1.0 SCOPE

1.1 This specification supplements requirements for the manufacture of line pipe in
accordance with API Specification for Line Pipe (Combination of Former
Specification 5L, 5LS, and 5LX) herein referred to as API Specification for Line Pipe
(API Spec. 5L). The welded pipe manufactured to this specification shall be electric
resistance welded Grades X60.

1.2 Pipe supplied to this specification shall meet or exceed all requirements of API
Specification for Line Pipe and the additional provisions of this Specification.

2.0 CODES AND STANDARDS

2.1 Provisions of the latest revisions of the following codes and standards shall apply
except as modified or supplemented by this specification.

3.0 MATERIAL MANUFACTURING REQUIREMENTS

3.1 Melting and Casting

The steel shall be manufactured by the Basic Oxygen Furnace (BOF) or Electric
Furnace Process and shall be fully killed, calcium treated, fine grained practice. The
grain size of the strip product shall be ASTM No. 8 or finer and shall be equiaxed per
ASTM-112. Vacuum degassing and continuous casting of slabs shall be used.

3.2 The grain size shall be determined on one (1) pipe per two hundred (200) pipes or
less from each pipe lot. The specimen shall be prepared and etched for
metallographic examination at 100X magnification.

3.3 Chemical Composition

The carbon equivalent (CE) based on product analysis, calculated by the following
formula shall not exceed 0.40 as calculated by IIW formula:

Note: All percentages shown are maximum for product analysis. The sum of
Nb+V+Ti shall not exceed 0.15%. The sum of Cu + Cr + Ni + Mo shall not
exceed 0.60%.

3.4 The Seller shall provide the Buyer a report giving the ladle analysis of each heat of
steel used in the manufacture of pipe furnished for the purchase order.

3.5 The Seller shall provide the Buyer a certified chemical product analysis of the
finished pipe. The product analysis shall include all elements listed in this
specification and any other intentionally added elements, and shall be performed on
one (1) pipe length per two hundred (200) pipes or less of each pipe lot. A "lot" is
defined as all pipe manufactured from the same heat having the same diameter and
wall thickness.

3.6 The manufacturer shall furnish a report giving the heat analysis of each heat of steel
used for this order. The analysis shall include all elements listed in paragraph 3.3,
plus any intentionally added elements.

3.7 Recheck analysis requirements and acceptance criteria shall conform to API
Specification 5L, except in event that recheck analysis fail to meet the criteria and
the manufacturer elects to test remaining lengths individually, then analysis shall be
made for all elements listed in paragraph 3.3.

4.0 DOCUMENTS

The following shall provide the Buyer for review prior to production.

4.1 A description of the steel making process which include deoxidation and
desulfurization practice, casting method, slab treatment, vacuum degassing and any
special treatment such as sulfide shape control.

4.2 A Quality Control Manual which provides details of the inspection and testing
procedures. The details shall include inspection frequency, dimensional tolerances,
acceptance/rejection criteria, calibration frequencies and procedures, etc. A Quality
Control Manual shall be provided by the steel producer and the pipe manufacturers.

4.3 A description of the plate or strip rolling practice, to include, reduction, temperature
range per pass, coiling temperature range and post rolling heat treatment.

5.0 PIPE FABRICATION

5.1 The pipe, API 5l X60 and lower grades, shall be manufactured by the electric
resistance welding process.

5.2 All pipe shall be provided in the "non-expanded" condition.

5.3 The ERW pipe weld seam shall be normalized after welding by reheating the weld
area above the upper critical temperature of 870C (1600F) minimum and cooling
in still air to below 540 (1000F). The normalizing temperature shall be measured
by recording and indicating thermometers.

5.4 The pipe manufacturer shall conduct all tensile, bend ductility, flattening, and notch
ductility tests described in this specification. Results of all tests shall be recorded
and provided to the Buyer. The test results must conform to the requirements of this
specification and API-5L for acceptance.

6.0 DIMENSIONS, LENGTHS AND WEIGHTS

6.1 Dimensions, weights, length and straightness of pipe shall comply with Section 6 of
API Specification for Line Pipe. In event of conflict, the following shall govern.

6.1.1 Length

Pipe lengths provided in accordance with this specification shall be supplied as


double random lengths. Pipe shall be supplied with lengths between 10.8 and 13.5
meters with a maximum of 5 percent between 8 meters and 10.8 meters.

