Introduction
As students return to on-site learning in an in-person model, building routines and spaces will
need to be adjusted to accommodate COVID-19 regulations. This Handbook is a guide to the
requirements and their implementation in our school. Staff, students and families need to
collaborate in building a culture of respect for social distancing and maintaining safety for all
while in the school building.

Galtier Routines
Adjusted for Social Distancing

Galtier COVID Routines


● These need to be taught and reinforced in all that we do in - person.
○ Social Distancing
○ Mask Wearing
○ Handwashing and Hand Sanitization
○ Wash-Work-Wash (Similar to a hospital where they foam in and out of each
room)

Building Readiness
● We will have new MERV 11 filters in our univents.
● All materials will need to be removed from counters which include air handlers or
univents.
● The custodial team will support classroom set up ensuring 3 foot social distancing.
● The custodial team will set up the isolation room.
● The custodial team will prepare the main office area.
● The custodial team will complete the typical protocols for plumbing and other building
systems.
● The custodial team will prepare PPE for all classroom spaces including: gloves, hand
sanitizer, extra masks for those who forget, disinfecting wipes and spray, paper towels
and soap.
● The custodial team will give teachers their 3 cloth masks and a face shield along with the
1 cloth masks for students.
● The custodial team will post room capacity signs and other building signs to support
social distancing and other safety measures.
● Building hours will be 6:00am - 8:00pm. Disinfecting cannot start until staff have left their
classrooms and offices, so the earlier staff are able to leave the sooner this process can
begin.
● Many signs will be posed around the building to reinforce safety regulations.
● Review building level restrictive procedures plan and available PPE with special ed.
staff.

Personal Protective Equipment, Masks and Face


Coverings
SPPS Requirement
As of July 25, 2020, per Emergency Executive Order 20-81, SPPS employees, students and
visitors are required to wear a face covering while in the building. Exempt individuals are noted
in the Order. Other PPE is provided based on job assignments.
Implementation

● Masks are required per the Executive Order for all in the building.
● SPPS will provide 3 cloth masks for each staff person and student. Mike will provide
these to each classroom and/or employee.
● SPPS will provide disposable masks at the front office and in classrooms for those who
forget or others that need them.
● Teachers will also get a face shield provided by the district.
● Additional PPE such as face shields, gowns or tyvek coverings, or other special or
individual needs will also be provided if requested via Mike.
● Suggestions in support of implementation:
○ Send letters to staff/parents clearly stating that masks are required.
○ Include in phone message when parents call the schools
○ Educate students on “Why wear masks?”
○ Proactive training to avoid confrontational interactions

Cleaning Routines and Supplies


SPPS Requirement
Develop culture of collaboration and collective ownership in keeping learning environments
clean.

Implementation
● Additional custodial hours will be allocated to schools in support of the COVID-19
Disinfection and Cleaning Procedure
● Staff and students are requested to collaborate on cleaning routines by disinfecting
personal items and common touch areas in the classrooms using supplied disinfectant
wipes on an as needed basis
● Rooms will not be cleaned during the day but will be disinfected at the end of each day.
This aligns with updated COVID-19 information that surface transmission is not a
significant risk factor.
Resources
● Building engineers will ensure that classrooms are supplied with all needed PPE,
including masks, nitrile gloves, disinfectant wipes and hand sanitizer.
● If additional supplies are needed or when you are running low, principals/teachers
should contact the head engineer Mike through email: mike.hyrkas@spps.org.
● Building engineers will have disinfecting wipes, sprays, and paper towels available for
general cleaning purposes.

Communal Spaces
SPPS Requirement
Avoid large group gatherings and the use of common space by multiple individuals or groups
without cleaning between uses. Establish routines that support social distancing where common
spaces must be shared.

Implementation
● We will discontinue activities that bring together large groups of people or activities that
do not allow for social distancing, including assemblies, in-person field trips, large group
use of playground equipment simultaneously, etc.
○ All events, gatherings or meetings will be done online
○ The staff lounge will no longer be a place to hangout. Only 2 people at a time can
be in the room with the appropriate 6 feet of distance between one another.
○ Multipurpose space can be utilized by teachers during their prep periods. No
more than 2 people may be in the space at the same time and must follow
appropriate social distancing and masking rules.

● Signs will be installed by Facilities. Additional signs can be coordinated through this
department.
● Students will be provided with SPPS water bottles

Visitors and Volunteers


SPPS Requirement
Restrict nonessential visitors, volunteers and activities involving external groups or
organizations.

