SCOPE OF WORK :

IBR AND MECH. JOBS ON HRSG's, BOILERs, DEAERATORs AT CPP / BOILER HOUSE

LINE ITEM 10: MISC MECH JOB ON HE BOILER DURING STATUTORY INSPECTION

GENERAL

Do necessary spading to isolate the complete system positively after shutting


down the boiler and de-spade the same after completion of shutdown.

Open all the covers / manholes / man-ways.

Arrange and ensure sufficient light at the work place at all the times.
Erect necessary scaffolding inside the furnace / super heater / stack and for
approach to man-ways.

Clean all the tubes externally by scrape cleaning and power brushing, air
blowing and make spot on all the tubes at 3-meter distance all along the
tube for ultrasonic thickness measurement.

Make spot on all the pipes exposed at every 3-meter distance and / or bends /
tees for ultrasonic thickness measurement. Assist the inspection in taking the
ultrasonic thickness readings.

Open the access door of the penthouse section of the boiler for UT reading of
the primary and secondary super heater coils at the headers, scrape clean the
entire penthouse area to bare metal and paint with two coat of paint as per
BPCL specification AES 5430 Revision 1.

Open the access door of the air pre-heater and economizer.

COMBUSTION CHAMBER / TUBES AND HEADERS

Erect scaffolding in the combustion chamber for UT reading of burner's wall,


side walls, roof and back wall tubes at three levels.

Erect necessary scaffolding for inspection / cleaning of the boiler bank,


primary and secondary super heater tubes

Offer the boiler for inspection prior to cleaning

Open all hand hole covers and provide light.

Remove and clean all debris /scale from the headers / piping / tubes.

Remove old packing / gasket and clean the gasket faces of fitting on the
headers and connected flange joints.

Offer the boiler in clean condition for dry inspection to BPCL and
subsequently to GBI inspector.

STEAM DRUM, WATER DRUM AND SUPER HEATER HEADER

Thoroughly clean the steam and mud drum internally after removing the
internal fitting. The surface preparation of the steam and mud drum shall be
done by Manual/ Power tool cleaning - St. 3 as per Swedish standard.

Pull out the attemperator coil out of the steam and mud drum and offer the
same for inspection in clean condition.

Clean and offer all steam drum internals for inspection.

After dry inspection of the boiler by GBI, paint the drum internally with
paint as per BPCL painting standards as defined in AES5430 revision 1.

CURING: After the application of 2nd coat is over, the coating shall be
allowed for air drying for 40-48 hours. This shall be followed by wet heat
curing with steam or water above 100 oC for minimum 8 hours. After the wet
heat curing is over, the vessel / equipment shall be allowed to cool down to
ambient temperature.

INSPECTION : Coating shall be inspected after curing is over for defects


such as peeling off, cracks, sagging etc. Any defect found to be repaired /
rectified accordingly.

Assemble the internals including attemperator coil, de-plug all the nozzles
and offer it to operations and box up the drum after offering to BPCL
Inspection / operations.

ECONOMIZER AND AIR PRE-HEATER SECTION

Thoroughly clean the air pre-heater tubes internally and externally and offer
the same for inspection.

Thoroughly clean the economizer tubes externally, make the spots and offer the
same for inspection.

HYDROSTATIC TEST OF THE BOILER

Cut and make non standard gaskets if any. Change all the gaskets of flanges in
hydro test circuit prior to testing.

Offer the hydrostatic test of the boiler steam /water drum circuit up to the
outlet of the primary super heater at 51 kg /cm2 and the attemperator along
with the secondary super heater at 31 kg/cm2 to BPCL inspection thereafter to
GBI.

Hydro test of the boiler shall be offered with all first isolation valves in
the circuit.

DUCTING

Open man way covers of penthouse, economizer, air pre-heater, scaph, both FD
fan suction and discharge ducting, clean the all duct internally including air
pre-heater duct and offer for inspection.

Paint the air pre-heater, both FD fan, economizer and scaph ducting, penthouse
as per BPCL specification AES5430 Revision 1.

All the dampers to be eased cleaned and greased including both FD FAN IGV.

SAFETY VALVES

Remove all the following safety and first isolation valves, flame scanner
valve, Safety Relief valves 5 no.( i.e. drum , super heater and both FD fan
Relief valves), Gate valves, Transportation to machine shop for overhauling
and back shall be in contractor's scope. Fit back the same.

Remove three way attemperator control valve, main steam Stop valve and NRV.
Fit back the same after testing.

After overhauling of all valves at machine shop shift them to site and fit
back in position.

BLOWN DOWN VESSEL

Open the blow down vessel, clean internally, offer for inspection, paint with
as per BPCL painting standards as defined in AES5430 revision 1.

SOOT-BLOWERS

Remove all soot blowers, clean and ease the rotating parts. Shift Soot blower
goose necks (13 nos.), and Long retractable soot blower to the shop for
overhauling and after repairing fit them back in position.

BURNERS

Dismantle all four burners after suitably marking various parts. Clean and
ease all the burners.Service & ensure the working of all burner dampers.
Reassemble the same.

Clean all the burners'# barrels and gun with gas torch to remove all the
carbon deposits to the satisfaction of BPCL site in-charge.

