ABOUT BF & BDCL:
▪ Bahria Foundation (BF) was established in January 1982 by the Government of
Pakistan as a Charitable Trust under the Endowment Act 1890. The Foundation is
engaged in diversified industrial, commercial and developmental activities and is
responsible for administration and conduct of commercial activities of all business
divisions within their areas of operation.

▪ Bahria Dredging Company Limited (BDCL) is functioning as independent


segment under umbrella of Bahria Foundation. The Company is authorized to
carryout business of dredging, diving, construction, rehabilitation and reclamation
in all ports, harbors, rivers, irrigation networks, waterways, banks, spill ways, sea
shore filling infrastructure required in connection with dredging and reclamation
as well as undertake diving, dredging, salvage operation, hydrographic and
soil/bottom survey as and when required within & outside Pakistan.

PROJECT BACKGROUND:
The Scope of Work is split into two (02) Technical
& Financial Proposals; one for Jetty, and the
other for trestle. The Jetty structure comprises of
Unloading Platform, Dolphins and Catwalk
support connected by the 3.5km long trestle on
which gas/LPG pipes are running to the onshore
station. Due to seawater exposure, concrete
deteriorates and may cause some serious issues
to the structural integrity. To mitigate the issues,
SSGC LPG (Pvt.) Ltd. invited bidders for the
quotation for Structural Rehabilitation Works of
Jetty/Trestle Structures at SSGC LPG Jetty at
Port Qasim Plant, Karachi.

BRIEF SCOPE OF WORK:

▪ Site Material Testing ultra‐sonic pulse velocity, Corrosion Detection Test, Chloride &
Carbonate Test, Porosity Test.
▪ Report of Site Test & Repair Recommendations (with Methodology & Shop Drawings).

▪ Concrete Cutting, Sandblasting, Epoxy Bonds (Old/New Concrete), Anchorings,
Reinforcement Placement, Shotcreting, CFRP Wrapping.
▪ Repair of cracks by epoxy injection filling or grouting.
▪ Embedded steel parts repairing.

TECHNICAL PROPOSAL

WORK METHODOLOGY:
▪ After the Project Kick-off, forensic investigation will be conducted to determine
the true extent of the corrosion and deterioration of the jetty & trestle structure.
The output of the forensic investigation will be used to determine the suitable
repair procedures.
▪ Forensic investigation procedure is as follows:
▪ Project Study: Design & Drawings study of the project; Construction Specification study
▪ Visual Inspections: General condition of structure/site as per Construction Drawings;
Cracking (pattern, location, frequency, widths, and cause); Reinforcement corrosion
(cracking, rust stains, delamination, spalling); Performance of previously applied repairs
(gunite overlay, sacrificial anodes etc.; if applicable)
▪ Non-Destructive Testing (NDT) on the Structure: Rebound Hammer Test (Schmidt
Hammer) which is used to determine the approximate compressive strength, uniformity
and quality of concrete; Ferro-scanning (for Steel Reinforcement number and spacing; if
required); Chloride Test; Carbonation Test; Corrosion Detection Test; Ultra‐Sonic Pulse
Velocity

WORK METHODOLOGY: (Contd.)
▪ Core Samples: General Concrete Quality (compaction, voids, flaws, aggregate type,
size and grading, etc.); Reinforcement Properties (diameter, cover depth, signs of
corrosion); Damage to the Concrete (cracking, delamination); Signs of Alkali Silica
Reaction (ASR); Carbonation Depth; Chloride Content; Compressive Strength (actual
values are obtained by this method)

▪ After gathering all the required data, a comprehensive report will be prepared
showing all the test results, highlighting issues and the retrofitting
recommendations along with the shop drawings. This report will be submitted to
the Engineer for their review & approval.
▪ After the approval of report & methodology, revised project schedule will be
prepared and approved by the Engineer, which will be based upon the
recommendations report.

WORK METHODOLOGY: (Contd.)
▪ Rehabilitation of Concrete Work: In concrete structures, usually cracks indicate
the sign of failure mode. In light of the approved report / recommendations, repair
teams will be mobilized in order to carry out the repair & mitigation activities at
site. Usually there are three (03) types of rehabilitation of concrete work
described as:
▪ Crack Repair: Cracks are tested whether the cracks are alive or dormant along with the
width & depth. After that a suitable repair methods are recommended for the repair of
such cracks, which are:
▪ Dry-Pack Method for deep and narrow cavities
▪ Partial or Full Depth Concrete Replacement by casting or patching,
▪ Shotcrete / Gunite
▪ Epoxy Mortar Injection
▪ Cement Mortar Injection
▪ Surface Protection by Overlays or by various Sealing coats

▪ Concrete Strengthening by Jacketing: It provides increased support to the slab or
beam at the top of the column. Materials, like conventional concrete and mortar, epoxy
mortar, grout, and latex-modified mortar and concrete, are used as encasement
materials which generally involve following activities:
▪ After indicating the critical structural elements, repair works will be carried out. In first stage, area
should be adequately supported by ‘PROPPING’ to release the load on the relevant members (if
applicable).
▪ The damaged concrete will be removed which is called as ‘CONCRETE CUTTING’.
▪ After the removal of damaged concrete, ‘SANDBLASTING’ will be done to clean & smoothen the
concrete surface. This activity will be carefully carried out considering the safety standards.
▪ After sandblasting, ‘EPOXY COATING’ will be applied for the bonding of new & old concrete.
▪ ‘ANCHORAGE’ will be installed for the additional reinforcement.
▪ ‘ADDITIONAL REINFORCEMENT’ will be provided for the jacketing purpose.
▪ ‘SHOTCRETING or GUNITE’ will be done as per provided specifications.

WORK METHODOLOGY: (Contd.)
▪ Concrete Strengthening by FRP: Fibre Reinforced Polymers (FRP) composite
laminates are very thin (1-3mm) laminates of high strength fibers embedded in polymer
matrix material. The fibers can be arranged in a unidirectional, bi-directional or off-axis
fashion, depending on the load distribution and strength requirements. FRP repairs &
strengthening generally involves two major activity:
▪ After concrete surface cleaning, Two (02) coats of approved epoxy material will be applied on the
desired area and
▪ FRP material is wrapped on that epoxy coating while it is still in wet condition and left to dry.

▪ After the work completion, a final inspection will be carried out by the Engineer for
Project Handing-over and the teams will be demobilized.

BF / BDCL QHSE POLICY:

In BF / BDCL, Health, Safety & Environment


(HSE) are given paramount importance to
mitigate the potential risks involving site related
matters.
Since this project involves both Oil & Gas and
Marine sectors, the importance of HSE will be
our top priority. That is why we have planned the
repair & rehabilitation activities by using barge &
pontoons or in some area we might use cradles
as well i.e. minimum use of jetty / trestle to
maintain the safe working distances from the
Gas Pipes.
Our HSE inspector will also be present at site for
compliance of SSGC HSE requirement.

REQUEST FOR CHANGE:
Client formally request (usually via Letter) for change in Scope
of Work.

IMPACT ANAYSIS:
BF / BDCL will carryout Impact Analysis in terms of Time and
Cost of the request.

COMMUNICATE:
BF / BDCL will notify the Client within 14 days, whether they
want to proceed with the request or Not.

CLIENT REVIEW:
Client will review and Approve / Reject the Change Request
Report by BDCL according to Client Budget & Timeline.

IMPLEMENT CHANGE:
If the Change Request is accepted by BF / BDCL & Client with
mutual consensus, then it will become a part of Contract.
