SAFEGUARDING OF CAMPUS FROM EXTERNAL THREATS

Introduction
The security of the campus and the people within is a great concern for VUT’s
administration. For this reason, a board meeting between the Student Body
Representatives (SRC) and the faculty dean, Mrs. A. Peabody was held.

Terms of reference
As a result from the board meeting held on 25 March 2020, our group of students from the
SRC was assigned an investigation on the state of the campus security system against
external threat that was put up in place 8 months ago. The progress report is to be
submitted on 25 November 2020 and the report of the said investigation answers the
following questions:

3. What are the ongoing activities?
4. What were the problems encountered?
5. What are the future goals?

1. Has the project scope changed? No


The purposes of the project remained unchanged; which are:

 To monitor and constantly update security measures around the university and
residences.
 To identify short comings of the security system already in place.
 To ensure that every student and staff member feels safe within the bounds of the
university.
 To ensure that VUT property remains unvandalized and protected from theft.

2. What was the workload completed at this stage?


a) The increment of security personnel around campus and VUT residences:

 This was done by R PROTECTIONS the company sponsoring the university with
security guards.
 The company providing security personnel was approached with the concern and
responded immediately with additional officers.
 Date of completion: 20th June 2020

b) The installation of Closed-Circuit Television (CCTV)


 AI Surveillance was the company chosen for the installations of CCTVs.
 CCTVs were installed around Campus and in different lecture rooms in addition to
those which are already available in the school.
 Also, a vacant room in the administration block was converted to a security
monitoring room for constant keeping track of CCTV footage.
 Date of completion: 13th JULY 2020

c) Updated turnstiles (revolving gates) and card accessed lecture halls


 TURNSTAR was the company chosen for the update of the turnstiles and the securing
of the lecture halls.
 They have since been updated and those that were out of order were repaired and
now, they are fully functioning.
 Also, the locking system for the different lecture halls were also updated with more
secure systems and can only be accessed by approved personnel.
 Date of completion: 23rd JULY 2020

d) The acquisition of an industrial generator


 The generators were provided and installed by GENERATOR KING
 A generator was purchased to keep all the electronic security measures up and
running especially during load shedding.
 Date of completion: 30rd JULY 2020

3. What are the ongoing measures?


i. Policy Statement and Procedures

VUT administrative staff is committing to ensure the safety of the Campus by:

 Aiding the identification of learners at risk of significant harm, and providing


procedures for reporting concerns
 Establishing procedures for reporting and dealing with allegations of abuse against
members of staff
 Ensuring the safe recruitment of staff
 Working in partnership with all relevant agencies to safeguard the welfare of learners
and to act in law for all individuals.
 By approving an annually review policies and procedures with the aim of raising
awareness of issues relating to the welfare of learners and the promotion of welfare
by providing a safe environment for everyone within the University community
 Date of completion: Between 24th JULY 2020 to 6th AUGUST 2020

iii. Safeguarding Information for Learners


 The person in charge for this is the Chief Executive Operator of the Department of
Security (DS)
 The Campus is committed to ensuring that learners are aware of any behavior
towards them that is not acceptable and how they can keep themselves safe.
 We make learners aware of these arrangements through appropriate tutorial
provision, induction, and information on Learn Zone.
 All learners know that the Campus has a DS with responsibility for safeguarding. We
inform learners of whom they might talk to on Campus, their right to be listened to
and heard and what steps can be taken to protect them from harm.

iv. Prevent Duty


 The individuals responsible for this duty are the Chief Executive Operator and Head
of department of the Department of Security
 Ensure Prevent awareness training is delivered as an essential part of safeguarding
training to equip staff to identify students at risk of being drawn into terrorism and to
challenge extremist ideas.
 Ensure that students are safe from terrorist and extremist material when accessing
the internet on Campus.
 Safeguarding team must understand when it is appropriate to make a referral to the
Channel programmed.

 Have policies and procedures in place for the management of events held on College
premises. The policies should apply to all staff, students and visitors and clearly set
out what is required for any event to proceed.
 In partnership with local Prevent team carry out a risk assessment which assesses
where and how students or staff may be at risk of being drawn into terrorism.
 Date of completion: 12th SEPTEMBER 2020

4. Problems encountered during the project.


 Some students still presented signs of rebellion against the measures as the found
them too strict.
 Some of the safeguarding personnel often bribed allow some students which are not
from the campus to get in.
 Again, some security guards showed rude and aggressive behaviors towards VUT
students.

5. What are the future goals?


i. To monitor computer networks routinely for suspicious activity. We will establish
virtual private networks which are called VPNs for added protection and install
intrusion detection systems (IDSs).

ii. Educate and train all new and existing faculty and scholars. To ensure that we are
fully aware of all appropriate security, disclosure and intellectual property policies
related to contracts with outside entities.

iii. Develop a relationship with the local FBI field office. A good working relationship
between different Institution leaders and agents in such field offices will easily be the
“ounce of protection “in case of a problem.

iv. The university shall work with national security and law enforcement officials to
protect itself against external threats and be able to address them as soon as
possible.

6. Conclusion
As mentioned above the availability of securities guards, installation of CCTVs and updating
of other security equipment keeps the campus protected. The future goals too must be
accomplished to make the campus safer. Also, our campus leaders and faculty leadership
must show students, staff and faculty that any security protocols being put in place do not
unfairly target or engage in ethnic and national profiling. Everyone is responsible for each
other’s safety and in that way, there is a high standard regarding to safeguarding VUT from
external threat.