Check the condition of swirler, regulating rod, atomizer, Secondary air


damper, clean, ease and fit back the same.

Clean the air to burner duct from FD fan discharge to air register and paint
as per BPCL specification AES 5430 Revision 1

Remove the complete burner air register assembly for rectification of the
primary and secondary air registers dampers problem if any.

Ease all over-fired burner dampers.

SCANNER AIR FANS:

Remove both motors of scanner air fans and shift them to shop. Shift and
reassemble them back after overhaul at shop.
Clean / replace the air filters of scanner air fans.

MISCELLANEOUS

Provide assistance to remove/ fit both the FD fan turbines, AOP motors and
shift them to shop for overhauling, Clean both FD fan oil sump, fill fresh
oil, clean the fan blades etc.

Ease all the dampers / inlet guide vanes associated with FD fans.

Carry out gland packing of all the gate / globe valves associated with the
boiler.

Dismantle, clean and install all the sight glasses of furnace / SCAPH and
level gauge of the Steam Drum.

Weld build up and grind all the grooved flanges as shown to you by BPCL site
in-charge.

Weld insulation lugs wherever required.

Attend all the steam leaks shown to you by BPCL site in-charge.

Carry out card board blasting of main gas line form main isolation valve to
the individual burner audco valve. Necessary arrangement required for the same
shall be done by the contractor. Offer hydro test of gas line (main burner and
pilot burner) from main isolation valve to burner at 18 kg /cm2, open the gas
filter, clean filter element and shell.Prepare and offer hydro test of gas
filter at 6 kg/cm2.

Prepare and Offer the hydro test of LP steam to SCAPH at 7 Kg/cm2.

Prepare and Offer hydro test of soot blower line at 45 kg/cm2

De-plug all the drains located at various sections of the boiler.

Scrap clean all the man way flanges, cut the gaskets to size from the sheet
and replace the gaskets.

Open stack man way for internal visual inspection.

GENERAL

Provide assistance of 4 helpers to carry out misc. mechanical jobs on the


Boiler over and above regular man power during Day 12 hrs through-out the
shutdown till commissioning.

Provide assistance of 2 helpers to machine shop for cleaning / testing of gate


/ relief valves & soot blower goose necks, overhauling of LRSB. Provide
assistance of 2 helpers to construction shop for cleaning of burner barrels,
etc. on continuous basis.

During hydro test if any valve (flanged /welded) found passing or leaking,

same to be replace by the contractor.

All scaffoldings to strictly comply with BPCL scaffold safety standard manual
as per Section no 14.01 & 14.02.
In case of internal scaffolding the floor shall be covered with tarpaulin and
the scaffolding pipes shall not rest against the boiler wall / pipes.

Opening of any man way,piping may be required for rectification during


commissioning same to be done by the contractor.

Post commissioning assistance for minimum 36 hours shall be in contractors


scope.One supervisor,three skilled labor shall be available during this period
on round the clock basis.

LINE ITEM 20: BOSON CHAIR ARRANGEMENT FOR INTERNAL INSPECTION OF STACK

Open the inspection man way of the stack for internal inspection.

Prepare Boson chair arrangement for internal inspection of the stack and for
repairs if any.

Shifting / placement of Boson chair & hand winch from rigging yard or from any
place in refinery to the site, any fabrication required for the above
arrangement shall be in contractor scope.

Assist inspection to carry out the internal inspection of the completes stack.

LINE ITEM 30: REPLACEMENT OF RADIATION SHIELD OF THE BURNERS

Dismantle the existing radiation shields from the burners.

Roll the plate to the size and shape (material SS -310 4 mm thick ) as per the
existing radiation shield mounted on the burner throat.

Fit all the shields as existing on the burner.

Cutting of the plate, rolling, removal of the old fixing bolts, welding of the
new bolts and fittings shall be in contractor's scope.

Comply with all the requirement of the BPCL inspection officer.

Job to be done on the round the clock basis.

Follow all the safety rules and regulation as per BPCL safety standards.

LINE ITEM 40: MISC. MECH MECHANICAL JOB ON HRSG DEAERATOR

Do necessary spading to positively isolate the system.

Erect scaffolding externally and internally wherever necessary as per BPCL

scaffold safety manual section no 14.01 & 14.02.

Open de-aerator and storage tank man way.

Remove all the first isolation, relief valves, gauge glasses, stand pipe. Send
them to shop for overhauling and fit back the same after overhauling. If any
valve need replacement same to be done by the contractor.

Remove the entire tray, spray nozzles, sent the damaged and bent tray to
construction shop for repair and fit back the same after repair. Clean all
spray nozzles, dismantle spray nozzles if required for cleaning.

Clean de-aerator and storage tank internally to bare metal by shot blasting or
scrapping. Contractor shall quote separately for shot blasting on per meter
square basis however scraping is included in scope of work.

Carry out the power brushing of the entire weld joint 3# on either side of the
joint for WFMPI testing to the satisfaction of BPCL inspection.

Assist inspection to carry out the WFMPI testing of all the weld joints of the
complete de-aerator, storage tank.