Implementation
● Visitors or volunteers should be restricted as much as possible on-site to minimize risk
○ Meetings still need to be held virtually, using available digital tools. This includes
parent-teacher conferences.
○ Families and others will not be allowed to have lunch, observe classrooms,
volunteer, or engage in any other activities in school buildings.
○ Families can drop off their children outside building entrances but may not escort
students to their classrooms or anywhere else inside the building.
● Partner organizations may not provide in-person services until March 1, 2021 at the
earliest.
○ The only exceptions to this guideline are some limited healthcare providers
● After March 1, 2021, partner organizations with current, written and executed
agreements with the district may be allowed to have staff work on site under the
following conditions:
○ Partner and administrator agree the service provided is essential and is best
provided in person
○ Partner agrees to maintain the ability to provide service in a distance learning
environment, in case needs change
○ Partner service is provided in a limited area of the building, and partner staff
follow all building protocols for symptom screening, masking, sign-in, etc
○ Administrator consults with Facilities, through lead engineer to ensure building
capacity and protocols can be followed
● No in-person events should be held until further notice

○ Civic events such as elections, athletics, and Community Education programs
are exempted from this guidance and will be communicated through the permits
system
● Other exceptions are made on a case-by-case basis with approval from the administrator
○ Visitors must sign in and sign out
■ Sign in and out must include name of visitor, location/rooms visited,
phone number and email for contact tracing purposes
○ SPPS will provide disposable face coverings at the front office. These mask
should be use
● After School Student Pick-Up Procedures
○ Students who are picked up from school will need to go to the cafetiera and wait
for their parents to pick them up
○ Kevin Wilson will be in the cafetiera, Wendy Giffin will be in the hallway outside of
the lunchroom and Peter Ratzloff will be outside making sure that the proper
person is picking up their child and signing them out.
○ Parents will need to wait outside and sign their child out with Peter
○ Parents who are driving will need to have a sign in the window with their
student’s name and classroom teacher.
○ If parents need to pick up their child prior to school ending, then they will need to
come into the office and check their child out with Rozlon.

Passive Health Screening


SPPS Requirement
Monitor students for signs of illness or changes in behavior throughout the day and contact the
health office accordingly.
Implementation
● We will prominently post copies of the health screening checklist in hallways, and staff
should post them in their classrooms.
● Provide and reinforce the guidelines to students, families, and employees.
● For PreK-3rd grade and ECSE, teachers should monitor students for signs of illness or
changes in behavior throughout the day and contact the health office accordingly.
● For 4th-5th grade, teachers lead students through the health screening questions at the
beginning and middle of each day (i.e. morning meeting, announcements, student
involvement, youth leadership), in addition to monitoring students for signs of illness or
changes in behavior throughout the day.
● For those students arriving late, health screening guidelines are reviewed in the office or
where attendance pass is received.
● COVID-19 saliva testing is available to all SPPS staff who work onsite. This testing will
be conducted every two weeks at each school site on a designated day. The State of
Minnesota will provide training and saliva test kits so that individuals can self-administer
the test.

Isolation Room
● The Galtier Isolation Room will be in the office adjacent to the men's bathroom in the
main office.
● The isolation room should accommodate more than one individual with suspected
COVID-19 using chairs placed 6 feet apart.
○ Chairs or cots should be placed 6 feet apart when possible. If not, students
should lie in opposite directions of cots facing away from one another.
● Our health assistant will monitor the isolation room. If she is not available, the clerk,
social worker or principal will monitor the room.
● Should students show evidence of COVID-19 symptoms, staff should follow the Isolation
Procedures.
● All staff should reinforce that families keep sick children home.
● Children who are determined to be sick at school will be sent home or kept in the
isolation room until someone is able to pick them up.

COVID-19 Reporting
SPPS Requirement
Support online reporting of COVID concerns using the SPPS COVID-19 Reporting System.
Implementation
● Support staff and families in using the online report for any COVID-19 related symptoms,
positive cases or close contact exposure

COVID-19 Saliva Testing


SPPS Requirement
COVID-19 saliva testing is optional for workers at SPPS testing sites as a requirement of the
Safe Learning Plan. Eligible workers include those working at a school with a full in-person or
hybrid learning model or sites providing essential services (i.e. transportation, nutrition services,
enrollment)

