1. Review on compliance of minutes of last 20 th Standing Committee

meeting held on Dt. 08.09.2022 with particular reference to the
points.
The compliance of following minutes of 20 th Standing Committee (SCM) is
submitted separately to the (Hon) Chairman of standing committee for approval.

a) To work out flood routing plan and address the flooding issues of the Tillari /
Chapora river
b) Closure Period for Repair works
c) To work out inspection protocol for canals and other vital assets, for early
detection of fault lines
d) Working out standard procedure for attending the breaches in the Tillari
canals
e) Share Cost apportionment of Maharashtra and Goa
f) To identify viable alternative for supplying uninterrupted water supply to the
Goa state from TIP Project
g) Any other subjects with prior approval of Hon. Chairman

2. Canal Rehabilitation & Improvement Program (CRIP) In The State Of

Maharashtra
The Inter-state Tillari Irrigation Project is to supply about 327.92 MCM (11.58
TMC) of water for Bardez, Pernem and Bicholim talukas in the North Goa district of
Goa state for both Irrigation and domestic water supply. Tillari Irrigation canals were
constructed 25 to 30 years back & the canal flows for 365 days a year, the lining of
canal is completely deteriorated beyond repair.

Due to the continuous circulation of canal throughout the year, the lining of canal is
completely washed out & deteriorated beyond repair. It resulted into heavy seepages
which causes obstruction in supplying designed canal flow It also increases the
possibility of canal breaches which results into higher expenditure.

Canal is breached at about four times and piping is occurred several times which
resulted canals into danger state.

20 th standing committee meeting is held on dated. 08.09.2022 in the office of Hon.

Chief Engineer, Water Resources Department, Konkan Region, Mumbai. For this
meeting, Hon. Secretary, Water Resources Department, Govt of Goa & Chief Engineer,
WRD, Goa were present. It was decided to take up the Canal Rehabilitation &
Improvement Program (CRIP) in Maharashtra portion at an earliest.

In 6th Control Board Meeting of Tillari Project Canal Rehabilitation & Improvement
Program (CRIP) briefly discussed in the meeting and the same is approved by Hon.
Chief Minister Of Maharashtra & the Chairman of ICB considering utmost requirement
and instructed to take up the CRIP work on top priority. It is also decided to Conduct
joint inspection of canal by officials from both state for finalization of CRIP and 3 years
execution program should be prepared considering the availability at closure period.

Hon. Chairman also directed Kokan Irrigation Devlopment Corporation, Thane to

allocate adequate funds for CRIP from its own source of non irrigation funds of water
charges and as the CRIP need to be executed at the earliest to restore the efficiency of
canal and is proposed under non irrigation funs of KIDC, no separate approval from
State Govt. is needed.

Hon. Chief Minister, Goa requested to have 6 years reimbursement period for the
share of Goa State and the same is approved by the Hon. Chief Minister Of Maharashtra
& the Chairman of ICB.

3. Standard Operating Procedure of Tillari Project.

4. Share Cost of Tillari Interstate Irrigation Project till March 2023:-

The share cost of Tillari project is calculated from April 2021 to March 2022 which
is Rs.2.816 Crs (without ETP) it is demanded to Government of Goa but yet to receive
the amount.
The share cost for year 2022-23 i.e. from april 2022 to march 2023 is calculated
which is Rs.31.268 Crs. and now submitting herewith for approval.

5. To Create Additional Storage of Water by Raising height of Radial

Gates of Spillway :-
In 6 th Control Board meeting of Tillari Project Hon. Chief Engineer, WRD, Goa
brought in notice that, there is shortage of water to Goa State in the period of March to
May of every year for domestic and industrial use. Also the demand from both state is
increasing every year for irrigation purpose.
As per project planning, 75 % dependable yield is 772.35 Mcum ( 27.28 TMC ).
However water use is planned for 621.17 Mcum ( 21.94 TMC ) and storage capacity of
Dam is 462.17Mcum (16.32 TMC),
As per above 151.18 Mcum ( 5.34 TMC) water is available for creating additional
storage and same portion of the same can be stored by raising height of Radial Gates of
Spillway to overcome the shortage of water.
6. Time And Period Of Annual Closure Of Canals System For Effective
Operation And Maintenance Schedule :-
Due to continuous running of canal for 365 Days in a year ( In Rainy season also),
no time slot is available for maintenance of canal, resulting into heavy leakages are
noticed and stress is developed on canal. Due to lack of regular maintenance, canal
breach incidents are occurring and water supply interrupted to Goa State. For safety of
canal and continuous supply of water, closure period for regular repair work is required
every year from 15th October to 15th December.

It was agreed in previous Standing Committee meetings & 5 th Control Board

Meeting to take closer period from 15 th October to 15th December every year for annual
repair and maintenance of canal for effective operation & running of canal. However
implementation is not done due to demand of continuous water from Goa state.

This matter is again discussed in meeting briefly and Hon. Chief Minister of Goa
agreed for implementation for Closer period from 15 th October to 15th December every
year for annual repair and maintenance of canal and Standing Committee will monitor
the implementation of closer period.

7. Flood Routing And Real Time Data Sharing Information In Tillari /

Chapora River Catchment :-
For controlling & Monitoring flood situation, flood control cell is established at the
Dam site which is headed by Dy. Engineer and supported by Technical Staff for 24
Hours from 1 June to 31 October of every year. Another flood control cell is established
at Division office i.e. at Sawantwadi Dist – Sindhudurg, which is headed by Executive
Engineer, Sindhudurg Irrigation Project Construction Division, Sawantwadi for
monitoring the flood situation.
Information such as Daily Water Level of Dam, Water Level of River, Rainfall in
catchment, Discharge from Spillway and other related data is being shared to Goa
officials through What’s App Group throughout Rainy Season.
It is planned to install RTDAS ( REAL TIME DATA ANALYSIS SYSTEM) in the
catchment of Tillari River and data of same will be made available to Goa State.
