HISTORY OF THE INSTITUTION

As purposed and later established by key local community and school leaders, the
OSMEÑA-ROXAS   BARRIO   HIGH   SCHOOL  came  into   being  on  16 June 1969. 
Barangay  Councils of Osmeña and Roxas District of Poblacion Talugtug, Nueva Ecija authored a
joint resolution which requested the building in   town of a barrio high school. 

Osmeña Barangay Captain Marcelino Caspillo, Roxas’ Dominador Dacquel, Overall


District PTA President Pelagio F. Domingo and with the steerage of then District Supervisor Mr.
Victorino Andrada enacted the basic resolution. The measure followed suit a precedent institution
building a certain Dr. Pedro Orata Had put up at Urdaneta, Pangasinan through self-help scheme.

Roughly  5  years after the Orata initiative, Talugtug, Nueva Ecija under the
administration of then Municipal Mayor Bienvenido A. Javier endorsed said resolution to the
Nueva Ecija Schools Division Superintendent at Cabanatuan City, Mr. Mariano R. Guevarra. The
District Adult and Community Education Coordinator Mr. Edwin V. De Guzman prepared all
pertinent papers essential to the approval of the proposed barrio high school which was approved
and named after the two adjacent barangays Osmeña and Roxas where it first operated Osmeña
Roxas Barangay High School.                       

          Osmeña-Roxas Barangay High School was its registered name ever since its existence as
a learning institution. But during the administration of President Corazon C. Aquino she
promulgated the Nationalization scheme of all barangay high schools nationwide.

         Thru the initiative of Eng’r  Quintino S. Caspillo, Jr., Municipal Mayor of Talugtug, made an
earnest request supported by Mr. Bienvenido C. Flores, the School Principal of Osmeña-Roxas
High School and a petition of concerned parents of ORNHS to change its name to Talugtug
National High School.

By virtue of the power of the SB members of Talugtug, a resolution was made


(Resolution No. 52 s. 1996) and passed requesting Hon. Secretary Ricardo T. Gloria, DECS to
facilitate the changing of name of Osmeña-Roxas Nationalized High School, in as much as this is
the only public Secondary School Operating in this Municipality.

           It as January 16, 1997 when Hon. Ricardo T. Gloria Secretary, DECS approved the
change of name of Osmeña-Roxas High School to Talugtug National High School, Talugtug,
Nueva Ecija effective S.Y. 1997-1998.

Instructional service takes formal structure at the Talugtug National High School’s
academic classrooms. Transferred to its very own compound in 1990, the school has been a
recipient of infra-projects from various sources. The TNHS school plant consisted of 1 Nario, 2
Garcia, 2 Rehabilitated Marcos Type Bldg., and 1 PTA Authorized Fund ( the school’s year  one
humble start of the operation.     

From then on, school facilities gradually augmented as follow: 1 Nario, 1 Garcia, 4 each
from LSB, DECS, DPWH, 2 from Violago, 2 from Umali  and now the two-storey building just
completely installed and furnished May 19, 2014.

          Twenty one of the rooms serve as academic classrooms, 1stock room, and two as HE
function halls. All other rooms has been used as principal’s office, computer room, library, Record
section, clinic, museum and stock room. Four comfort rooms came from Governor Joson and
from the FPTCA and Graduating Class Funds, 2 comfort rooms with wash area from Deped, 1
stage and the Joson gymnasium, another one gymnasium with stage from Umali.

          Name of school heads with their exclusive dates of incumbency include: Mrs. Benilda S.
Baluyan, Ph.D. current School Principal, Mrs. Berlyn L. Vendivil, 2019-2020, Mrs. Evangeline L.
Melgar,2015-2019 Mrs. Catalina A. Salum, 12/01/14 onward; Mr. Jovito J. Duque, 07/01/13-
11/31/2014; Mrs. Arceli E. Interior, 09/02/2008-06/30/13, Mr. Bienvenido C. Flores, 2004-
09/03/08 ; Mrs. Evelinda S. Pacol, 2002-2004, Mr. Bienvenido C. Flores, 1995-2002; Mr.
Severino P. Cachuela, 1990-1995; and Gloria A. Caspillo, 1987-1990. From 1986 back to
school’s 1969 maiden year of operation, the school shared principal’s administrative supervision
with the Talugtug East Central School and with the Muñoz Provincial High School (ORBHS
mother high).