6.1.2 Jointers

Jointers shall not be supplied.

6.1.3 Wall Thickness

Welded pipe wall thickness at any point shall not deviate from the nominal by
more than plus 15 percent or minus 5 percent.

6.1.4 Diameter

The nominal inside diameter is defined as the nominal outside diameter minus twice
the nominal wall thickness. The outside diameter of the pipe shall not be more than
0.50 percent larger than specified, nor more than 0.25 percent smaller than specified
as measured with a diameter tape.

6.1.5 Pipe Ends

Pipe inside diameter shall not be more than 0.79 mm (1/32 inch) small nor 24 mm
(3/32 inch) larger than the specified outside diameter for a distance of four inches
from the end. The inside diameter shall be checked with a ring gauge.

6.1.6 Out-of-Roundness

For a distance of four inches the difference between the maximum and minimum
outside diameters at any given pipe section, as measured by outside calipers, shall
not exceed 0.50 percent of the nominal outside diameters. For a distance of 8
inches from the end of the pipe, the inside diameter shall not be more than 0.50
percent larger than specified, nor more than 0.50 percent smaller than specified as
measure with inside calipers, and gauges, etc.

6.1.7 Straightness

Pipe shall be checked for straightness. Deviation from a straight line shall not
exceed 0.20 percent of the pipe length. Measurements shall be made using
a taut string or wire from end to end along the side of the pipe measuring the
greatest deviation. No less than one of every five pipes shall be checked as
well as any pipe which does not appear to meet this requirement.

6.1.8 Bevels

Pipe bevels shall comply with Clause 7.3 of API Specification for Line Pipe,
unless otherwise noted.

6.1.9 Weight

Weights shall be in accordance with API-5L.

7.0 MECHANICAL PROPERTIES AND TESTS

7.1 The transverse yield and tensile strength specimens shall be selected in accordance
with API-5L paragraph 4.2 "Tensile Test". Each lot of 100 lengths or less shall be
tested.

7.2 The yield strength and tensile strength of the pipe shall not exceed the specified
minimum by more than 15,000 psi.

7.3 The ratio of yield strength to tensile strength shall not exceed 0.87.

7.4 For determination of the required number of mechanical tests, a lot shall be defined
as containing no more than one heat, as applied to each pipe size, wall thickness,
and grade.

7.5 One flattening test shall be conducted for each lot of 50 pipe lengths in accordance
with API-5L paragraph 4.10 and 4.11.

7.6 The fracture toughness shall be determined by the use of the Charpy V-notch test in
accordance with ASTM A-370 (type A notch). The test shall be conducted at 32F.
For acceptance, the average of three individual full size specimens from a pipe
length shall not be less than 30 ft-lb with the lowest individual value of any specimen
of 23 ft-lb. Charpy specimens shall exhibit 80 percent shear fracture appearance
minimum for acceptance.

7.7 Charpy impact properties shall be determined from one (1) pipe length per two
hundred (200) pipes or less from each pipe lot.

7.8 The Charpy V-Notch specimens shall have the notch located parallel to the pipe axis

and approximately one-half inch from the weld.


7.9 A weld of each pipe size and grade shall be sectioned at a location selected by the
Buyer representative, and the section (which includes parent metal, heat-affected
zone and weld) shall be ground, polished and etched for examination. The weld
shall have complete penetration and fusion and shall show no evidence of any tack
welding. The geometry, including offset of plate edges, and inside and outside weld
bead profile shall be within the tolerances specified. There shall be no evidence of
defects and the etched section shall demonstrate that the normalized zone is
completely through the pipe wall and of sufficient width to encompass the entire weld
and original heat-affected zone. Micro-hardness traverses shall be conducted by the
use of a Vickers 10 kg hardness machine. Three traverses shall be made parallel to
the pipe wall, one millimeter from each pipe surface and one in the middle of the pipe
wall thickness. One hardness reading shall made in the parent metal one in the
normalized (heat-affected zone) area (each side), and one at the weld fusion face.
The hardness shall not exceed 260 HV10' except that an isolated hard spot shall not
be cause for rejection. The hardness of the base metal shall not exceed 185 HV10
for Grade X42 and 207 for Grade X60.

7.10 After removal of the external and internal flash, the thickness of the weld area shall
not exceed the thickness of the parent metal by more than 0.75 mm (0.030 inch), nor
shall it be less than the thickness of the parent metal unless otherwise agreed upon
by the Engineer.