Implementation
● Sites will offer COVID-19 saliva test kits to workers onsite
● Testing will begin February 1, 2021 and will occur every two weeks
● Workers that are sick, that are working remotely, that are off on testing days or are
looking for testing opportunities in between site testing events are encouraged to utilize
the following free resources:
○ Home test or Community testing sites
● Testing must be overseen by a site coordinator with workers self-administering their
saliva test and site dropping off completed test kits at a UPS facility the same day
● Lab results will be sent to the individual via email or phone. If positive, they should make
a report to the SPPS COVID-19 Reporting System

Hand Washing Routines


SPPS Requirement
Reinforce handwashing for both staff and students during key times:
● Upon arrival and dismissal
● When moving from one space to another
● Before, during and after preparing or eating food
● After using the bathroom
● After blowing your nose, coughing or sneezing
● Before and after touching objects with bare hands that are frequently handled by other
people (i.e. printers, computers)
● Before and after prep specialist or another adult enters classroom space
Implementation
● Teachers and staff will build routines of hand hygiene into the daily school schedule for all
students and staff, including handwashing and sanitation breaks during or between
classroom activities and when leaving or returning to the classroom.
● Teachers help to build routine and reinforce wash-work-wash.
● We will teach and reinforce handwashing with soap and water for at least 20 seconds
and/or the safe use of hand sanitizer that contains at least 60% alcohol by staff and older
students
○ Facilities has a stable supply of unscented hand sanitizer that complies with CDC
standards.
○ Teachers should email Mike if they need more hand sanitizer.
○ Staff should supervise the use of hand sanitizer by students.
○ Ensure that children and staff with sensitivity or skin reactions or developmentally
unable to use hand sanitizer can use soap and water.

First Aid and Daily Medication Procedures


SPPS Requirement
Minimize unnecessary visits to the health office to avoid contact exposure between healthy and
potentially contagious individuals.
Implementation

● Basic first aid (scrapes, paper cuts, minor nosebleeds) will be provided in the classroom
by our nursing staff.
○ Teachers will need to use gloves and use a gown (when necessary) to apply first
aid.
● Additional first aid supplies such as cold packs, bandaids, and other first-aid materials
will be available to teachers. The nursing staff is working on a list of things to handle in
the classroom and when to send students to the nurses office.
● Licensed School Nurse will provide training in exclusion and isolation procedures to
designated staff
● Licensed School Nurses may work with licensed staff on a case by case basis to support
medication administration in the classroom ​to reduce risk of exposure to healthy
students
○ Consider:
■ safe storage
■ student confidentiality
■ proper training and delegation
● Signs will be posted outside of the health office directing students who are well to wait in
another area away from students that are ill
● We will teach and reinforce students how to cover their coughs and sneezes with tissue
or to use their elbow, arm or sleeve instead of the hand when tissue is unavailable.
● Staff and families should know the signs and symptoms of the Covid 19 and the flu.

School Safety Plan and Site Safety Team


SPPS Requirement
Each site will have an updated school safety plan and school safety team identified. State
mandated Fire/Lockdown/Lockout drills will continue to be required during COVID-19.
Implementation
● We will have scheduled fire, tornado and lock down drills as usual.
● Site Safety Team members should know and understand their roles/responsibilities.
PPE requirements should be outlined.
● During safety drills the safety team will use the new walkie system to communicate.
● Lockdown/Lockout drills will be slightly modified to COVID standards.

Instructional Technology
SPPS Requirement
● Students take iPads to and from school every day.
● Families continue to support students in charging iPads at home each night.
● Students will remain in their current Learning Management System (SeeSaw and
Schoology), teachers teaching splits would use both tools to minimize students and
families learning new tools.

Implementation

● New password sheets and name tags are being emailed to schools in late January.
● If iPad breakage / loss occurs: Students bring broken devices to their school for
replacement/swap.
● While Family Support and Curbside Support are open prior to student return, Field Tech
support at buildings will be limited.
● Please direct students and families to in-school support whenever possible.
○ ‘Curbside’ support shuts down once schools open to students.
○ ‘Family Support’ line to continue with reduced staffing.
● Field Tech Support at Elementary schools once students are back onsite
● Elem Field Techs have a small ‘pool’ of devices for breakage, as usual (5-10 devices)
● Additional information regarding secondary students and support centers will be
communicated at a later time.

● If students forget their iPad at home, extras are not available at schools.
○ Teachers or school staff may place one laptop/desktop in their classroom as a
temporary station. [ Follow appropriate cleaning procedures between student
use.]