Paint both the storage tank and de-aerator and painting as per BPCL painting
standards as defined in AES5430 revision 1.

allowed for air drying for 40-48 hours. This shall be followed by wet heat
curing with steam or water above 100 0C for minimum 8 hours. After the wet
heat curing is over, the vessel / equipment shall be allowed to cool down to

rectified accordingly.

De-plug all the nozzles and offer the same to operation.

Attend all the steam leaks related to de-aerator, shown to you by site
in-charge. Weld builds up the entire grooved flange.

Box up storage tank and de-aerator.

De-spade, de-scaffold.

Assist BPCL technician to carry out the gland packing of all the gate valves.

LINE ITEM 50: BUTT PATCH PLATING OF DE-AERATOR

Provide butt patch on de-aerator and storage tank at a location marked by


inspection.

Remove old cracked, thinned out, pitted portion of the shell by gas cutting.

Do edge preparation to the satisfaction of BPCL site in-charge.

Cutting and rolling of the new plate to the required shape and size shall be
in contractor scope.

If butt patch is off too large size and calls for internal stiffening of the
shell same shall be done by the contractor.

Carry out DP testing of all the grinded surfaces.

Prepare fit of butt patch and offer to inspection.

Use E-7018 electrode for welding after proper baking in electrical oven.

Carry out back chipping of all weld and offer DP testing.

Carry out stress relieving of weld joints after completion of the welding and
submit the report to BPCL inspection.

Offer all weld joints for 100 % radiography.

De-aerator material is SA -516 Ger. 60, 14 to 18 mm thick.

LINE ITEM 60: INTERNAL SHOT BLASTING OF VESSELS

Shot blasting of vessels / tanks including all nozzles, man-ways at DM Plant /


Boiler house.

Carry out internal shot blasting of vessels to Sa 2.5 as per Swedish standard.
Offer the vessel for inspection.

The shot blasted surfaces shall be cleaned with clean air or fiber brushes to
remove all traces of blast products/dirt particularly from corners and
pockets.

Shot blasted surfaces shall be offered for inspection and must be approved by
our inspection engineer

Steel shots of size 0.7 to 1.2 mm to be used

Shot blasting gun shall be properly earthed to the work piece to avoid
built-up of static electricity.

The shot blasting site shall be covered on all sides so as to prevent shots
from flying out.

Offer stage wise inspection i.e. after shot blasting and each coat of

painting.

Approximately area to be shot-blasted / painted is 600 M2

Erect metal scaffolding wherever required. These scaffoldings shall comply


with BPCL scaffolding standards section 14.01 & 14.02.

Prepare necessary booth to safeguard surrounding area.

Block all the nozzles of the vessels before starting the job.

Clean/ remove all the metal shots after completion of the job.

All material required for the job shall be in contractor scope.

LINE ITEM NO 70: STRESS RELIEVING OF WELD JOINTS

To carryout stress relieving of weld joints as per BPCL site in charge


Loading temp: 250 deg
Heating rate: 150 deg .c per hour
Soaking temp: 720 deg
Soaking time: 1 hour
Cooling rate: 100 deg per hour
Unloading temp: 250 deg
Final cooling: under insulation.
Supply of all tools, tackles, ELCB for 440 volt supply and manpower required
for the job is in contractor's scope.

LINE ITEM NO 80: MISC. MECH JOB ON DE-AERATOR AT BOILER HOUSE

Do necessary spading to positively isolate the system.

Erect scaffolding externally and internally wherever necessary.Erect metal


scaffolding wherever required. These scaffoldings shall comply with BPCL
scaffolding standards section 14.01 & 14.02.

Open de-aerator and storage tank man way.

Remove all the first isolation, relief valves, gauge glasses, stand pipe. Send
them to shop for overhauling and fit back the same after overhauling. If any
valve need replacement same to be done by the contractor.

Remove the entire tray, and spray nozzles, sent the entire damaged and bent
tray to construction shop for repair and fit back the same after repair. Clean
all spray nozzles, dismantle spray nozzles if required for cleaning.

Clean de-aerator and storage tank internally to bare metal by shot blasting/
scraping.

Carry out the power brushing of the entire weld joint 3# on either side of the

joint for WFMPI testing to the satisfaction of BPCL inspection.

Assist inspection to carry out the WFMPI testing of all the weld joints of the
complete de-aerator, storage tank.

Despade, de-scaffold.

Assist BPCL technician to carry out the gland packing of all the gate valves.

LINE ITEM 90: MISC MECH JOB ON HRSG 1, 2 DURING STATUTORY INSPECTION.

SPADING OPENING AND BOXING UP

Carry out all the necessary spading of all the steam lines, gas lines etc. to
positively isolate the complete system.

Erect scaffolding to do the needful wherever required. These scaffoldings


shall comply with BPCL scaffolding standards section 14.01 & 14.02.

Open all the man ways of the ducting and box up later on instruction from the
site in charge.

TUBES

Clean all the super heater tubes, generating section tubes, and economizer and
make up water tubes externally to bare metal by mechanical means/ air blowing
and offer for BPCL/GBI inspection.

Erect scaffolding at the following location for access to carry out visual
inspection of entire length of all the tubes.

