, and had
started bringing back up the item she wanted to start from, the laptop was
frozen again. Only this time, despite her note being removed again, there was
a little surprise for Virginia. When she brought back up the file she was working
in?

Everything she originally wrote that had been missing for weeks was now
there again.

Funny how that happens.

On February 17, 1970, under President Nixon the 303 Committee was
renamed the 40 Committee and a new Directive NSDM 40 was put in place.

“[…] it is essential to the defense of the United States and its efforts for
world peace that overt foreign activities of the U.S. Government continue
to be supplemented by covert action operations.
 By covert action operations I mean those activities which, although
designed to further official U.S. programs and policies abroad, are so
planned and executed that the hand of the U.S. Government is not
apparent to unauthorized persons.“

If I may introduce some commentary here, note that the routing is Top Secret
and only to 3 people. This means there was NO congressional oversight
whatsoever.

The irony here is that “unauthorized persons” includes the American people on
whose behalf all this is supposedly done for!

“The covert actions of the U.S. Government abroad shall be subject to

coordination and control by the Director of Central Intelligence.”

“The Director of Central Intelligence shall obtain policy approval for all
major and/or politically sensitivecovert action programs through The
40 Committee.”

The use of the word “obtain” there means NEW covert action programs.

“The Director of Central Intelligence will be responsible for insuring an

annual review by The 40 Committee of all covert action
programs previously approved.“

That is very tricky wording.

Previous SMALL operations never had to be approved in the first place by the
committee so any of those that are STILL RUNNING operations effectively
remain hidden and continue to SKIRT any accountability or “approval” process.

The loophole for all previous and still running SMALL operations is still in
place.

Like the ones that CIA agent Miles Copeland and others put in place in the
1955-57 era, such as L. Ron Hubbard and his “continuing arrangement” with
the CIA.

Miles Copeland:

Those operations we inaugurated in the years 1955-7 are still secret…

The ‘perfect’ political action operation is, by definition, uneventful. Nothing
‘happens’ in it. It is a continuing arrangement, neither a process nor a
 series of actions proceeding at a starting point and ending with a
conclusion.

Copeland published The Game PlayerJanuary 1989.

So when he said “those operations we inaugurated in the years 1955-57 are

still secret” – Hubbard and his Scientology “religion” operation are included in
that statement.

STILL classified secret in 1989, more than 35 years after Hubbard’s

“arrangement” with the CIA.

David Miscavige, make no mistake, had to kowtow to that same arrangement

when he took over the management of the Church of Scientology. Particularly
because of changes in Intelligence Community policy that we’ll discuss later,
but with Miscavige the difference was he was a nobody total newbie in
comparison to L. Ron Hubbard who already had a long intelligence career by
1954/55.

David Miscavige had to fight to EARN hisplace at the table. He didn’t fully
accomplish this until 1993. Only then was Scientology taken off Interpol’s list,
given tax exemption, and the rest is history.

How and when did David Miscavige become “witting” or knowing about this
“continuing arrangement”?

We will be examining that more closely later on paralleling the events of

changes to CIA rules that took place at key times.