● Here is the LIST of students who are signed up for VLS currently and in-person (this list
could still change)
● VLS teachers will be:
○ Ms. German will teach the Pre-K/Kindergarten split
○ Ms. Tracey will the the 1 - 3 split
○ Ms. Merritt will teach the 4-5 split
● Please reach out to these students' families on your roster to introduce yourself and
provide expectations for what the remainder of the school year will look like between
January 19th - January 29th.

Bus Arrival and Departure Routines


SPPS Requirement
Maintain social distancing on buses and as students begin and end the school day.
Implementation
Bus seating
● All riders must maintain 6 feet of distance between the driver.
● We will provide training for students on bus protocol
● Pre K-12 students are expected to wear masks on the bus. Bus drivers have student
masks available if needed.
● Students load the bus from back to front (first on sitting farthest back)

● Students have assigned seats to facilitate loading.
● Children in the same family should share a seat
● Students are not screened entering or exiting the bus
● Drivers will wear masks
● Buses are disinfected daily
● Drivers will sanitize high-touch areas between runs
● These bus guidelines follow recommendations from the MDH 2020-2021 Planning Guide
for Schools and MDE Safe Learning Plan for the 2020-21 School Year.

AM
● Galtier staff will supervise bus drop-off by meeting each bus, monitoring the number of
students exiting at one time, and encouraging students to maintain social distancing
while getting off the bus and waiting in the breakfast line.
● Buses lineup on arrival and drivers hold students until signaled to release from the bus to
maintain social distancing.
● Students leave the bus from front to back, maintaining social distance as they move
directly into the school building.
● As students enter the building, a Galtier Staff member will be spraying their hands with
hand sanitizer. (Bus=>Sanitize=>Get Breakfast=>Wash Hands=>Eat Breakfast)

PM
● Galtier schedule will allow for staggered bus loading.
● Buses arrive and line up on Charles as in past years.
● Students will leave using the main South door.
● Students use assigned seats for afternoon bus loading, which will not be back to front.
● Galtier staff ensure that students are seated appropriately for social distancing before
departing school.

Student Arrival and Departure


SPPS Requirement
Provide for parent pick-up for during the school day arrivals/departures in ways that limits visitor
access to the building and maintains social distancing.
Implementation
● Our school day starts at 9:30 a.m. and ends at 4:00 p.m.
● Students can enter the building starting at 9:15 a.m.
Before school student dropoff
● Students will be dropped off at the main doors on the North side of the building (Edmund
Ave entrance)
● We will assign staff to monitor drop-off to ensure students wear a mask, maintain social
distance, and enter buildings directly.
● Staff will monitor staggered drop-off to limit the number of students entering the building
at one time; if needed, staff will ask students to pause before leaving their cars.
● Staff will spray children’s hands with hand sanitizer as they enter the building.
After school student pick-up
● If there are any changes to a child’s regular dismissal routine, families should provide a
written note to their child’s teacher or call the office by 3:30 pm.
● Parents may not enter the building when picking up students after school. Parents must
wait outside of the North side of the building (Edmund Ave entrance).

● We will assign staff members (inside and outside roles) to supervise student pick-up
○ Staff outside will have parents sign out their students and radio to staff inside to
release the students.
○ Staff inside receive calls and let students know it is their turn to leave. They also
support students in maintaining social distancing.
● Students waiting for parent pick-up space out to maintain social distancing
● Parents will maintain social distancing and allow enough room for others to enter and
exit the building safely.
School walk lines
● Staff supervising walk lines support students in maintaining social distance and wearing
masks
Student check in and out during the school day
● Parents and other visitors are not permitted inside the building.
● Families seeking to pick-up students during the school day should phone ahead to the
school office if possible.
● When a family member arrives for pick-up, they should phone the school office or use
the school’s outside intercom system to let the office know they have arrived.
● A staff member will bring the child out to the car for pick up.

Bathroom and Hydration Stations


● We will schedule bathroom breaks for all classes.
● The number of students in bathrooms should be limited to 50% of the number of stalls
(toilets, urinals) in the bathroom. Single occupant restrooms (including recent inclusive
restrooms) do not need to limit usage.
○ For elementary schools doing whole class bathroom trips, students should wait in
the hallway ensuring social distancing for their turn.
● If students need to use the bathroom outside of scheduled breaks, they can but need to
be reminded of social distancing.
● Hydration stations and drinking fountains should only be used to fill water bottles.
● Plan for the routine of water bottle use. Water bottles may be filled at any drinking water
source. Water sources are part of the daily cleaning routine.
● Cleaning and disinfecting will follow the COVID-19 Disinfection and Cleaning Procedure.