In the GT exhaust duct at super heater tubes

Between super heater and generating section tubes

Between generating tubes east bank and west bank

Between generating and economizer tubes

Between economizer and make up water tubes

At the stack side of the make up water heater tubes

Finned tubes of make up water section may require water wash cleaning (for
removing deposits of sulphur) with the help of rubber hose and scaffolding at
various elevations. Erection of such scaffolding is in contractors scope.

In front of the duct burner.

Super heater elbow at north east corner of steam drum.


And at any other location if required for inspection of the boiler.

STEAM AND MUD DRUM

Open steam and mud drum man ways, remove all internals, clean the drum and
drum internals to bare metal by power brushing, offer for GBI inspection

After dry inspection of the boiler by GBI, paint both the drum internally as
per BPCL painting standards as defined in AES5430 revision 1.

CURING : After the application of 2nd coat is over, the coating shall be
allowed for air drying for 40-48 hours. This shall be followed by wet heat
curing with steam or water above 100 0C for minimum 8 hours. After the wet
heat curing is over, the vessel / equipment shall be allowed to cool down to
ambient temperature.
INSPECTION : Coating shall be inspected after curing is over for defects
such as peeling off, cracks, sagging etc. Any defect found to be repaired /
rectified accordingly.

HYDROSTATIC TEST OF THE BOILER

After complete internal cleaning offer the boiler for dry inspection to BPCL
and GBI.

Carry out the hydrostatic test of the steam generator, including super heater
and economizer section at 31.25 kg/cm2 with all the isolation valves in the
circuit (all necessary spading to be done by the contractor).

Carry out the hydrostatic test of the make up water heater at 20kg/cm2
separately and offer to BPCL inspection.

Hydrostatic test should be offered to BPCL inspection one day prior to GBI
inspection.

Carry out the hydro test of fuel gas line to duct burners at 36kg/cm2.

Carry out hydro testing of soot blower line at 45 kg/cm2

SAFETY VALVES AND FIRST ISOLATION VALVES

Remove all the safety relief valves including FD fan and make up water heater
relief valves.

Shift all the relief valve to machine shop for overhauling and fit back in
position after overhauling.

Remove all the first isolation valves including main steam stop valve and NRV,
shift all to machine shop for hydro testing and fit back all in position after
hydro testing at shop.

Defective and rejected valve to be replaced with new valves.

STACK

Do Boson chair arrangement for the internal inspection of the stack; top ring
and painter pulley etc. scrap clean internally to bare metal and offer for
inspection. All arrangement required for the same including fabrication of
beams shall be in contractors scope.

After inspection, paint the stack internally with two coats of zinc dust
graphite paint which shall be issued to you on chargeable basis.

Clean and deplug stack nozzles.

Shifting of Boson chair and winch from rigging yard or from any location in
refinery to site shall be in contractors scope.

DUCTING

FD DUCTING

Open man ways, manhole covers, clean internally and offer for inspection.

Patch plating in certain portion of the ducting with plate of 6 mm thick,


approximate area 5 meter square and replace all the internal FD fan duct
stiffener pipes.

Open diverter damper duct man way and provide scaffolding at GT exhaust flue
gas duct for inspection of distributor vanes. Provide all necessary assistance
to inspection.

Paint the entire duct internally including diverter vanes as per BPCL
specification AES5430 Revision 1.

Ease the air from FD fan to duct burner damper.

Replace broken bolts of FD fan suction and discharge duct man ways.

Replace all the stiffeners in FD fan suction and discharge ducting as per
inspection recommendation.

HRSG DUCTING

Renew deteriorated and distorted insulation covers (SS sheet) of the internal
insulation between duct burners and super heater coil as will be shown to you
by inspection approx. Area 20 m2. Tack welding of new insulation plug to be
done if required. SS sheet of 2 mm thick will be used for the job. Sheet to be
cut to size by gouging / grinding and holes to be drilled as required at site
Necessary scaffolding for the inspection and renewal of insulation covers to
be carried out.

SOOT BLOWERS

Dismantle all rotary soot blowers and long retractable soot blowers and
transport them to machine shop for overhauling fit back all after overhauling.

Assist in overhauling all the soot blowers.

BLOW DOWN TANK

Open man way of blow down tank. Clean internally and offer for inspection.
Paint the tank internally as per BPCL painting standards as defined in AES5430
revision 1.
all first isolation valves and deplug all the nozzles and offer it to
operation and Box up.

GENERAL

Remove all the main gas ball valve, ease, service and fit back.

Flush flame front generator with compressed air.

Remove all 7 no burners runner outside the HRSG ducting , shift them to shop
for deplugging if required , deplug all the tips , replaced all the damaged
and plugged burners tips and fit back the burners.

Build up all the grooved flanges by welding, grinding and box up.

Erect scaffolding wherever necessary as per BPCL/GBI requirement.

LINE ITEM NO.100: CUTTING AND REWELDING OF BOILER CASING PLATE

Erect metal scaffolding on north and south side of the economizer and
generating section.
These scaffoldings shall comply with BPCL scaffolding standards section 14.01
& 14.02.

Cut the boiler casing plate at north, south end & roof as marked by inspection
for inspection of the economizer inlet /outlet headers and coil elbows, and at
any other location shown by the inspection on the boiler casing.

