    Project Location: Bo. San Isidro, Sector Las Delicious, Flamenco Ward, Culebra, Puerto Rico.

    Project Receiving Waters: Mangrove wetlands and critical habitat listed waters of
    Ensenada Coronel, Northern corner of Ensenada Honda, Culebra, Puerto Rico.
    Receiving waters are listed critical habitat for green sea turtles Chelonia mydas and
    two species of Acropora corals.

    Project Details: Project appears to have been illegally approved by OGPe using
    fast-track Categorical Exclusion #44, in violation of special zoning, incorrectly
    referenced on permit as “rural." In response to a question of historic relevance,
    project proponents do not answer yes or no, but rather “false.” No implementation
    and no meaningful enforcement of NPDES storm water discharge permits or
    response to fume complaints. Impacts to downland property during Dorian
    documented and available upon request. Project signage fails to mention owner.
    Permit summary indicates project owner is Marinelba Rosado Colón. Lot owner is
    Ivanne Villafañe Candeles. Sign indicates Project Engineer is Jose I Cabiya Morales.

    Hb = 30m, b=160m = 2,400m2 = 0.6 acres of additional cumulative impacts to area.
