ACTIVITY PROPOSAL
I. TITLE:
BARKADA KONTRA DROGA FILM FEST
i.
II. RATIONALE:
Consistent with the powers vested in the Dangerous Drugs Board (DDB) under
Section 77, Art. IX of RA 9165 otherwise known as the Comprehensive Dangerous
Drugs Act of 2002, the flagship program of the Board named as BARKADA KONTRA
DROGA (BKD) is hereby institutionalized.
BARKADA KONTRA DROGA intends in reaching out to its target audience and
that the activities conducted appealed to the youth. It also showed the potential in using
the youth as an effective source and messenger of information for fellow youths
regarding to drug abuse.
Since there are learning competencies in Empowerment Technology subject
which talks about ICT project as platform for change, covering the topics of ICT as
medium for advocacy and developmental communication, we can integrate the Barkada
Kontra Droga advocacies by making a short film to deliver a message, a lesson and
values about Drug Abuse to the youth and to all people to make our home, school,
workplace and community drug-free.
III. OBJECTIVES:
The learners able to:
i. To establish a Barkada Kontra Droga movement;
ii. To train the people in advocating a healthy and productive drug-free
lifestyle;
iii. To create a fully drug-free environment in the home, school,
workplace and community;
iv. To encourage productive use of time and alternative activities; and
v. To provide support services towards the adoption of Barkada concept
among families, educators, professionals, work forces, peer groups,
and other sectors.
vi. identify a local or regional cause or issue for Social Change related to
specific professional tracks that can be addressed or tackled using an
ICT Project for Social Change CS_ICT11/12-ICTPT-IIm-p16
vii. analyze how target or intended users and audiences are expected to
respond to the proposed ICT Project for Social Change on the basis of
content, value, and user experience CS_ICT11/12-ICTPT-IIm-p17
viii. integrate rich multimedia content in design and development to best
enhance the user experience and deliver content of an ICT Project for
Social Change CS_ICT11/12-ICTPT-IIm-p18
ix. develop a working prototype of an ICT Project for Social Change
CS_ICT11/12-ICTPT-IIm-p19

VII. GUIDELINES
1. The deadline of submission is on September 20, 2019.
2. All students are mandatory to take the videos within the school premises.
3. Students can use empty container of cigarette pack and empty alcoholic drink bottle
but using real cigarette, alcoholic drinks and drugs as a prop is prohibited.
4. The students can have their taping every Friday 1:00 to 5:00 pm. Students can also
take their video during their free time (recess or noon break). Taping every
Saturday and Sunday and 5:00 pm beyond on any day is prohibited.
5. The film must at least be three minutes long but not longer than ten minutes in
duration, including opening and closing credits.
6. Films need not be in English (it could be in Vernacular or in Filipino). However,
subtitling in English is highly encouraged.
7. All footage must be shot. Existing footage including but not limited to TV
commercial and music videos may be used as a prop or a set piece in a scene.
8. Any type of video camera or DSLR cameras capable of filming may be used.
Animation and computer graphics are also permitted.
9. Usage of pre-recorded music is allowed, but these should be acknowledged in the
credits of the film. It is however encouraged that, teams come up with original
musical scoring.
10. Teams who fail to submit their films on the said deadline will be disqualified to join
the competition, but their films will still be included in the public screening.
11. The films must not be viewed publicly before the end of the competition. Posting the
short film to any social media is prohibited.
12. The story must have an introduction, climax and resolution. The main problem of the
story must be solved at end of the short film.
