1INTRODUCTION
This final report has been prepared as per the agreement made between Nepal Telecommunications
Authority (NTA) and Civil Desk Engineering Consultancy Pvt. Ltd. (CDEC) for preparation of Detail
Engineering Report for Planning and Designing of Prefab Office Building, Guard House and Container
Foundation Support. This is a Detailed Project Report of proposed NTA Building at Saraswoti Nagar,
Chabahil -7, Kathmandu. The study was conducted in 2020.

This study is carried out based on the first step evaluation of site condition by the design team. This
step involves the site visit and consultation with the NTA team regarding their requirements and
needs for the project. The basic aim of the structural design is to build a structure, which is safe,
fulfilling the intended purpose during its estimated life span, economical in terms of initial and
maintenance cost, durable and also maintaining a good aesthetic appearance. The key objective of
this project would be to create well-coordinated spaces in a very systematic and efficient manner
thereby creating a very good and harmonious architecture that will serve the necessities of all the
occupants as well as the change of people approaching either directly or indirectly.

This project is located in the Kathmandu Municipality of the ward – 7, Chabihil, with land area of
1339.41 sq. m. The Main structure of the project is the office building with plinth area of 3645 sq.ft.

1.1 BACKGROUND

Nepal Telecommunications Authority is the telecommunications regulatory body of Nepal. It is an


autonomous body established on Feb 1998 in accordance with Telecommunications Act, 1997 and
Telecommunications Regulation, 1998. The NTA is responsible for regulating all matters related to
telecommunications (wireless, cellular, satellite and cable) of Nepal

The mission of NTA is to create the optimum conditions for the development of telecommunications
sector in Nepal by serving the public interest in terms of quality, choice and value for money; healthy
competition among service providers and the nation in its drive for socio-economic advancement
through efficient private sector participation.

2OBJECTIVE OF THE STUDY


The present Term of References (TOR) specifies Planning and Designing of Prefab Office Building,
Guard House and foundation support for transport container at plot of land owned by NTA in
Saraswoti Nagar, Chabahil, Kathmandu.

The specific objectives are to:


 Conduct survey and plan layout of structures.
 Provide detailed engineering design/drawings after layout and plan approval from
client.
 Provide detailed engineering design of electricity and sanitation of Prefab Office
Building and Guard House.
 Prepare Bill of Quantities (BOQ) and cost estimate for the proposed design as per
existing laws as applicable.

2.1 SCOPE OF THE WORK


The scope of the assignment is to develop a concept and detailed design documentation for NTA
Prefab Office. The plan design includes use of steel frame as structural support. Nowadays buildings,
bridges, high-rise buildings and warehouses are made using structural steel sections. Industry
experts prefer the use of structural steel over any other building material for construction. This is
mainly because of the innumerable benefits structural steel provides.

Steel is tensile. It has a high strength to weight ratio which means it has high strength per unit mass.
SoSo, no matter how large the overall structure is, the steel sections will be small and lightweight,
unlike other building materials. Steel can be easily fabricated and produced massively. Steel sections
can be produced off-site at shop floors and then assembled onsite. This saves time and increases the
efficiency of the overall construction process. Structural steel is very flexible. You can mold it into
any shape, without changing its properties.

Light weight Autoclaved Aerate Block (AAC) block is used for internal and external partition wall. AAC
wall has an excellent Sound Transmission Class (STC) rating of 44. Highest thermal rating in the
industry. ThusThus, provides well insulated interiors, keeping out warm air in summers and cold air
in winters. AAC reduces Air Conditioning costs by up to 30% Earthquake forces on structure are
proportional to the weight of the building, hence AAC shows excellent resistance to the earthquake
forces. Regions of high seismic activity like japan exclusively use AAC.

As per out scope of work, detailed engineering design of electricity and sanitation of Prefab Office
Building and Bill of Quantities (BOQ) and cost estimate for the proposed design is provided.

2.2 Limitation of the project


A Geo Technical Soil Test has not been carried out. Soil bearing capacity has been assumed for
foundation design. A soil test is required to ascertain the bearing capacity of soil which would
complete the foundation design.

3 PROJECT AREA
Kathmandu is the capital and eldest metropolitan city of Nepal. The city is the urban core of the
Kathmandu Valley in the Himalayas. The city stands at an elevation of approximately 1,400 meters
(4,600ft) in the bowl-shaped valley in central Nepal surrounded by four major mountains, namely:
Shivapuri, Phulchowki, Nagarjun and Chandragiri. It is inhabited by 671,846 (2001) people. The
Kathmandu District accounts for a population density of only 97 per square kilometers whereas
Kathmandu metropolitan city has a density of 13,225 per square kilometers.

