Accommodate New Transport Sector Law
1. Law No. RI. 23/2007 on Railway Section 17, Article 18
and 23, 31, Law RI 23/2007
states that: Organization of public railway infrastructure
in the form of implementation of railways and / or
facilities is done by the railway enterprise, either
individually or through collaboration.
2. Law RI 17/2008 on Port, Article of 90, 91, 92, and 93
states that: business activities of port consist of port
services and services which are related to the port, are
performed by the port enterprise.

PROJECT BACKGROUND
y Pekanbaru City is one of the trading nodes in Riau province. There
are many cargoes come in and out of the city area every day.
Loading – unloading cargo activities is happen along the city that
reduced the vehicle traffic speed and road capacity. The cargo
terminal will be developed to centralize the loading‐unloading
activities, therefore traffic problem can be reduced.
y Cargo Terminal Development in Pekanbaru will improve the city
image and support the economic development.
y The development of cargo terminal in Payung Sekaki will reduced
congestion that being caused by loading/unloading activity and
speed up freight distribution from and into Pekanbaru City.

PROJECT BACKGROUND
y Palembang, as South Sumatera Capital City is crossed by Musi River that
being utilized as transportation moda. The connection from river
transport to land transport or rail transport is unavailable at this
moment. The development of integrated multimode terminal in Karya
Jaya will fulfill the unavailability connection to serve cargo and
passenger movement, therefore transportation cost for mpobilization
of cargoes and passengers can be reduced.
y The urban growth generates traffic from and into the city. Recently
traffic is getting worse and caused congestion in particular time,
especially in the morning and afternoon when crossing Musi River by
the bridge.
y The Integrated Multimode Terminal Development will connect the
river, land and rail transport that improve the passenger and freight
transport to be effective and efficient.

PROJECT BACKGROUND
y The region has a large amount of natural resource such as coal, forestry and
plantations but it can not be exploited because of transportation problem.
y River transport is not reliable because of the tide of Seruyan river at seruyan
Regency.
y Similarly, land transport is not economical to be developed, the only ideal
transportation is the railway transportation from the mine to Kumai Port at west
Kotawaringin Regency.
y To provide an alternative transportation facility beside river transportation that is
more efficient at Tumbang Samba – Nanga Bulik in Central Kalimantan Province.
y To decrease transportation cost of natural resources production in Central
Kalimantan Province.

y The provision of mono rail at Padang City intended to anticipate transport
demand of Padang New City, post earthquake on September 30, 2009.
y This transport system will be integrated to mass‐based public transport
system. This transport is integrated transport start from Teluk Bayur Port,
central business area, central government area, coastal resort,
Minangkabau International airport, and among several campus at Padang.
y Provision of mono rail and BRT are expected to solve problem of bad
transportation system and to improve development of public
transportation system at Padang.
y The provision of public transport is very important. The implementation of
public transport system intended to anticipate development plan of Padang
New City, post earthquake on September 30, 2009.
y To provide public transportation which is safe, comfortable, cheap and
efficient.
y The availability of clear time table will help passengers to manage their
time effectively.

The rail road network in Kalimantan is a part of BIMP‐EAGA
Multi Mode Transportation System (MMTS) to connect East
Kalimantan, West Kalimantan, Central Kalimantan, South
Kalimantan, Sabah, Serawak and Brunei Darussalam. Export
products from East Kalimantan likes coal and wood
transported by means of cargo barges along Mahakam River
due to the limited road network

y The train operation plan was studied for fhase 1 of the program with
the 127 km long railway between Muaratuhup – Kalipapak.

5,500 DWT considering water depth at Kalipapak riverside terminal area. The
required number of loading sites was estimated at 4 loading sites by

transportation is the railway from the mine to Kumai Port at West Kotawaringin
Regency.
y To provide transportation facility that is more efficient than river transportation
in Kudangan – Kumai in central Kalimantan Province.

y Currently, the transportation in Jakarta as the capital of Indonesia is
facing serious traffic congestion problem In order to, decrease the
problem, an alternative access transportation is required. The
constraction of the Blue Line railway is also expected to reduce traffic
volume in the existing road.
y Government of Jakarta has appointed PT. Jakarta Monorail and its
consortium to develop monorail project. Some construction has been
started, due to some problem that rose during construction, project was
stopped.
y Investor of Jakarta Monorail Project ask government support to make
this project bankable, meanwhile government of Indonesia insist that
government support only can be made available if selections of private
sector shall follow President regulation No.67/2005

transportation. All transportation pass through Anjir. This
project is expected to decrease the pressure on the road
therefore the road maintenance cost will decrease.

Bojonegara Port’s water areas have sufficient draft with depth > ‐ 20 Mlws and only have The
distance of 2 km from coastline. As a matter of fact, this condition is more suitable to be developed
as national liquid port which can serve very large crude carrier with / Vlcc Capacity > 250.000 DWT
This is an advantage for Bojonegara Port compared to other Port in Java Island.
Bojonegara Port has not been developed yet as a Container Port because of the fact that :
9 Container Traffic shown less significant growth at Province of Banten.
9 Ciwandan Port that has owned container terminal had never served Container Cargo since built
in 1996.
9 Container through put at Merak Mas Port that has been operating since 1999 is very small
compare to the terminal capacity as follows :

2008 – 11.840 Teus
2009 – 12.140 Teus (up to Des. 20009)
9 There are large reserve container terminal capacities at Province of Banten, so that, the over
capacities will be exist if Bojonegara Port is developed as container terminal

‐ There is only one lane (one way only)
The wide of buoy 2‐5 is less than 100m with a depth of only ‐ 8.5 LWS
‐ There are 18 buoys.
‐ There is Kodeco Gas Pipe
‐ The ship call is 27000 ship per year
‐ The maximum wave height is 1,5 m
‐ The speed of wind is average 12 knots which is blowing from the west to
the east and changing the direction in every 6 hours with
maximum speed of 3 knots

SHALLOW AND NARROW, CAUSE :
• The impaired growth of ship and goods flow
• The ships with a draft of 8,5 m had to wait the water tide
• It can not be passed by two way traffic
• The ship accidents often occur in the lane and pool
• Inhibition of determination status of Tanjung Perak as the
“World Class Port”.

1. THE CONCEPT OF MANAGEMENT AND FINANCE
This Investors who is giving the finance to all the work
associated with the development or dredging West Shipping
lane of Surabaya. While the synergistic parties (Provincial
Government of East Java and Pelindo III) only provides the
cost / capital cooperation during the project implementation
( in a year) 10 billion rupiahs. Those are :
‐ Operational costs / office ± Rp. 3.5 billion
‐ Consultant cost ± Rp 3.5 billion
‐ General and personnel costs ± Rp. 3 billion
Return on investment through the revenue lane fee with the
concept of tariff which is grouped by type of ship or goods
and by agreement of the users of the service line.

• Development target of Phase 1 : is planned to be landed by the
aircraft likes B 737 with 12.000 m2 passenger terminal capacity to
accommodate 2 mill passenger/year;
• The city development in aircraft radius approach is limited by
regulation of aviation safety.