Carry out the re-welding of all the casing plate after boiler hydro test by
GBI.

Cutting of new plate to the size, shape to be done by the contractor. Plate
material is #2062 GR B, 6 mm thick.

Carry out patch plating of FD fan suction and discharge ducting using IS #
2062 Gr. B & 6 mm thick at location marked by inspection.

After thorough cleaning of all the metallic expansion bellows offer it to


inspection and carry out the necessary repair if any (patch plating on
metallic bellow).

Carry out painting of all the ducts as per BPCL specification AES5430 Revision
1 after cleaning all the duct plate to bare metal.

Open all the man ways of the ducting and box up later on instruction from the
site in charge.

TUBES

Clean all the super heater tubes, generating section tubes, and economizer and
make up water tubes externally to bare metal by mechanical means / air blowing
and offer for BPCL/GBI inspection.

Erect scaffolding at the following location for access to carry out visual
inspection of entire length of all the tubes.

In the GT exhaust duct at skin evaporator

Between skin evaporator and super heater tubes

Between super heater and generating section tubes

Between generating tubes east bank and west bank

Between generating and economizer tubes

Between economizer and make up water tubes

At the stack side of the make up water heater tubes

In front of the duct burner.

And at any other location if required by inspection of the boiler.

STEAM DRUM

Open steam drum man ways, remove all internals, clean the drum and drum
internals to bare metal by power brushing, offer for GBI inspection

After dry inspection of the boiler by GBI, paint both the drum internally as
per BPCL painting standards as defined in AES5430 revision 1.

CURING : After the application of 2nd coat is over, the coating shall be
allowed for air drying for 40-48 hours. This shall be followed by wet heat
curing with steam or water above 100 0C for minimum 8 hours. After the wet
heat curing is over, the vessel / equipment shall be allowed to cool down to
ambient temperature.

INSPECTION :Coating shall be inspected after curing is over for defects such
as peeling off, cracks, sagging etc. Any defect found to be repaired /
rectified accordingly.

HYDROSTATIC TEST OF THE BOILER

After complete internal cleaning offer the boiler for dry inspection to BPCL
and GBI.

Carry out the hydrostatic test of the steam generator, including super heater
and economizer section at 45 kg/cm2 with all the isolation valves in the
circuit (all necessary spading to be done by the contractor).

Carry out the hydrostatic test of the make up water heater at 20 kg/cm2
separately and offer to BPCL inspection.

Hydrostatic test should be offered to BPCL inspection one day prior to GBI
inspection.

Carry out the hydro test of fuel gas line to duct burners at 36 kg/cm2.

SAFETY VALVES AND FIRST ISOLATION VALVES

Remove all the safety relief valves on steam drums, make up water heater
relief valves, gas conditioning skid.

Shift all the relief valve to machine shop for overhauling and fit back in
position after overhauling.

Remove all the first isolation valves including main steam stop valve and NRV,
shift all to machine shop for hydro testing and fit back all in position after
hydro testing at shop

Defective and rejected valve to be replaced with new valves.

STACK

Make Boson chair arrangement for the internal inspection of the stack; top
ring and painter pulley etc. scrap clean internally to bare metal and offer
for inspection. All arrangement required for the same including fabrication of
beams shall be in contractors scope.

After inspection, paint the stack internally with two coats of zinc dust
graphite paint which shall be issued to you on chargeable basis.

Shifting of Boson chair and winch from rigging yard or from any location in
refinery to site shall be in contractors scope.

Clean the stack internally to bare metal and offer all the weld joints DP
testing

Carry out the internal painting of by pass stack with two coat of zinc dust
graphite paint.

After complete inspection remove internal scaffolding.

DUCTING

Open diverter damper duct man way and provide scaffolding at diverter damper
for inspection of diverter seals.

Replace damaged seals of diverter as indicated by BPCL site in charge.

HRSG DUCTING

Renew deteriorated and distorted insulation covers (SS sheet) of the internal
insulation between duct burners and super heater coil as will be shown to you
by inspection approx. Area 20 m2. Tack welding of new insulation plug to be
done if required. SS sheet of 3 mm thick will be used for the job. Sheet to be
cut to size by gouging / grinding and holes to be drilled as required at site
Necessary scaffolding for the inspection and renewal of insulation covers to
be carried out.

BLOW DOWN TANK TWO NOS.

Erect metal scaffolding wherever required. These scaffoldings shall comply


with BPCL scaffolding standards section 14.01 & 14.02.

Open man way of blow down tank. Clean internally and offer for inspection.
Paint the tank internally as per BPCL painting standards as defined in AES5430
revision 1.
Drop all first isolation valves and de-plug all the nozzles and offer it to
operation and Box up.

GENERAL

Remove all the main gas ball valve, ease, service and fit back.

Remove all pilot burners, attend combustion air leak if any.

Clean all the sight glasses.

Assist operation to de-plug all the burners.

Build up all the grooved flanges by welding, grinding and box up.

Dismantle carriage coupling, dismantle drive screw assembly.

Dismantle push rod assembly.

Open guillotine damper access door cover and bonnet.