Hallways and Stairwells


● The North stairway will be the up stairway and the South Stairway will be the down
stairway. Signs will mark this. All traffic in the main triangle section of the building will
flow counterclockwise.
● Students will not take shortcuts through the mezzanine or exploratorium
● Students going to lunch through the first door on the left and exit the 2nd door on the left.
● Teachers should ensure that their students walk on the right side of the hallways.
● If necessary we can develop routes to and from locations based on congestion during
transitions.
● Staff and students in hallways maintain social distancing.
● One student per class can be out of class at a time.

Lockers and Cubbies


● We will use cubbies to keep students' belongings.

● Teachers will need to build routines around limiting students in those spaces to promote
social distancing.

School Supplies
● As much as possible, students should use their own materials (teachers will emphasize
wash/work/wash routine).
● SPPS provided learning kits for each student at the start of distance learning, including
typical school supplies that can be used to supply each student with materials.
● Student cubbies should be used to keep personal items. These can be put near
student’s learning spaces when they are in the classroom.
● If there is need for other specific supplies, we will need to ask families to provide them or
to order them as a building. (Contact Rolzon if there are specific supplies needed).

Materials Use and Handling


SPPS Requirement
Person to person is the primary way that COVID-19 is spread. When you can, minimize the
sharing of objects to reduce opportunities for virus transmission. If students practice hand
washing or sanitizing between activities, this is not required. This is an adjustment to previous
requirements based on updated guidelines from the Minnesota Department of Health.
Implementation
● Where possible, provide enough materials so sharing is not needed
● It is not required to have 1:1 materials for all activities, as long as hand washing protocol
is followed
○ Wash-Work-Wash
● When able, an extreme precaution is to set aside materials for 24 hours before using
again if necessary.

Classroom Set Ups


● Classrooms need to be set up so that we maintain 3-ft social distancing for student
spaces.
● We are able to use our gathering spaces (rugs or platforms) as long as we are able to
have students seated on the floor 3 feet apart.
● As for setting up student tables, the guidance is that we put student tables 3 feet apart
and arrange materials either in the center of the room or outside of the room.

Recess/Playground
● Recess areas cannot practically be disinfected but are subject to natural light and
attenuation.
● Students should wash their hands or use hand sanitizer before and after use.
● Encourage dressing for the weather to allow for outdoor activity. Ensure people have the
gear they need.
● If a student needs to borrow winter clothing, they can do so, but borrowed clothing will
need to be collected and washed before another student can use it.

Technology Considerations
● Students will be expected to bring their iPad to and from school everyday.
● Staff and families will need to reinforce this routine.
● iPads should be brought to school fully charged.

Meal Service
SPPS Requirement
Establish mealtime routines for handwashing, social distancing, low touch and mask wearing.
● Students and staff will practice handwashing before and after eating, handling food, and
when hands become soiled or contaminated
● Students and staff will be required to wear masks when they are not eating or drinking
● Students and staff will adhere to social distance requirements
Implementation
● Breakfast To Go will occur in the cafeteria
○ Breakfast will be served from 9:15-9:40am
○ Meals will be pre-packaged for quick and efficient selection by students
○ Milk will be offered on the side
○ Students will eat their breakfast in the classroom
○ The breakfast line will be one-way traffic similar to how it has been in previous
years.
● Lunch service will occur in the cafeteria
○ Cafeteria seating and capacity will be coordinated by Facilities and Nutrition
Services, ensuring social distancing and operational efficiency.
○ The lunchroom schedule will be created to support social distancing and time for
cleaning between lunch periods.
○ Floor decals will be used to remind students to social distance
○ Table decals will be installed to cue students to the designated eating locations at
tables
● Serving lines and point of sale will be contact-free
○ Students will be offered a selection of foods each day, and Nutrition Services will
serve all foods directly from the steam table
● School lunch monitors will be needed to oversee students throughout the lunch line and
cafeteria spaces
○ A ratio of 1:15 (monitors: students) is recommended

Staff Meetings/Gatherings
● All meetings will continue to be done virtually (Google Meet or Teams) until further
notice.
● We will maintain our staff meetings, committee meetings, leadership and other regularly
scheduled meetings per the Galtier Staff Meeting Calendar
● Your physical location for meetings outside of the school day hours is up to you, but
avoid attending meetings while driving.

Conferences
● Spring virtual conferences with interpreters will be scheduled at a later date.
● GoogleMeet links will be shared with appropriate MLL, intervention and SPED staff.
