CLASSROOM SHORTAGE

1. The balance of CY 2010 DepEd School Building Program (SBP)


appropriations shall be utilized to address the acute classroom shortages and
requirements of schools belonging to the priority red and black color coded schools
of the Basic Education Information System (BEIS) . For the purpose of prioritization,
computation for funding allocation per legislative district (or per schools division)
was based on 1:45 single shift classroom-student ratio.

2. In preparing the final list of priority schools, the concerned offices shall take
note of the long list of red and black schools drawn from the updated Instructional
Room Analysis (IRA) of the BEIS (SY 2009-2010), the budgetary ceiling for each
region, and the regionalized costing for the different project components (Annex
"B") . The guidelines on the identification of recipient schools under this program
are enclosed in Annex "A". Individual allocation list per legislative district/ schools
division shall be provided by the regional office through the Regional Physical
Facilities Coordinators (RPFC) or by the Physical Facilities and Schools Engineering
Division (PFSED) of the Central Office.

3. The PFSED shall draw up the initial priority list from BEIS data and forward
the same to the Regional/ Division Physical Facilities Coordinator for validation of
the proposed school recipients and final approval by the Schools Division
Superintendent. Allocation for both elementary and high schools shall not exceed
the budgetary ceiling of the legislative district/ schools division.

4. The corresponding projects shall be implemented following the Revised


Implementing Rules and Regulations (IRR) of Republic Act No. 9184.

5. The schools division/ city superintendents shall be responsible for ensuring


that the congressional representatives of their respective divisions are informed of
the list of priority schools that would be recipients of this program. Enclosed in
Annex "C" is the Pro-forma information letter to the representatives.

6. The priority lists of schools shall be submitted to the Physical Facilities and
Schools Engineering Division-Office of Planning Service (PFSED-OPS) at the 4th
Floor, Bonifacio Building, DepEd Complex, Meralco Avenue, Pasig City or at telefax
nos.: (02) 633-7263, (02) 638-7110 and (02) 638-4108 and e-mail address:
pfsed 010305@yahoo.com following the format in Annex "D" on or
before September 20, 2010.

7. To ensure efficient delivery of the projects and so that the school buildings
can immediately be used by the schools, the regional and division offices are
required to focus on and fast track the implementation of this project. Constant
monitoring shall be made by the Office of the Secretary to ensure that classrooms
are completed on time.

GUIDELINES I<OR THE PREPARATION OF PRIORITY LISTS OF


SCHOOL BUILDINGS TO BE FUNDED UNDER THE BALANCE OF CY2010
DepED SCHOOL BUILDING PROGRAM FOR AREAS EXPERIENCING
ACUTE CLASSROOM SHORTAGE (RED AND BLACK SCHOOLS)

A. Manner of Allocation

The Lumpsum appropriation for the CY 20 I O School Building


Program is equitably distributed to all legislative districts on the
basis of classroom shortage, as computed from the SY 2009-2010
Basic Education Information System (BEIS) and on the assumption
of 1:45 single shift (I:45 SS) session.

B. Identification of Recipient Schools

1. In the identification of recipient schools for this program, pnonty


should be given to schools that belong to the following categories:

a. Schools belonging to the BLACK code of the BEIS;

b. Schools belongs to the RED code of the BEIS;

c. Schools that were declared to be located in hazard prone areas


and needing immediate relocation;

d. Schools with incomplete/partial constructions and still fall


under the RED code of the BEIS;

e. Barangays without existing schools (School-less Barangays)

f Schools located in areas with indigenous people.

2. The identified recipient schools should have sufficient buildable space


in the school site for the construction of additional classrooms. In the
case of Black schools, these should have a school site with
corresponding site ownership documents, (e.g. TCT, Deed of
Donation, Usufruct Agreement). Tax declaration in the name of
DepEd and the local government unit (LGU) will be considered by the
Department as an acceptable site ownership document, provided,
however, that there is a certification from the Assessor's Office that the
lot has no adverse claimant.

3. To avoid duplication and the tedious process of realignment of


projects, the Region/Division shall ensure the conduct of the site

appraisal/validation of the proposed listing, prior to submission to the
Central Office.

4. In case replacement of school buildings in red schools is proposed, it


·should be supported by complete documentations following the
guidelines for the demolition of school buildings. Final approval for
the replacement shall be made by the Physical Facilities and Schools
Engineering Division (PFSED) of the Office of Planning Service.

C. Standard Classroom Dimension

All public elementary and secondary schools shall adopt the 7m x 9m


classroom dimension regardless of its location and class size.

D. Standard Cost of School Building

The regionalized costs of school buildings are based on the prevailing


cost of construction materials and hauling in a particular region. Refer
to Annex "B" on the tabulated costs of school buildings per region.

E. Implementation Procedure

1. This project shall be implemented through contracting using the


Revised Implementing Rules and Regulations of RA 9184
(Issued by the Government Procu rement Policy Board on
September 3, 2009).

a. Procurement shall be done through National Competitive


Bidding;

b. Posting in the PhilGEPs is mandatory;

2. Clustering of projects shall be aligned with the signing authority


given to the Regional Directors and Schools Division/City
Superintendents as per DepED Order No. 66 s. 2008.

3. Local Government Units (LGUs) who are interested to implement


the school building projects may be allowed, upon
recommendation of the Division and Regional Office, and
approval by the Central Office; Provided, that a Memorandum of
Agreement (MOA) shall be perfected between the Department and
the LGU concerned. Assessment of the LGU shall be made to
determine their capability to implement the project by
Administration.

F. Coordination and Consultation

To prevent duplication of recipient schools in the Regular School


Building Program (RSBP) or in any other School Building Project
being implemented by other agencies and NGOs, the School

Division/ City Superintendents or their representatives may
coordinate with the concerned Representative of the Legislative
District, LGU through the Local School Board, and other concerned
entity, on the preparation of the final list of recipient schools.

The Schools Division Superintendent shall be responsible in ensuring


that the Congressional Representatives of each respective Division are
informed on the list of priority schools to be recipient of this
particular program. Attached in Annex "C" is the Pro-forma
information letter to the Representatives.

G. Reporting Format/ Submission

In preparing the list of recipient schools, the format shown in


Annex "D" should be strictly followed. The Division Physical
Facilities Coordinator (DPFC) should indicate his/her contact
numbers (telephone number, fax number, cellular phone number) in
the list for easy access in case clarification is needed.

It is emphasized that the final listing should be prepared in


triplicate copies, the original copy to be submitted to the PFSED,

duplicate copy to the Regional Office and the triplicate copy to be
retained by the Division Office concerned.