Remove guillotine isolator door, shift the same to shop for repair if any.

Assemble the isolator after repair, box up bonnet and access door cover.

Assist in replacing all the seal of the isolator.

Carry out the overhauling of line shaft assembly.

Install drive screw assembly, push rod and drive nut linkage with the new
bracket.

Assemble line shaft with drive screw.

Gas cutting set, welding machine and grinding machine required for the job

LINE ITEM NO. 130 : Replacement of Burner casing plate

Dismantle burner conical throat sections from the oil and gas burner of
boiler.

Open and remove the air resistor mounting bolts and grind cut the damaged
casing plate for replacement as instructed by engineer in-charge.

Cut the new casing plate as per CBL drawing or dimension provided by BPCL
officer from new CS plate (10 MM thick) required for replacement.

Drill the holes for resistor mounting and carry out grinding on existing
annular plate to prepare finish surface or fitment for new casing plate.

Offer the fit-up of new casing plate to inspection for their approval.

Weld the new casing plate using 7018 electrode with annular plate and fit the
resister mounting bolts.

Align and Fit the conical throat of gas burner.

LINE ITEM NO. 140 : Replacement of Burner Annular plate

Dismantle burner conical throat sections from the oil and gas burner of
boiler.

Open and remove the air resistor mounting bolts and grind cut the casing plate
to make access to annular plate. Further the annular plate will be exposed
after removal of refractory circular bricks of burner throat.

The damaged annular plate shall be removed through grind cut.

Cut the new annular plate as per CBL drawing or dimension provided by BPCL
officer from new CS plate (10 MM thick)and arrange to roll it to make it
circular shape as per drawing. Weld 10 mm dia rod for holding the refractory

plate including conical throat mounting tubes and nuts

Align and Fit the conical throat of gas burner.

LINE ITEM NO. 150 : SCAPH CLEANING

Dismantle and take out SCAPH exchanger to ground floor with the help from BPCL
Crane. Clean the exchanger with water jet and air. Offer hydro test of the
exchanger at 7 Kg/Cm2. and install back the exchanger on boiler and connect /
fix all associated lines.

LINE ITEM NO. 240 : GBI MOBILISATION FOR MATERIAL INSPECTION :

GBI VISIT SHALL BE ARRANGED AT SITE FOR MATERIAL INSPECTION AND HIS APPROVAL
FOR NEW TUBES, PIPES, FITTINGS AND PLUGS ETC., THAT ARE AVAILABLE & PROCURED
BY BPCL BEFORE THE USE ON SUBJECT BOILER.

LINE ITEM NO. 250 : BARE INSPECTION OF BOILER

Casing plates are to be cut at all sides of boiler marked by our inspection to
expose the boiler tubes as part of bare inspection.

Expose the tubes especially bens of all four sides of furnace bottom / floor
and clean the tubes externally in order to offer for GBI inspection as part of
bare inspection.

Scrap Clean all eight down comers between Steam & Mud drums. Carry out power
brushing to clean it thoroughly for GBI inspection.

Erect necessary scaffolding inside the furnace / super heater to make access
to the tubes, pipes required to be exposed under bear inspection.

Arrange and ensure sufficient light at the work place at all the times.

Also carry out all jobs required for statutory inspection listed in item No.-
10.

Clean all the tubes (exposed by removing refractory and insulation as


indicated by GBI) externally by scrape cleaning and make spot on all the tubes
at 1-meter distance all along the tube for ultrasonic thickness
measurement.

Make spot on all the pipes exposed at every 3-meter distance and / or bends /
tees for ultrasonic thickness measurement. Assist the inspection in taking the
ultrasonic thickness readings.

Prepare the boiler for Bare inspection as instructed by BPCL site in charge
and Inspection engineer which will include removal of insulation as instructed
by BPCL Inspection and site in-charge and clean the surface thoroughly to
offer the bare section to GBI. The boiler to be offered to GBI for bare
inspection during boiler's dry inspection visit for approval.

Once the bare / dry inspection of boiler is okayed by GBI all the lines except
the boiler tubes shall be painted as per BPCL specification AES5430 Revision
1.

Prepare hydro test of boiler's primary and secondary circuit at 51 & 32 kg/

cm2 respectively and offer to inspection and subsequently to GBI.

All necessary approvals / offers to GBI related to boiler's dry / bare & hydro
test have to be obtained by vendor through our Inspection.

Re weld the casing plates at respective locations with new 6 mm plates with
original reinforcement after making the provision for filling of refractory.
Block / weld the openings once the refractory material is filled and cured.
Install insulation lugs on the casing plates.

Dismantle scaffolding after insulation at respective locations is completed.

Normalize all other openings that were prepared to expose the boiler tubes
under bare inspection of boiler.

LINE ITEM NO. 260 : BOILER BURNER SERVICING

Scope of Work:
i.Remove oil gun from the barrel
ii.Remove burner barrel
iii.Cleaning of oil gun and barrel # Use of gas cutting set will be
required to heat-up and remove carbon deposition
iv.Straightening of barrel (if found bent) # Use of gas cutting set
v.Replacement of oil gun, tip, barrel and other accessories as per BPCL
Engineer-Incharge instructions
vi.After complete servicing, fit back the barrel and burner.