The project area is located in northern edge of Kathmandu Municipality in ward no 7, Saraswoti
Nagar, Chabahil. Dhobi Khola lies approximately 50m west of the property. The site property around
550m north east of Dhobi Khola Bridge in Ring Road. The latitude and Longitude of the site is 27° 43’
31.7’’ N and 85°20’58.9’’ E respectively.

3.1 Plot Detail


The plot is owned by Nepal Telecommunication Authority, Kathmandu, Nepal. The plot no. is 389
and is located in 7 Gya, Chabihil in Kathmandu. The total area according to the Lal Purja is 2-10-0-2
(Two Ropani, Ten Ana and Two Dam only) as per lalpurja provided to the consultant. The plot is
surrounded by residential areas. There are two motorable road on the west and east boundary of
the plot. The western road is 13 ft. wide and the eastern road is 25 ft. wide.

According to the site condition, the ground lies below the road level hence, proper earth filling works
should be carried out in the site to prevent from water logging and to maintain proper drainage
system. Garbage’s and rubbish materials deposited in the site needs to be cleared before
implementing the project work. If required a proper shelter arrangement should be made for the
homeless person staying inside the land area.

3.2 Site Accessibility


The site is accessible through the roadway. So, there is no problem for the site accessibility of the
project site location. There are two motorable roads that run along the western and eastern
boundary of the land. The main gate is proposed along the eastern road and a smaller gate is
proposed along the western gate.

4Methodology
This report of Prefab Office Building is based on an exploratory research methodology. Project
introduction, topic selection, site study, collection of primary and secondary data, critical analysis,
interviews and key contact person based detailed survey were the different processes involved to
come to the finalization of this report

4.1 Study Methodology


Starting any project study methodology is very important to obtaining the both the theoretical as
well as practical knowledge regarding the topic such that everything is clear and clean. For this, the
adopted for the project work can enlist in the following:

⁃ Study and analysis of existing situation of the site


⁃ Identification of problem
⁃ Space requirements
⁃ Study of organization structure
⁃ To understand any preconceived vision if any

4.1.1 .Collection and review of related documents


The related other documents were collected and review of the documents has been done before the
site visit. The list of documents required are: topographic survey map, copies of blueprint of the land
area, trace, land ownership certificate, History about Cultural, Demographical aspects of the site

4.1.2 The Organizational Structure


Space requirement for the physical facilities and its allied structure were discussed in detail with the
technical team of the Client. The field team investigated the site conditions and collect data
pertaining to detail design of proposed physical facilities. Discussion meetings were arranged with
technical unit to brief about the site condition and the outcome of site analysis. A detailed meeting
with respective NTA team was done to identify the new facilities to be required and strengthening of
existing infrastructures

4.2 General Design Principle

4.2.1 Workflow
The relationship of individual as determined by operating procedure must be the governing factor is
any layout. Regarding operations, process and procedures involved in individuals' tasks. The
workstation should be provided in such a way that it creates smooth straight-line flow of work. The
knowledge forms the function of office should be translated and laid out as best possible space
layout within the limitations of the given building.

4.2.2 Straight Line Principle


In well plan office file goes from one desk to another with least amount of handling and traveling
and delay. Work should progress in a series of straight lines with general forward movement
avoiding zigzag motion and backward flow. When layout is being developed, the flow pattern can be
traced from desk to desk.

4.2.3 Work Stations


All work stations whether in a private or in open space are reduced to units of furniture and
equipment’s. The basic unit of workstations is desks and therefore requires the most consideration.
The following, general rules are applicable in positioning desks. Desks should face the same direction
unless there is a compelling reason to do it otherwise straight work flow patterns can be used. In
open area consideration should be given to placing desks in row of two Desks should be spaced at a
distance of 6ft. from the front of a desk to the behind it. Desks of employee having considerable
visitors contact should be located near them.

4.2.4 Private Offices


Private offices are designed mainly for functional reasons like nature of work, visitors' traffic or
security reasons. When private offices are provided, they should be able to conduct normal business
activity within with reasonable degree of dignity, mostly provided for upper level officials. Private
office should be minimum of 100 sqft and maximum of 300 sqft.

