1 INTRODUCTION
1.1 Background

L&T Construction has successfully partaken in the tender which is released by the Jharkhand
State of Building Construction Corporation Limited (JSBCCL). This is the first hi-tech medical hospital
project in Dumka, Jharkhand state which has excessive number of bedded offered for patient and
the ability of this hospital is 500 bedded. This project is known as GOVERNMENT OF MEDICAL
COLLEGE & HOSPITAL (GMCH). The tender of this project is about to 450 cr. In this hospital many
technology and facilities are provided for patient and as well as for employees. The hospital is
distributed over 25 acres of land, and includes a total of 19 towers with all amenities such as central
air conditioning with hi-tech equipment, advanced firefighting on each floor, automated accelerator,
centralized oxygen system for patients, etc. There are also medical colleges facility for students by
government of Jharkhand. The medical colleges are also equipped with many facilities for students
like central library with fully centralized air conditioning, separate hostels for students with fully
central air conditioning, individual administrative offices are provided for girls and boys, separate
building office for meeting higher authority and also multi store facility provided for students and as
well as separate canteen area for students, patients, and employees.
Due to Covid-19 pandemic, L&T implement many digital leads for this medical project like
implementation of Speed 2.0, Smart monitoring technology, Conquer, implemented own safety app
for worker safety (WISA) and Procube.

Background:-
The project is to establish the Medical hospital by Larsen and Toubro Limited, which construct the
first highest capacity of 500 bed hospital building in Dumka, Jharkhand.

Goals:-
 All Structural Work.
 All MEP Work.
 All Plumbing Work.
 Full Finishing Work.

Scope:-
The key drive of this project is to build the highest capacity of bedded hospital building in 1095 days
under the medical college.

Constraints, Assumptions, Risks and Dependencies:-

Constraints Non obtainability of construction material on time, Remote location, and


long way from transport.
Risks and Lack of skilled work force in the region, Drawing not provided timely,
Dependencies Risk of local Political interference and Risk due to Covid-19 pandemic.

3 Conflict Avoidance Clause

A. Clear Contract documentation:- provide the detailed explanation of the item of works.
Identify area of risk and proactively make the mitigation plan for risk. Clearly mention all
general contract condition and special contract condition are required for the project.

B. Good client management :- If contractor identifies the defect in the design during
execution of work then contractor should inform to the client. Communicate with client and
help to identify the potential risk associated with project.

C. Good project management:- Proactively managing the time, money and risks associated
with the project. Applying suitable project management technique for planning and
managing the project properly.

D. Good design team management :- Involvement of client representative during design


phase. It is helpful for manage the design and avoid the conflict.

E. Good payment practice:- Maintaining the good payment practice with cash and flow of
cash. Set the milestone of the payment and give the payment based on milestone.

F. Partnering and alliancing:- All stakeholders come together for common goal. Keep regular
meeting with stakeholders also helps to understand the situation and avoid the conflict.