LINE ITEM NO. 270 : BOILER BURNER ASSL REPL/REP

Scope of Work:
i.Removal of burner assembly including mountings, sleeve, air registers
and all the accessories
ii.BPCL will carry out inspection and if required complete assembly is
to be shifted to shop by contractor
iii.If replacement is recommended by inspection, complete assembly to be
shifted to scrapyard by contractor
iv.Fitting of repaired or new assembly including all the accessories.

THE JOB INCLUDES PROVIDING AIR CONNECTIONS TO THE SPECIFIED

1. Necessary scaffolding / staging necessary for spading, weld repairs, casing
plate cutting etc. to execute any of the job mentioned above shall be erected
by the vendor and same shall be dismantled after completion of job.

These scaffoldings shall comply with BPCL scaffolding standards section 14.01
& 14.02.

The scaffolding material needed for execution of work is in contractor's


scope.
Scaffolds are to be made from heavy class welded or seamless steel tubes of
40mm nominal bore conforming to IS 1161
The material test certificate for scaffold material shall be submitted by
vendor along with tender and should be provided at site on demand basis by any
BPCL personnel.

Kindly note that non conformity of the above said clause by the vendor at the
time of quotation shall be liable for rejection under technical evaluation
phase.

BPCL scaffold checklist & BPCL scaffold safety manual are enclosed along with
the tender

2. The lighting transformer, flame proof hand lamps will be provided by BPCL
on returnable basis.
3. General internal cleaning of any section of the boiler that is opened or
necessary to access for repairs & witnessing hydro test shall be carried out.
4. Regular housekeeping at all levels of boiler shall be maintained all the
time during execution of jobs.
5. All necessary tools and tackles shall be arranged and mobilized by the
vendor at shortest possible time.
6. Vendor to arrange IBR approved welder to execute the welding jobs and a
copy of welder IBR certificate shall be submitted to the site engineer.
7. Highly skilled and experienced people will be permitted to work on the
boiler.
8. Vendor may ask to execute any one of the job as mentioned above or
combination of few jobs at one time.
9. The vendor has to mobilize all necessary resources on immediate basis to
execute any of the jobs as mentioned above on round the clock basis.
10. Vendor shall note that all jobs as mentioned above are important & urgent
in nature and shall be required to execute any time irrespective of the day &
time.
11. Work permit & clearance conditions shall be fulfilled all the time.
12. Ensure use of PPE by all the people involved / engaged for the job.
13. Vendor has to provide oxy-acetylene gas cutting set with gas, portable
diesel engine driven welding machine, grinders, filler wires / electrodes as
instructed by BPCL inspection, Argon cylinder with moisture separator and tig
welding apparatus, electrode baking oven etc. to complete assigned job.
14. Vendor to quote as per schedule of rates provided herewith.

Follow all safety rules and regulations as per BPCL safety standards.

The job shall start only after taking necessary permits and clearances from
the competent BPCL authority.

Contractor shall assist for boiler inspector visit for stage wise inspection
like dry test and hydro test of boilers / HRSG#s.

Transportation of all materials to and from shop / warehouse to site will be


in contractor's scope.

All tools, tackles required for the job will be in contractor scope.

Persons employed by the contractor should be suitable, qualified for the job.
Contractor should ensure that his entire employee should wear all personnel
protective equipment such as boiler suit, helmet safety shoes etc.

Comply with all the requirement of GBI inspector.

All fasteners to be cleaned properly with wire brush and to be kept ready for
re-fixing by applying necessary anti-seize compound.

The components shall be cleaned and tagged properly.

In case any rework is to be done such as removal of any casing / piping or any
other parts for rectification, the contractor has to execute the same at no
extra cost to BPCL.

All the leakage during commissioning is to be attended by the contractor. Also


any hot bolting and tightening if required shall be done by the contractor.

All rigging arrangements / scaffolding / planking required for job shall be


made by contractor. Scaffolding erected by contractor shall be of BPCL
standards section 14.01 & 14.02 and may be utilized by other agencies for
painting, insulation and other repairs.

Only metal planks with strong and safe design shall be used as working
platform.

Transportation of the material to and from site to machine shop or from


warehouse to site shall be done by the contractor.

Area cleaning to be carried out on regular basis.

Any removal / installation of ducting / man ways / valves / piping required to


facilitate the inspection / commissioning shall be carried out by the
contractor.

Work shall be carried out on round the clock basis.

Contractor has to deploy sufficient workforce including supervisor in each


shift for the jobs to cover the entire work on round the clock basis so as to
complete the inspection as per the schedule.

The tentative date of the inspection shall be known prior to carrying out the
job but the contractor shall be able to depute the person within a week from
the date of official intimation.

The contractor to ensure that BPCL Gate pass of all the persons working is
made prior to start of the job. This shall be made after safety training of
all the contractor employees by BPCL, Police verification and completion of
ESI formalities.

All welding jobs shall be carried out by approved welders Contractor shall
bring diesel welding machine for welding. Free electrical supply will be
given only for lighting. Contractors are required to get their welders
approved by BPCL (INSP. DEPT.)