4.2.5 Semiprivate offices


These are offices occupied by 2 or more individuals. These offices can be enclosed by ceiling high,
three quarter high or bank type partitions. Generally, employees of similar tasks are accommodated
in semiprivate spaces.

4.2.6 Conference Requirements


Conference, meeting and assemblies are an important part of government operations. Conference
and training rooms should be located near those departments that use them the most. If the office is
air conditioned, the room can be in the interior of the spaces to eliminate the distraction of windows
and to provide more wall display area.
Reception Areas and visitors Control

Visitors receive the first impression of an organization from the décor and layout of the reception
area. It should be attractive, neat, business like and above all adequate to accommodate normal
visitor traffic.

4.2.7 Means of Escape


Mean of escape is important determinant of an office building shell. In building over two storey
travels distance from any point on office floor to escape stair should be strictly regulated (30m).
Alternative means of escape each floor should be provided. Design of access from building to street
should be controlled. Each space must have direct access to means of escape.

4.2.8 Office Services


In an office, each work place must be next to outlet for power and telephone. Coaxial cable access
for terminals frequently required. Essential grid should be provided to which each workstation can
have easy access without dangerous trailing wires. Such grid can be provided in the following ways:

 Distribution at perimeter and through partition.


 Distribution through floor grid (usually 1800-2000 centers)
 Distributions through false floor
 Distribution through fin wall

The basic unit of workstation is desk and its function are changing with time. With the change in
planning concepts, workstation concepts are also changing. Simple desk with drawers is the
conventional workstation but now automated workstations are introduced. With the change in
equipment’s like computers from typewriters space requirement of stations have changed.

The aim of workstations is same but their physical requirements are different. The equipment and
task requirements, workstation size, number of components, adjustment alternatives, lighting, filing
facilities and storage space and equipment accessories are some of the most prominent differences.

4.3 Components of Master Plan

The major components incorporated in the overall design of the masterplan of the NTA Prefab
Building are mentioned below.
a. Main office building block
b. Container foundation support
c. Guard House
d. Main entrance from western side and side entrance from eastern side
e. Parking area for the staffs and the visitors

4.4 Design Concept

The site is easily accessible from motorable road at both the eastern and western side. According to
the proposed plans, the main gate is located in the north eastern corner of the plot. A guard house
of area 240 sq. ft. lies adjacent to the south of the gate. Parking area lies to the south of the guard
house. The entrance road to the area goes west through the main gate then curves south around the
guard house and end in the parking area. A container storage area is proposed along the southern
boundary of the plot. Motor cycle parking is proposed along the western boundary of the plot.

The main prefab office building lies in the western part of the plot. The building can be entered
through the main doors proposed opposite to the parking lot and is 3507.1 sq.ft. An emergency stair
case is proposed at the back of the building, opposite to the main stair case.

A reception and waiting room is proposed to the right of the main entrance. The main entrance
divides the floor into two halves and leads to the main stair case. The northern half is proposed as
office rooms in the ground floor plan and the southern half has Kitchen, Training Room and
Lab/Server Room.

The first floor has two senior office rooms with reception and waiting areas in the southern half of
the building. More office rooms and a meeting hall is proposed in the northern half of the first floor.
In the second floor plan, a hall with stage area is proposed in the northern half of the building.
Separate male and female toilets and terrace areas are proposed in the second floor as well.

5RESULT OUTPUT

5.1 ARCHITECTURAL DRAWINGS

The consultant has prepared the architectural drawings and 3D design of proposed engineering
structures.

 Master Plan of the Prefab Office Building, Guard House and


Container Foundation Support in the plot.
 Architectural measurement (floor plans, elevations, 3d model design of the office
building)
 Container Foundation Support (layout, plans, detail structural design and sections)
 Guard house (floor plans, elevations, 3d model design of the building)

The architectural drawings are provided in the annex of this report

5.2 ENGINEERING DRAWINGS DETAILS

The consultant has prepared the following plans and working drawings:

 Site plan of Building.


 Structural Details.
 Detail Cost estimations for civil works including electrical and sanitary works.

6CONCLUSION AND RECOMMENDATION

As per agreement we have prepared detail architectural, structural, sanitary and electrical designs/
drawings and its associated detail quantity estimate, including abstract of cost of the project. The
cost calculations are based on the rate analysis of Kathmandu Municipality rate for Financial Year
2077/78. It is recommended that the office building needs to be completed as soon as possible.

 A Geotechnical soil test is recommended as the site is very close to Dhobi Khola and
commercial/offices building need bearing capacity of soil for foundation design.