8.0 NON-DESTRUCTIVE EXAMINATION

8.1 Scalp coils to be used for manufacture of pipe shall be examined ultrasonically for
laminations for a minimum width of 25 mm along the slit edges. Any lamination
which exceeds 10 mm in length and 2 mm in depth, normal to the plate edge shall be
cause for rejection.

8.2 The skelp or pipe body shall be ultrasonically examined longitudinally by ultrasonic
testing for laminations with probes located 100 mm apart. Discontinuities in any area
of the skelp or pipe body shall not exceed an area covered by a 25 mm diameter
circle. More than one recordable condition in any 609 mm length or any condition
listed as continuous is cause for rejection.

8.3 Both side of the weld seam shall be ultrasonically inspected in both transverse and
skewed (45) longitudinal position. A minimum of eight probes are required.
Rejection for discontinuities shall be in accordance with API Specification for Line
Pipe, Section 9, except that continuous flaw signals greater 19 mm in length,
regardless of height, but greater than background signal (noise) shall be reinspected
by radiographic methods in accordance with Paragraph 9.2 - 9.13 API-5L.

8.4 If ultrasonic or electromagnetic inspection is employed, the equipment shall be


capable of detecting longitudinal defects. Calibration may be based upon either

notches or holes; however, reference standards shall contain both notches and
holes. The Manufacturer shall furnish, for approval, a completed description of his
proposed procedures, including a description of the equipment; the number, size,
angle, frequency, mode, and location of the transducers; continuity checking;
scanning speed; method of weld tracking; defect marking methods; operator
qualification; first day production qualification, the manufacturer shall demonstrate, to
the satisfaction of the buyer, the effectiveness of his equipment and procedures, on
a reference standard specified by the buyer. The details of this reference standard
will be defined at a later date; however, in general, the standard will contain
discontinuities of the maximum acceptable size.

8.5 If inspection methods are employed which are not effective at pipe ends, such as
eddy current, then each end of each length shall be reinspected by alternative non-
destructive inspection methods. The minimum length of the latter inspection shall be
taken as the distance from the pipe end to the notches or holes on a reference
standard used to demonstrate ability to distinguish defects.

8.6 All non-destructive inspection equipment shall be checked at least twice per 8-hour
working shift to demonstrate effectiveness, calibration and operational procedure.
Such inspection equipment shall also be checked immediately following any
equipment failure or equipment adjustment. These equipment checks shall either be
regularly scheduled, or sufficient notice given so that the Buyer's representative may
witness equipment checks each time.

8.7 In all cases where grinding repairs are made as a result of imperfections disclosed by
non-destructive testing of weld seams, the full length of pipe containing such repairs
shall be given an additional non-destructive test after the grinding operation.

8.8 Any detrimental magnetic fields resulting from magnetic particle or electromagnetic
inspection shall be removed. The maximum permissible magnetic flux density shall
be 30 gauss, as measured at the pipe ends.

9.0 HYDROTEST

9.1 Each length of pipe shall withstand, without leakage, a hydrostatic test to a pressure
which will cause a circumferential fiber stress of 95 percent minimum of the specified
minimum yield strength of pipe. The pressure shall be computed by the formula
given in API-5L Supplement 1 dated May 31, 1986. The test pressure shall be held
for not less than 10 seconds, during which time the weld seam shall be inspected for
leaks.

9.2 The tester shall be equipped with a recording gauge that will record test pressure
and duration of time applied to each length of pipe. Test reports shall be available to
the inspector.

10.0 WORKMANSHIP, VISUAL INSPECTION, AND REPAIR OF DEFECTS

10.1 All first day production tests will be witnessed and all pipe will be inspected by Buyer
representatives. Sufficient notice (at least 14 days) shall be given by the
MANUFACTURER of the time, which the run is to begin.

10.2 The Buyer's representative shall have free entry at all times to all parts of the
manufacturer's works which will concern the manufacture, testing, inspection, quality
control, and shipping of the pipe ordered, including the steel mill, the plate or strip
mill, and the pipe mill. The pipe mill and steel mill shall make available to the Buyer's
representatives without charge, all reasonable facilities to inspect, measure, and test
the strip/pipe in all stages of production including, for example, ultrasonic equipment
for wall thickness confirmation.