QUALITY

The contractor to ensure that persons engaged shall have the requisite skill
set and sufficient experience of carrying out similar jobs in past.

Proper electrodes as specified in action report / scope of work by BPCL shall


only be used.

Proper oven arrangement shall be made for use of E7018 electrodes.

Minimum rejections /rework shall be ensured.

Condition of Welding machine/ Generator shall be excellent.

Experienced riggers shall be deployed for all rigging jobs. Rigger shall be
aware of sign codes / slings, chain blocks to be used.

All activities shall be recorded and documented date wise.

Grinders shall use proper wheels depending upon the surface conditions.

All tools and tackles used shall be of reputed make only.

Modern and mechanized tools shall be used wherever possible

List of employees working in the shutdown shall be given to BPCL site in


charge.

SAFETY

All contractor employees shall ensures safe working by using PPE#s and abide

by BPCL safety norms. Ensure that hard hat, safety shoes and protective
clothing like boiler suits are used by each and every contractor employee.
Follow all safety precautions as per BPCL safety rules and regulation.

Work shall start only after obtaining the proper permits / clearance from BPCL
site in-charge & shall follow work permit system issued by BPCL Officer.

Contractor shall use approved tools / tackles. Certificate of lifting tools


and tackles shall be available with contractor at site.

Contractor shall take adequate care while handling safety equipment issued and
shall return them immediately after completion of work as directed by BPCL
site in charge.

Prior to shutdown all supervisors shall attend safety course and obtain
certification. Only safety trained supervisor shall be deployed.

All contractor employees shall attend safety course, safety talk as per
directives of BPCL safety department.

While working at height safety belt shall be used.

While handling with chemicals proper precaution shall be taken to avoid


spillage or splash on body.

Any incident/accident shall be reported to BPCL site in charge and documented


properly.

Fire extinguisher shall be provided as specified in permit. Fire order shall


be followed in case of fire

Proper booths shall be prepared for welding

While entering enclosed space proper care shall be taken by providing standby
personnel outside.

Only safe to use scaffolding certified by BPCL shall be used.

HOUSEKEEPING

Clear the site on daily basis and cart away all the debris to the requisite
location. All equipment shall be properly arranged and placed before start of
work.

A separate bin shall be provided for collecting waste generated i.e. canteen
waste / gloves / cotton waste.

All debris generated from plant can be collected and stored in BPCL allocated
space.

Metal scrap shall be deposited in warehouse and weighment slip of scrap shall

If there is a spillage of oil it shall be cleaned immediately.

Work area shall be kept clean at all times.

No material shall be unloaded on Road unless approved by BPCL.

Proper approach way shall be made for movement of cranes, hydra etc.

ENVIRONMENT

At shutdown site proper care shall be taken so as to avoid any oil leakage /
seepage into the ground.

In case of leakage while opening flange the matter to be reported to BPCL


officer immediately.

Debris generated shall be collected and stored in designated place in gunny


bags and ensured it is carted out.

Welding machines used shall not emit smoke beyond the permissible level.

Cleaning of work site should be carried out on continuous basis.

Proper breathing apparatus to be used where ever required.

Loose dust/dirt debris should be collected in bags and dumped in designated


areas

Dust mask shall be used in dust prone areas.

"Do necessary spading to isolate all the headers attached with boiler
positively (as per spade list) after shutting down the boiler and despade the
same after completion of shutdown and make-up all flange joints with new
appropriate gaskets. Open duct/blow down vessel manway covers as per
instruction of BPCL engineer for weld repair/hydrotest purpose and fit back
with new gaskets after hydrotest or weld repair. Renew damaged/broken bolts or
nuts to fit the covers properly if required. Charge attemperator and secondary
circuit with boiler feed water and prepare hydrotest at 31 kg/cm2 and offer to
BPCL inspection. Attend any leak observed from the circuit or coils during
hydrotest.
Fit back all the mud and steam drum man way covers with new gaskets. Fill the
boiler with water, do proper venting from all sections of boiler and prepare
the hydrostatic test of the boiler including all first isolation valves of
steam/water circuit upto the outlet of the primary super heater header at 51
kg/cm2 and attend any leak observed during hydro test. Final hydrotest of the
boiler shall be offered to BPCL inspection and GBI for their approval."

TERMS & CONDITIONS

1.Pricing types
Your prices shall remian firm till the completion of the contract period.

Your offer shall be valid for a period of 120 days from the date of opening of
technical bids.

2.Terms of delivery
COMPLETION PERIOD:

Entire work has to be completed as per the schedule indicated by site in


charge on round the clock basis of working.

Contract shall be valid for TWO YEARS from the date of award.

3.Terms of payment
Payment shall be made on the basis of actual executed quantities and due
certification of BPCL Engineer-in-charge.

Final bill shall be submitted after successful commissioning of the equipment.

The bill shall be settled within 60 days from the date of submission.

Performance Bank Guarantee shall be applicable for 10% of the contract value
valid for defect liability period of 6 months from the date of completiom of
job.

4.Penalty for breach of contract


L.D.Clause shall be applicable @ 0.5% per week of delay or part thereof
subject to a maximum of 5% of the contract value.
