Dear Ms. Bose:

On January 5, 2021, Columbia Gas Transmission, LLC’s ("Columbia") filed with the Federal
Energy Regulatory Commission (“Commission”) a prior notice request pursuant to Sections
157.205 and 157.216(b) of the Commission’s regulations, requesting authorization to abandon five
injection/withdrawal wells and associated pipelines and appurtenances, located in its Coco B and
Coco C Storage Fields in Kanawha County, West Virginia (“2021 Coco B and Coco C Wells
Abandonment Project ” or “Project”).

It has come to Columbia’s attention that the Environmental Report Section 6.3.3 and the reference
in that section requires amendment. The documents are attached hereto.

Via the Internet guidelines, issued in Docket No. RM07-16-000 on November 15, 2007. Because

SUPPLEMENT TO ENVIRONENTAL REPORT

The United States Geographic Survey (USGS) Rockbridge Quadrangle was incorrectly referenced in Section
6.3.3 Landslides of the Blanket Prior Notice (BPN) Environmental Report (ER), filed on January 5, 2021. The
correct USGS topographic map quadrangle that should be referenced in Volume 1 of ER is the Blue Creek
Quadrangle, which is shown on Figures 1-1 – 1-3 in Volume 1 and on mapping and reporting included in
Volume 2 of the ER. The correct citation is: United States Geographic Survey (USGS). 1980. 7.5 Minute Series
Topographic Map, Blue Creek Quadrangle. [Map].

Section 6.3.3 Landslides was incorrect. Steep slopes, defined as slopes greater than 33 percent, are present within
four areas of the Coco B and C Wells Abandonment Project (Project) construction work area (CWA). The areas
listed in the revised Section 6.3.3 are identified on the Erosion and Sediment Control Plans (ESCPs) for the
Project, included in Appendix B of the BPN ER filed on January 5, 2021, with erosion control blankets, which
are a standard best management practice/control Columbia installs on slopes defined as steep slopes. A revised
Section 6.3.3 Landslides is provided below.

Section 6.3.3 Landslides

Landslide is a general term for a variety of downslope movements of earth materials. Specific geologic
conditions are needed for a landslide to occur, including steep slopes, jointed rocks, fine-grained permeable rock
or sediment, clay or shale units subject to lubrication, and large amounts of water. Steep slopes, defined by
Columbia as slopes greater than 33 percent, are present within four areas of the Project CWA (USGS, 1980;
ESCPs in Appendix B); using 2-foot elevation contour lines and the USGS topographic map for the Project area
(1980), Columbia determined which slopes are considered steep (i.e., slopes greater than 33 percent).

1. Coco B Well 7078 CWA – along the southeastern side of the wellhead TWS; approximately 0.1 acre
2. McNabb Drive road crossing CWA – to the north and south of McNabb Drive, along the existing
pipeline X52BF10 ROW; approximately 0.1 acre
3. Coco B Well 7228 CWA – the majority of the wellhead TWS; approximately 0.8 acre
4. Coco C Well 7326 CWA – along the southeastern side of the wellhead TWS; approximately 0.4 acre

The areas listed above are identified on the ESCPs for the Project, included in Appendix B, with erosion control
blankets, which are a standard best management practice/control Columbia installs on slopes defined as steep
slopes. In addition to steep slopes and/or the other specific geologic conditions listed above, a trigger mechanism
is needed to set off the downslope movement. Trigger mechanisms include vibrations, over-steepened slopes,
increased weight on slopes, and removal of vegetation, particularly tree stumps and root balls. Blasting could
also trigger downslope movement of earth materials, but no blasting is proposed as part of construction activities
for this Project. A more detailed description of proposed earth work within the steep slopes identified above is
listed below:

1. Coco B Well 7078 CWA – no tree clearing is proposed within this 0.1-acre area of steep slopes and earth
work here will be minimal (minor grading/stabilization, no excavation). This area is residential in nature
and along an existing public road (McNabb Heights Drive). In addition, Columbia will avoid and/or
minimize the potential for triggering mechanisms that could cause slope failure during construction by

constructing a stabilized work area around the wellhead. Incidence for landslides is low within this
portion of the CWA.
2. McNabb Drive road crossing CWA – no tree clearing is proposed within this 0.1-acre area of steep
slopes and earth work here is limited to construction personnel walking in and hand digging to cut and
grout the pipeline X52BF10 beneath McNabb Drive. Incidence for landslides is low within this portion
of the CWA.
3. Coco B Well 7228 CWA – although the 2-foot contour lines within the majority of the wellhead TWS
indicate steep slopes, this area is divided into two benches where Columbia’s existing aboveground
structures are located (i.e., stable, flat ground). Tree clearing is proposed within this 0.8-acre TWS;
however, it is limited to the areas that are benched/flat and to trees that pose a hazard to existing
Columbia infrastructure. Incidence for landslides is low within this portion of the CWA.
4. Coco C Well 7326 CWA – minor tree clearing (a few trees) will occur within the wellhead TWS and
although 0.4-acre of the CWA is considered steep slopes, Columbia will avoid and/or minimize the
potential for triggering mechanisms that could cause slope failure during construction by constructing a
stabilized work area around the wellhead. Incidence for landslides is low within this portion of the
CWA.

Although steep slopes are present within the small portions of the Project CWA listed above, overall, landslide
incidence within or adjacent to the Project CWA is low due to the type of work proposed within these
workspaces. In addition, the USGS’s (2021) U.S. Landslide Inventory web map does not include any landslides
within a 5-mile radius of the Project CWA that exhibit steep slopes, there is no blasting or other heavy vibration
work proposed, tree clearing is minimal, and Columbia will leave the stump/root ball in-place to ensure soil
stability is maintained.