10.3 The Buyer's representatives shall have the option to examine all materials rejected
for any reason. If any test specimen fails to meet the requirements for any reason,
this shall be brought to the attention of the Buyer's representatives, and all affected
materials shall be retained until examined by the Buyer's representatives.

10.4 The manufacturer shall provide an area in the mill to allow the Buyer's
representatives to inspect each length of pipe after manufacture and testing are
completed, but prior to loading for shipment. The area shall contain a means for
rotating the pipe, and ample lighting to facilitate thorough visual inspection of both
internal and external surfaces.

10.5 It is possible that this pipe will be externally coated with a thin film type of coating.
Therefore, the manufacturer shall take all reasonable precautions to insure that the
pipe surface is free from imperfections which might interfere with the efficient
application of thin film coating and result in a disproportionate number of holidays. In
addition, the metal surfaces shall be sufficiently clean and smooth so as to permit
non-destructive examination. All loose scale shall be removed, and pitting and rough
surfaces removed by grinding. Pipe shall have a workmanlike finish, and the
MANUFACTURER shall remove by grinding, mechanical marks and abrasions, such
as cable marks, dings, roll marks, scores, etc., and all imperfections such as scabs,
seams, laps, tears, and slivers, even though these are shallow enough to be within
wall thickness tolerances.

10.6 The pipe shall contain no dents which affect the curvature of the pipe at the
longitudinal weld or at the pipe ends. Pounding out or jacking out dents is prohibited.

10.7 There shall be no welded repairs to electric-welded pipe.

11.0 CERTIFICATES

11.1 The Seller shall provide to the Buyer prior to final acceptance of pipe materials, a
Certified Test Report of the mechanical properties, chemistry, Charpy data, carbon
equivalent, grain size data, hardness test, and carbon equivalent of the material.

11.2 Other test results to be reported are flattening test, hydrotest, heat analysis, ladle
analysis, etc.

12.0 MARKING AND COATING

12.1 Pipe shall be furnished bare and free of all mill coating.

12.2 No dye stamping, hot or cold, shall be permitted.

12.3 Pipe shall be paint stenciled, in accordance with Section 11, API Specification 5L. Pipe
shall shown weight per foot, wall thickness, size, weight and length. All information
shall be given in English units. Pipe may be marked on either the inside or outside,
except that the diameter, wall thickness, and grade shall be marked on both inside and
outside surfaces.

12.4 Pipe marking shall include the order number, heat number, lot number, and whatever
other designation is required so that complete trace ability is maintained, and each
length of pipe can be specifically linked to all applicable chemical, physical data, to each
step of the manufacturing testing, and inspection operations.

12.5 For all electric-welded pipe, the location of the weld shall be marked on the inside of
each pipe end with a 2 inch (50 mm) daub of heat resistant white paint.

12.6 End Protectors

End Protectors shall be supplied which cover the pipe end. Drawings of the End
Protectors shall be submitted to the Buyer for approval prior to start of manufacture.

13.0 SHIPPING

13.1 All pipe shall be handled, loaded and shipped in accordance with API RP 5L1,
Recommended Practice for Railroad Transportation of Line Pipe; API RP 5L5
Recommended Practice for Marine Transportation of Line Pipe; and/or API-5L6,
Recommended Practice for Transportation of Line Pipe on Inland Waterways, as
applicable.

13.2 MANUFACTURER shall submit loading instruction and diagrams for approval for all
pipe shipped by truck or vessel however, approval of these shall not relieve
manufacturer of this responsibility for any damage during shipment.
13.3 All dimensional tolerances and pipe surface conditions specified herein and in API
Specification 5L shall apply to the pipe condition as received by the Buyer at the
shipping destination.

14.0 GUARANTEE

MANUFACTURER shall bear all costs to seek, find, and repair all leaks and/or ruptures which
occur during the field hydrostatic test, which result from defects traceable to the manufacture of
the pipe. The field test pressure will not exceed a pressure which will cause a circumferential
fiber stress greater than 100% of the specified minimum yield strength of the pipe, as computed
by the formula given in paragraph 5.3 of API specification 5L. The Buyer may elect to raise
and lower the field test pressure one or more times, either as part of a planned testing routine,
or as a consequence of a failure in the pipeline or in the testing equipment however, these
fluctuations in pressure shall in no way relieve the MANUFACTURER of his obligations.
