Report

1. Water Scarcity
1.1 In accordance to NAO 1999, NAB committee will be formed which will;
1.1.1 Perform accountability of Karachi Water board and those who found guilty will
be suspended from their designation and new bureaucrats will be appointed;
1.2 Special Task force will be formed under D.G rangers which will perform complete
crackdown on tanker mafia and will present a report within five months to Karachi
strategic committee supervised by Governor Sindh;
1.3 Enforcement of pollution payer’s principal to imposed heavy fine on industries which
violates the rules of NEQs established by PEPC. The fines will be collected by Sindh
services and general administration department which will provide this complete fund to
DMC which they will used for maintenance of water lines
1.4 A committee to be setup to revise the Karachi Master Plan 2020, consisting of the Mayor
Karachi, Chairman KMC, Chairman DMCs, CM Sindh, Governor Sindh and other
members as per request of the core member. Their recommendations to be used in the
construction of newer water systems and to provide recommendation on Water
Distribution.
1.5 K-IV project which aims to supply 650 MG to Karachi direct from Keenjhar Lake which
was supposed to be completed in the Mid of 2019 but it fails so an extension of one year
should be given to Sindh government to complete the project by the mid of 2020 since
25.5 Billion have already allotted for the project so no more funding will be given to
Provisional Government.
1.6 Installation of 156 RO Plant which will cater Karachi water supply by producing 3.7
million gallon per day (if we buy RO of 1000lph cost around 2500$) the 40 Million
dollars will be provided by the budget allocation of 2020;
2. Water Contamination
2.1 Self-sustainable solution of cleaning of Keenjhar Lake through tourism but first for few
months it will be restrict for public till Pakistan tourism Development corporation
(PTDC) will establish it.
2.2 Utilization of $0.93billion out of $1.93 billion provided by World Bank on research and
development on desalination, graphene plant, nanotech filters under the supervision of
(PCRWR) Pakistan council of research in water resources)
2.3 Deforestation though does not have a direct impact on water quality, urbanization and
deforestation have a lot of indirect effects. For instance, cutting down trees and
concreting over large areas generates an acceleration of flows which does not give
enough time for water to infiltrate and be purified by the ground. So plantation should
also be promoted in Karachi
2.4 Joint Monitoring Program (JPM) by WHO and UNICEF to complete the SDG 6 and thus
they will provide an aid in reasonable amount to the Municipals and the KWSB as it aims
to improve sanitary conditions.
2.5 Federal Maritime Minister and Karachi Fisheries and Harbor Authority to impose taxes and fines
on all Oil spills ( 1 gallon = 10kRS )

3. Traffic Issues
3.1 Public and private transport companies should work together as giving a partnership to
government
3.2 In order to stop corruption in traffic police incentives and appreciation should be given
to those officers who do their job honestly this will make an impact on those who are
involved in wrong deeds
3.3 Car maintenance certificate should be formed which will imposed on cars which have
passed 5 years of registration and this will cost 3-5% of the actual car price and owner
have to renew it in every five years of time span and the rate of certificate rises by 2%
after every certificate this will be done by ministry of transportation and proper audit will
be provided to governor Sindh annually
3.4 Continuing the encroachment drive in Karachi specially on heavy traffic roads under
mayor Karachi
3.5 One hour time difference should be made in schools, offices, banks timing which will
surely make a significant impact on traffic rush hour.
3.6 Recommendation of ODD EVEN rule at least two days in a week where vehicle having
last digit odd will be used one day and one day vehicle having even number plates which
will not only decrease amount of vehicle on roads but also gives awareness to public how
to use public transport .
3.7 Funds generated through traffic fines should be utilized on reconstruction of roads last
year in 2018-2019 200.8 million was generated through traffic fines.
3.8 Audit of Green Line and Red Line project should be provided to Governor Sindh in 6
months.
3.9 Diversion plans should be made while road are being under construction. By traffic
police department
3.10 Make separate lanes for ambulances and fire brigades
3.11 KMC has allotted 57 parking sites in Karachi however only 30 to 35 are working
thus serious implementation needed to open all 57 parking so that traffic regulation
should be made better
3.12 Karachi intercity bus project which has allocated 100 acres of land along the
northern areas of Karachi the terminal shall be constructed under the transport and
communication department under KMC the total finance of 60 million which is to be paid
in two phase one from budget allocation and second phase from public private
partnership
3.13 Circular railway system to be reintroduced in Karachi under and financed by
Karachi transport corporation and railway minister

4. Waste Management
4.1 Money will be invested in the project where wax worms will be used to break down the polythene
bags. The total cost is estimated to be around 8 to 10 Million rupees.
4.2 The world bank has provided $10 million to Sindh solid waste management to improve
its capacity building and technology and has proposed on construction of landfill sites in
Surjani Town which would include incineration plant these plants would contain scrubber
installed which converts harmful gases into gypsum.
4.3 In accordance to the NAO 1999 a NAB committee to be formulated to subdue corruption and
mishandling of funds
4.4 Formation of waste to energy plant supervised by federal minister of science and
technology.
4.5 Proposes the usage of RDF fuel that is created by recycling PVC polyethene non bio
degradable plastic this project to be monitor under Karachi solid waste management
board and the total cost will be 3.5 million rupees it will be constructed on landfill sites
500 Acers (surjani town).
4.6 Empowerment of wards under the UCs for better waste collection as it has been practiced
in KP.
4.7 Waste segregation by colored waste boxes according to material separate for metals,
plastic and rubber waste will be installed all over the streets.
4.8 Usage of scavenging machines to lift garbage disposal which was allotted to Sindh
government. Strict actions to be taken against those employees who are neglectful of their
task, the departments head shall be heavily fined.
4.9 Recommendation of removal of the Sindh local government act 2014 in which power
were taken from Karachi mayor and DMC and were given to provisional government
(SSWMB). And reestablish the power to Karachi Mayor.
4.10 Hierarchy system and distribution of power should be introduced at district level
which is one of the cheapest and short term affected.
5. Article 149
5.1 A time period of 2 years will be given to provincial government to complete all the
incomplete projects and proper funding will be provided but if provincial government fails to
complete this agreement direct implementation of article 149 b will be imposed
5.2 The Implementation will also depend on the completion of K-IV project by the mid of 2020
as it will directly hit the sincerity of the Provincial Govt. with Sindh and Karachi.
