B. SUMMARY (relevant Experience)

Last Education: Master in Development Studies, graduates from University of Christianity Staya
Wacana (UKSW), Indonesia 2016; Bachelor Degree in Social Science and Humanity, Department of
Policy Development, Universidade da Paz, Timor-Leste 2006.

Last Positions: National Program Budgeting Adviser in  Unidade  Planeamentu Monitorizasaun no
Avaliasaun (UPMA) under the Office of the Prime Minister (2017); as Director in the Fundasaun
Timor Hari'i (2014);

Past Working experiences (relevance working experience): design and organize Organizational
capacity assessment for FTH partner Organization; designing, implementing, and follow up of the
organizational Strategies; Conducts studies on the organization performance, and their progress
through different implementation stages; Provides the necessary support to organization regarding
the formulation of their strategic implementation plans in line with the country National strategic
plan; Provides the necessary support to Ngo’s for building capacities in the planning and
institutional development areas.
My other relevance experiences in institutional development; developed strategy plan; designed
project in line with the organizational strategic plan; designed program budgeting; developed
monitoring and evaluation system.
Related experience During working with Unidade  Planeamentu  Monitorizasaun no Avaliasaun
(UPMA), assists and monitor Public Finance Management (PFM), assist in Program Budgeting,

Finally, my experiences cover for more than 10th year in different area with good achievement, I
belief that I have done a lot of success, if I pass this vacancy, I will enrich more my knowledge and

2.1 Organization : UPMA under the Office of the Prime Minister - for Cardno Emergimg
Markets (AUSTRALIA)
Period of Time : Feb - June 2017
Position : National Program Budgeting Adviser
Responsibility  Facilitated and supported the development of program/activity
Areas structure for the ministerial level and autonomous agencies.
 Analyzed and reviewed classification code between sector code links
to planned activities based on international standardization on
“Classification of the Functions of Government (COFOG)".
 Analyzed organic law on the delegation of competence and its
structure in 12 municiplalities and made comparision in line with
their real work function in the field in order to provide technical
recommendations.
 Took part in the assesment process analysis for the public budget
capacity management "Public Finance Management (PFM)" in
municipal level to analyze and develop the structure of municipality
program budget.
 Analyzed 2017 general state budget, annual action plan, Book 2 and
provided technical inputs and comments.
 Analyzed ministerial diploma documents and organic law in each
ministry including state autonomous agency that covered in the new
program Budgeting (PB), and made comparison for the real work
function in the field in order to provide recommendations and
technical assistance.
 Made analysis on gender inclusion policy in Timor Leste in relation to
the subject of gender responsive budgeting (GRB).
 Analyzed policy on state program budgeting “program Budgeting
(PB)" including also PB template in excel and provide technical
inputs.
 Analyzed policy conceptual document “Medium-Term Planning and
Expenditure Framework (MPEF) and provide technical inputs.
 Made revision on proposal and technical report from public Finance
Management experts.

In the conference, I presented FTH work in relation with HIV/AIDS prevention
targeting risk and vulnerable groups in Timor Leste .

2009 : Atended “The 9th International Congress on AIDS in Asia and the Pacific
(ICCAP) in Bali, Indonesia.

2008 : Participated in “HIV Policy Study Tour “organized by The International Center
for Development Communication, Kasetsart University, Bangkok.

2006-2009 Participated in ToT on Life Skill Based Education, organized by the Secretary of
State for Youth and Sport in collaboration with UNICEF Timor Leste.

2007 : Participated in “The 8th International Congress on AIDS in Asia and The Pacific
ICAAP Conference in Colombo, Sri Lanka.
